• II. Meeting called to order at 2 p.m. by Chair Marjorie McTaggart.
III. Citizen Participation — None
IV. Correspondence — None
V. Approval of Minutes — Approved after correction under Housing C-3 — should
read "Tenant's Rights Bill".
VI. Guest Speaker — Ruthann Kasmer — Administrator for Fort Collins
Neighborhood Resources office. She explained it's origin five years ago and its
general purposes. They are:
1.) Help neighborhoods to organize
2.) Plan social events
3.) Explain current relevant questions and issues
4.) Mediate group problems at neighborhood meetings
Also spoke of how to start a group using a map (sample offered) and flyers.
Suggested planning block parties and offering incentives (such as $50.00 to
initiate an event).
Several informative flyers and brochures were distributed. SAB will receive their
newsletter.
0 VII Old Business
A. Transportation —
1. Florence reported
- Ballot issue 200 won in recent election. Director Ron Phillips says
this does not guarantee a Northern Truck Route. There will be
more studies.
- Colorado Department of Transportation attempting to arrange
financing for Transit.
- Poudre School District bus drivers concerned with carelessness of
local drivers — some not stopping for flashing red bus lights and are
going too fast.
- Dial -A -Ride minutes from October 7 submitted. Minutes from
November 4 expected. These will deal with service expansion.
- 5 participated in Transfort survey, waiting for results.
- No current meeting of SALT due to lack of interest. Hope this will
be rectified.
2. Kay reported
- Dial -A -Ride Advisory Committee wants a senior member to take
part. She will ask Esther Stringer, a public transportation user, to
join.
- DAR Advisory Committee forming a work plan to include
dispatch and driver training programs.
B. Outreach — Erik
SAB will attend a gerontology class at CSU on Monday November 15 at
4:15pm. Agenda for each participants topic developed. Marjorie,
Barbara, John, George, and Erik will represent SAB.
Will try to arrange an outreach to the County Long Term Resident
Council.
C. Housing — Kay
Kaufman Broad Elizabeth Street project has not received final zoning
approval. First reading passed unanimously — second reading on
November 16. Fifty units will serve 40% AMI. Complex will be three
stories high with internal corridors and elevators. Will be for seniors 62
years and older.
CDBG and Fort Collins Affordable Housing Board close to finalizing
proposal for competitive process for AFH money.
• Initial construction at Northern Hotel starts December 1. Will help to
determine internal mechanical design. Actual construction should begin in
Feb. or March.
Larimer County Senior Attainable Housing Committee will survey
managers of senior complexes to get their input on possibly having a
quarterly round table discussion on relevant issues.
John reported reason for Housing Authority meeting cancellation is that
two candidates withdrew.
D. IYOP — Marjorie, Barbara
1.) Women's Gathering was a great success. About 250 women
attended — ages ranging from 20 to 90. Hope to repeat next year.
Meeting is planned for January 24 at Ipro to plan.
2.) Senior Job Fair — About 600 people registered with 23 agencies
took part. It was discussed that steady jobs are being sought by
seniors. Another Job Fair will be held in March, 2000.
3.) Review of IYOP in January 19 at a breakfast. Committee reports,
activities and recommendations will be topics of discussions. Will
be attended by local.political, business and other community
• leaders.
E. Reduced [Waive Fee Policy for Recreation— Steve Budner
1.) Seniors cannot register for consecutive sessions of an activity .
Seniors must apply each year for the discount ( to be updated). In
2000; seniors will be exempt from the one activity limitation. No
publicity is planned to provide more information about this.
Guidelines are given to all applicants.
F. Paint—A-Thon — June
Met with Barbara on October 22 for necessary information. Has many
ideas. She is getting ideas from other communities.
G. Liaison Reports
1.) John Roberts
- John distributed information from the American Red Cross.
- Will monitor City Council senior issues.
2.) Kristen Glen
- City Line
- Many questions without answers.

