HomeMy WebLinkAboutCommission On Disability - Minutes - 02/27/1995Commission on Disability February 27, 1995 Meeting Minutes I. Building Review Board (BRB) COD subcommittee met with BRB. Appeared that the issue is very "hot." Mr. Meleski and Mr. Coulson asked that another meeting be held in the near future. --Subcommittee needs to identify the number of accessible units needed. Presentation by Mike Gebo The effort of the BRB and the COD subcommittee is to rewrite local ordinance. Uniform Building Code states that all ground units of a four plex or greater must be accessible units. Issues Concerning Ordinance --Verbage in ordinance: The terms "like kinds and amenities" is very broad. Needs to be specified. --Ratio: May be more appropriate to talk in terms instead of ratios (i.e., ratio of accessible units unaccessible units). --Determination of ratio; based on what? like of percentages to Loopholes in Existing Ordinance Developers are getting around the ordinance by constructing six- plex units as individual properties. Avoids the state requirement of every 1 in 7 units being accessible. Assignment for COD Subcommittee (requested by M. Gebo) 1. Develop percentage (of number of units) to be accessible that also gives the developer as much design leeway as possible. 2. Look at rewrite of ordinance and see if like kinds are addressed. 3. Establish whether ratio is to be based on entire project or on a comparison of unit sizes. 4. Replace ratio with percentage. Actions: Meeting of COD subcommittee within two weeks Meeting of COD/BRB subcommittee after two weeks; to be coordinated by Mike Gebo. II. Slide Show -Shirley Reichenbach Slides of snow bound disabled parking areas are available. Need to take pictures of snow bound sidewalks and other pedestrian obstacles. --Professional photographer has offered volunteer time to take pictures when snow falls. Important to have this prepared in advance of storm. Diane requests that someone besides her take the lead. III. Angela Byrne --Meeting with Mayor Azari and Ron Phillips Angela reported a driver from Dial -A -Ride for being very rude and unhelpful. Same driver continued to be rude. --Angela has had continuing problems with drivers and has been unable to get any action by reporting the problem to John Daggett. So, she has taken the issue to Mayor Azari and Ron Phillips. --Another problem is that "AJ" has not told drivers where to get transportation tickets. --Another issue is that transportation is not available on Sundays and evenings making it very difficult to attend Board and Commission meetings scheduled for those times. number three has to do with the Boards and Commissions meetings that are held on Sunday and evenings. Action: 1. Ron Phillips said he would rectify any problems. If for some reason the problems do continue, filing a grievance against the driver may be necessary. Transfort Rider Training -Ray Free tour was given for people on the Senior Center Route. Ray has been giving presentations on transportation to various groups throughout the city and has received rave reviews Regional Transportation Meeting will be held on March 29th at 6pm. IV. Multi -Cultural Community Retreat On Friday, April 28th and Saturday April 29 the Multi -Cultural Community Retreat will be held in Estes Park. The purpose of the retreat is to provide opportunities for cross-cultural interactions; to build on communication skills, particularly across differences; and, to encourage participants' on -going commitment to multi -cultural issues. Three reservations are being held for COD members that would like to attend. Please notify Alma Vigo -Morales or Blair Leist if interested. V. Other Business: Additional parking space in CHW. Ask that ramp not be blocked --parking sign. Sensitivity Training MS tapes --no good Research needs to continue into appropriate tapes for training. COD Training Collecting videos on ADA history, universal design (facilities) Needed videos: Recreation Available: ADA, outdoor recreation (produced by Forest Service) Invitations to Pete Dallow and Wendy Irving Mills Pete could address how hiring policies have changed in the last five years. Wendy could discuss how City facilities have changed over the years in response to Title II. Both presentations would be taped for later use in training sessions. COD Building Subcommittee Meeting Wednesday, March 8th at 10:30 am --approximately seven people Complaint and Compliment Letters Suggested by Andrea Reiger to be sent to businesses. Action: Blair will look for form letter in COD files. Emergency Call Boxes in Larimer County Placed in inaccessible areas. Contract requires (according to Elizabeth Lowes, Sheriffs Office) that they be accessible. List of boxes will be sent to COD. On April 5th, at the Neighborhood Grill, the Sheriffs Department and Emergency Services will have a meeting regarding emergency response. Time-12:00 noon. Pedestrian and Ramp List Be sure to notify Tom Chapel of ramps and sidewalks that need to be improved/added. Looking for new input. Given list from COD several years ago. Has this list been utilized? Mark Lukens will speak to Police Services about City Line. Need to measure the doors for 34" width on accessible units at The Preserve. Disabled Awareness Days at CSU-March 1, 1995 Experiencing the Consequences of Disability Parks need to have more accessibility for disabled citizens. Rob Gilkerson will send ADA guidelines (not yet adopted) to the COD. Get building permits/constructed commercial buildings list (after Jan. 26, 1992)for Rob Gilkerson 224-3592.
