Pedestrian Access Project --Tom Chanel Issues: Ramp design, location, and update --Primary goals of ramp redesign is to minimize the angle from the ramp to the gutter pan and to clearly identify hazard areas (ramp sections difficult to negotiate) by using colored concrete and striated concrete textures. --Trial ramps have been installed at Lochwood and Waterford, and Amherst and Columbia. --The City Engineering Department has received over 80 requests for sidewalks, ramps and pedestrian bridges. --Construction schedule; identify and prioritize May to June; schedule June to July; construct mid June to end of construction season. Suggestions: Is it possible to "feather" the ramp/crown joints so that the angle on old and existing ramps is minimized? Suggestion: The sidewalk in the 900 block of West Mountain needs repair badly. Special Note: Sidewalks are to be maintained free of hazards. If not repaired by property owner the City can notify, fine, or do work to be charged to property owner. II. Facilities Presentation —Bob Palmer --Please refer to handout III. Parks and Recreation Presentation —Steve Budner --Introduced Jennifer Fesperman, Recreation Therapist --Development Needs Assessment will begin in the next few weeks. IV, Human Resources Presentation --Gabe Serenvi Title I ADA Employment Issues Issues: ADA Requirements --Reasonable accommodation to provide qualified disabled person opportunities to accomplish job. --Non-discriminatory qualifications for essential functions of the job. Employers had to rewrite job functions and clearly identify minimum requirements. --All advertisements for hiring and employment practices had to be applicable to entire population and the interview process had to be non-discriminatory. --Drop requirements of pre -employment physical exams. --All aspects of normal employment covered by ADA (benefits, compensation, and promotions). Issues: City Policies to Comply With ADA. --Employment practice changes. --Revised job announcements --Human Resource Department monitors pre -employment tests. --Flex-time and modified work schedules --Supervisory training for ADA. Continued training. --Interviewing techniques. --Revised administrative procedures. --Notices in all buildings identifying rights under ADA. Issues: Grievance Procedures --Not currently included in application packets --New employees are given copies of grievance procedure. V. Subcommittee Reports Transportation --Regional transportation meeting to be held Wednesday, April 26th from 6-8:30pm at the City of Fort Collins Streets Facility. Discussions of multi -modal options, night service and seven day service and 18 hours of daily service delivery. --Dial-A-Ride Advisory Council meets the first Monday of every month at 2:30 in the CIC room. VI. Other Business Grievance Procedure -Angela Byrne --Problem with drivers not coming to door and/or carrying packages. Issues of Concern (per Angela Byrne): --Dial-A-Ride regulates the time for carrying of packages. --Trips in effectively scheduled/no same -day reservation system. --Drivers are supposed to come to the door, but never do. Suggestions: --Get a copy of the grievance procedure. --Perhaps D-A-R can do some quality control on scheduling of pick-ups and monitoring of complaints. Suggested Action: Write letter to D-A-R to recommend above suggestions. Issue: No-shows --After three no-shows the rider is suspended from service for a month. Termination from service after six months. Sometimes no-shows are due to delays that are beyond the control of the rider. Suggestion: No-show policy may need to be restructured. Board Member Computers --Supplying COD board members with computers will be delayed until the COD board composition is firmly established. Accessible Unit Amendment --Completed; designates that 50% of accessible floor will have same choices as non -accessible floor.. New West Fest Meeting April 26th at 9:00 in City Hall.
