I. Dial -A -Ride Survey
Dave Smith (Dave Smith Marketing) presented a proposed methodology for the Dial -A -Ride
customer satisfaction survey. He expects a 40% return rate from a 50% random sample of the
customer data base. Will stratify the sample from non-ADA, ADA, and wheelchair customers.
Concerns about using a customer data base consisting of riders in the last six months was voiced
by commission members. Members would prefer to use a data base that contains customer over
the last year. Commission reviewed the survey questions. COD member's comments and
suggestions should be provided to Pete Dallow by Friday, June 23. Pete will collect and forward
to Dave Smith.
II. Accessible Unit Ordinance
Felix Lee provided an update on the status of the changes to the ordinance. The first reading of
the ordinance will be June 20. It is presently scheduled for the consent calendar, and no
controversy is anticipated. The Building Review Board supported the proposed changes 5-1. The
COD unanimously supports the proposed ordinance that requires accessible unites to have the
same functional features as other units in a development, yet reduces to 50% the requirement to
have the same bedroom configuration.
III. "Changing Perceptions"
Marvin Tull presented his grant proposal to fund a conference to provide information and
training for service providers who work with at -risk crime victims. The COD unanimously
supported the proposal and gave permission to use the Commissions's name as a co-sponsor,
since the conference helps to further the COD's mission of education and awareness.
IV. Disabled Youth Employment
Ray Sanderson presented information about the Disabled Resource Services employment
program. Due to anticipated cuts in CDBG funds and less United Way contributions, DRS is
wondering if any money from the City of Fort Collins' youth employment program could be
earmarked for youth with disabilities.
Pete Dallow will ask Parks and Recreation staff and/or Human Resources staff to update the
Commission next month about how the City's youth employment program is administered.
V. Subcommittee Reports
Tom Brannigan updated the COD on the activities of the Transportation Subcommittee... the net
meeting is June 21. The propose of the meeting is to brainstorm ideas to reduce the costs of
Dial -A -Ride.
Ray Sanderson reported that the next meeting of the Dial -A -Ride advisory council is Monday,
June 26. The propose of that meeting will be to review the customer satisfaction survey.
Tom and Ray reported on the planned activities for New West Fest, August 21. $200 will be
needed to rent a canopy tent and perhaps some tables and chairs. Eighteen volunteers will be
needed to staff the booth and obstacle course demonstration. Ray, Tom, and Mark Kramer are
enlisting support from other agencies and organizations to help staff the booth as a joint project.
The "Mayor's Awards" are scheduled to be presented October 17. Work that needs to be
accomplished includes 1) drafting a press release, 2) printing a distributing applications, 3)
reviewing applications, 4) printing and framing the awards, 5) planning and organizing the
reception. Blair will work with Shirley to accomplish the tasks.
VI. Other Business
COD Membership Outreach Plan
Ginny presented a draft on an outreach plan to the Commission. COD members should review
and get comments back to Ginny and Shirley who will finalize and implement. The highest
priority will be a brochure that can be distributed at the New West Fest which explains what the
Commission does, etc.

Ideas for a COD Membership Outreach Plan
Goal:
Increase annual pool of qualified applicant for COD. Increase visibility of COD in the
community.
Objective:
Identify and implement outreach actions that are no or low-cost, pro -active, and demand little
time from COD members (once plan is implemented), that goes beyond current newspaper
announcement for all commissions, and that leverages on other COD events and tasks.
Target Audience for Outreach:
People with a variety of disabilities who also have interest, time, skills needs t5o be an
effective COD member.
Relatives of people with disabilities.
Experts on disability issues.
Friends of the community of people with disabilities.
Community at large.
Employers.
Actions to Take to Accomplish Objectives:
A. Complete a list of organizations that meet various needs of people with disabilities. Include
the following information: organization name, mailing address, telephone number, fax number,
e-mail address, name of key contact, meeting information (days, dates, times, locations),
newsletters (name, key contact, what's required, deadlines), key issues that interest the
organization's members.
B. Create a brief flier/handout about COD. include in it how COD works with City and City
Council, what COD members do, benefits to COD members, benefits to community, etc. This
can be used for other actions listed below. Include information about how and when to apply for
COD position.
C. Periodically (once a year, every other year, every third year --depending on how big the list of
organizations is and how much time COD members can commit) do a 5-10 minute presentation
about COD to meetings of those groups listed in Item A above. Presentation should cover
information covered in flier/handout as described in Item B above. Present at various times
throughout the year. Provide those attending with fliers and handouts. Ask those at the meetings
what COD could do better and what issues they feel are not being addressed in the city.
Encourage individual to apply for COD membership (get names, numbers to mail applications).
Answer questions.
D. Well before the application deadline, provide organizational newsletters on Item A with
"press release" announcement about COD membership and application. Also provide them with
a copy of current flier as described in Item B.
E. Leverage on awards ceremony or COD meetings. For example, use meeting that honors
award recipients as a COD "open house." Send invitation to organizations in Item A.
F. Leverage on New West Fest booth. 1) Distribute flier/handout, 2) have copy of year's work
plan, past accomplishments, etc., 3) have members answer questions about COD, 4) distribute a
short, written survey (1-5 brief questions) about issues they believe COD should be doing
differently, better, etc. Perhaps donate a prize through a drawing to those individuals that fill out
the survey.
G. Perhaps create one annual, City -sponsored event for all city commission timed to coincide
with request for applications: one big open house where each commission has an information
table or booth, and where the public has an opportunity to meet and talk with commission
members.