Senior Center Council
Daughters and Dolls was well attended, and was a great success.
Council is holding a Bake Sale and Mexican luncheon on Nov. 26
& 27 during the annual craft fair.
4.) Kay Rios
a. OOA
Nutrition program will continue. VOA interested in
sponsoring this. County investigating several options.
b. OOA — Advisory Council has been directed to look at
privatizing or becoming non-profit. Council will review
issues and determine strategies.
5. George Kress
a. Attended a Nov. 9 meeting in response to Foundation
request for SAB liaison. He explained origin of funds at
their disposal and distribution. Foundation provides carbon
monoxide detectors at reduced price and works with local
high schools to basic training for seniors.
6. Blanche Yakmas
a. Aspen Club - Vision and hearing screenings ongoing.
PVH will start a major three year renovation to begin in
December. Aspen Club headquarters location probably
will be close to new main entrance. The temporary
location is undecided.
The Fraud and Scam seminar was a success.
Stan Ulrich goes to Denver every Monday when legislation
is in session to monitor senior issues.
AARP influential in obtaining raise in state funds for senior
services from 5% to 12% through 2000.
Barbara told SAB that local chapter might end local
meetings.
VIII. New Business
A. Nominating Committee
John, George and Darren volunteered for this committee.
• Need nominations for Chairperson, Vice -Chair and Secretary. These
names will be presented at December meeting.
B. Work Plan — Erik
1999 Work Plan was reviewed. Members offered suggestions for 2000
work plan. Erik will prepare a draft to be mailed to SAB members.
Additions and/or -corrections to the work plan should be sent to City
Council by the end of November.
C. Holiday Parry
December meeting will be from 12 noon to 12:30 with a pot luck luncheon
to follow. It is suggested that members wear holiday colors.
D. New Year's Eve Day luncheon — Barbara
Invitations will be sent out for this event which is to be held at Senior
Center on Friday, December 31 at 12 noon. Volunteers needed for help at
the affair.

Bake Sale — Barbara
Baked goods and food items are being solicited for the bake sale to be held
at the annual craft fair on November 26 and 27. A sign-up sheet was
passed to members. This is a fund-raiser for Friends of the Senior Center

2000 Work Plan
OUTREACH
• Hold special meetings in the community at least quarterly with the express purpose of
introducing the Board, answering questions and hearing concerns of seniors and
groups/ organizations with interest in senior issues.
• Be available in the community through the use of information booths at events:
1. Bridging the Gap- Senior Network Luncheon.
2. Fort Collins Senior Center Activities Fair.
3. Others as appropriate.
• Develop a formal presentation for future outreach meetings.
ADVOCACY
• Support attainable senior housing by working with other appropriate entities to
develop specific recommendations.
• Solicit information on existing senior programs, services and activities; provide
40 evaluation and support as appropriate.
• Encourage expansion and enhancement of senior transportation services.
• Take an active role in seeking solutions to health care access problems.
• Monitor and support affordable leisure services for older adults.
COMMUNICATION
• Monitor and report media information that impacts older adults.
• Invite a variety of speakers to be present at Senior Advisory Board meetings to keep
members current on emerging issues.
• Monitor outreach phone line for Seniors on City Line and respond to messages.
• Develop ways to communicate more effectively with city council.

COORDINATION
• Co -host the annual Bridging the Gap- Senior Network Luncheon, drawing together
both public and private entities which provide services for seniors.
• Update participant listings from the Bridging the Gap- Senior Network Luncheon
(SAGENET) and have them available for attendees of the Luncheon.
• Maintain existing and create new liaison positions with interested key senior
agencies/ organizations.
• Collaborate with the Senior Center Council on common issues.
EDUCATION
Hold outreach meetings at least quarterly for seniors and groups interested in senior
issues.
Myths on Aging- provide education to dispel myths on aging. To act as a resource
for the community to provide information and education on the realities of aging.
• Positive aging -Continue relationships with relevant organizations, agencies, boards
and commissions including the Commissions on the Status of Women and the City of
Fort Collins Youth Advisory Board.
QUALITY OF LIFE
• Monitor and support the current Elder Pet Care program provider to ensure the
program meets the needs of seniors in the community.
• Monitor and work closely with private and city services to ensure our city is safe for
seniors.
• Investigate the feasibility of establishing a "Paint-A-Thon" for seniors in need.
• Investigate the need and possibility of a discounted pharmacy program for seniors in
need.
