TRANSPORTATION BOARD
MEETING MINUTES
FEBRUARY 3, 1993 5:45 - 7:20 P.M.

Mark Egeland, Sara Frazier, Colin Gerety, Elizabeth Hudetz, Sharone Mekelburg,
Michael Poppenwimer, James Reidhead, and Paul Valentine.

DISCUSSION TOPICS:
1. FINANCE SUBCOMMITTEE REPORT
Board Member Mekelburg explained the information that she and Board Member
Lemesany have obtained so far. They would like to meet with Ensdorff to
get specific number figures. At this time, the finance subcommittee feels
that more information is needed on how the funding system works. The next
step is to find out what the available sources are, then show the
coalition between how those are spent. This should also be divided into
different categories, i.e federal, capital, etc.
Chairman Gerety illustrated his suggestion for a funding formula for auto,
transit, bikes, and pedestrian elements of the plan. Information from the
years of 1980, 1985, 1990, 1991, and 1992 should be gathered. Ensdorff
suggested that an action plan be proposed that is financially constrained.

Board Members Egeland and Valentine met with Rita Davis of the
Transportation Department and gathered the following information. A
sidewalk inventory has been completed for the city and the ongoing Safe
Route to School program has completed 18 studies so far. The pedestrian
mode is adversely impacted by the design element of the city - development
is too spread out to be enticing to the pedestrian. There was a
discussion about who is responsible for the maintenance of sidewalks. It
is now the policy of the City that every new development will have
sidewalks along public streets. Ensdorff suggested that new policies
should include pedestrian access through greenbelts and parks and other
off-street areas to provide linkages.
What other classes of pedestrians are there, and how can the pedestrian
system be improved? Land use issues are a great imapct on the pedestrian
system.
The next meeting's agenda, February 17, 1993, will include the Education, LOGS,
and the Metrics subcommittee reports. The meeting adjourned at 7:20 p.m.
