Disabled Parking Program Georgette Wallace; Police Services --Described parking program in detail and handed out ticket books. --Be sure to date the pink sheet when placed on the windshield. Pat Kelly; Police Services --Over 27 hour period during the Christmas holidays, the explorer scouts only found four violations. --Pat Kelly has been receiving reports of phony parking placards being sold at flea markets. Board members indicated that the placards are not illegal to sell, but are illegal to use. --All disabled parking spaces must be stenciled and signed. Otherwise, parking tickets are not enforceable. --The biggest problem regarding signed and stenciled spaces in the small business sector. --Suggestion: The disabled parking program is still considered a pilot program. May be advisable to make program permanent. Action: Check with Felix Lee regarding ANSI standards regarding ratio of disabled parking spaces to total spaces in parking lots. II. Accessible Unit Amendment --Decision needed by next BRB meeting on March 30th. --Current language difficult to understand. Action: Review amendment and provide changes to Ted or Diane. Once changes are provided then subcommittee has authority to speak for entire commission. ADA Compliance --Diane Rehner is receiving numerous complaints from citizens regarding ADA compliance. --In order to make certain that builders are complying, the City's Building Inspections department will utilize Lovelands checklist to use in plan review so that compliance is maintained. --Felix Lee will use City authority to pull construction orders when building are not in compliance. This action will force architects and builders to stay in compliance and be accountable to laws and regulations. --City needs to provide more information to builders regarding ADA. City can not enforce ADA, but it can disseminate regulations and information. IV. Update to Ordinances --The City Attorney's office is making additional changes to the Model Traffic Code regarding wheelchairs. Previous changes involved the definition of wheelchairs; changes now include modifying wording to "disabled" instead of "handicapped" --When the changes to the Model Traffic Code are complete it will be presented to the City Council along with the ordinance pertaining to snow removal from disabled parking spaces. IV. Transportation Subcommittee --Transportation meeting March 29th at the City of Fort Collins Streets Facility. V. Other Business --Suggestion: Develop waiting list program for individuaWfamilies in need of accessible units. Neighbor to Neighbor has a waiting list although it may be outdated. Action: Ray will investigate. --Suggestion: Provide list of all apartment complexes built after 1990 (accessible units) to Neighbor to Neighbor, Disabled Resource Services, Housing Authority, and all property management companies. Activity does not fall under the auspices of COD; may be a task that another agency could undertake. Action: Ray and Shirley will contact DRS and ask if they can provide/create such a listing. --New Member Training: Include videos and past meeting minutes Action: Determine how many years of minutes are kept by the Clerks Office. --Call Boxes: Tom and Rob are in the process of photographing call boxes in Larimer County; many of which have poor accessibility. On April 5th Tom will attend a meeting at the Neighborhood Grill, 12:45 p.m. --Curb Cuts: Rob will be delivering update list (from 1992) to Tom Chapel. --Miss Wheelchair Colorado: A A employee Action: Ginny will provide newsclip and contact PVH. --The doors at the Preserve are too narrow to comply with the ADA. All doors not in compliance will be replaced. --Suggestion: Referendum for 1/4 cent sales tax for ADA compliance. --Suggestion: Ordinance to place disabled recreational facilities at parks. Action: Mark and Ray will contact Parks and Recreation.
