MINUTES: MEETING OF February 14, 2001

1. Call Meeting to Order: George Kress called the meeting to order at 2:15p.m.
2. Introduction of members and guests: Introduction of the new board member Maxine
Yankey. Maxine moved to Colorado from Nebraska in 1962. Maxine was active with
Foothills Gateway parent group. Served on Advisory Board for Youth Safe. Retired
from CSU 1989. Then started hanging around Seniors and became involved with SOAP
Troup along with much volunteering.
4. Citizen Participation — None
5. Correspondence: Marjorie McTaggart was very disappointed in the procedure with
which the City Council presented her award. On Jan 16 . Marjorie wrote a letter to
Council expressing her disappointment.
Letter from Mike Powers concerning the New Performing Art Center, indicated its construction
wouldn't occur for years. Senior Advisory Board had written a letter requesting Senior input
into the planning of the Art Center.
Multi -Cultural Retreat will occur in late March. There was a discussion concerning sending a
representative. It might be possible that the Senior Advisory Board would be able to pay the
registration fee. If anyone knows of anyone wanting to go, let a member of the board know.
Memo from Marjorie requesting Commission on the Status of Women include as an issue, the
caretaking taken on by senior women.
Steve Budner, liaison for the Office of Aging, explained the E-mail Information Tree. When the
Office on Aging receives legislative action alerts on house bills that affect senior citizens,
information is sent to those people listed on the E-mail Information Tree explaining the impact
of this bill and the need for individuals to contact their legislators. It is up to the various
individuals to decide if they wish to support a particular bill.
Memo from Doug Smith, Budget Office asking for input to City Manager to either increase or
decrease specific items in the coming budget.
6. Approval of Minutes: The minutes of the last meeting were unanimously approved with
no additions or corrections.
New Business
B. Colorado Commission on Aging meeting State Meeting will be held at the Senior
Center on May, 17 and 18d'. The Commission is collecting names and addresses of
centenarians to honor at a reception to be held on May 18, SAB will host.
8. Old Business/Reports:
A. Review of Article 5 Section 1 of by-laws related to time for electing officers. A
motion was made to accept the changes made to the by-laws Article IV section 1.
Karen will send out the original by-laws along with the changed by-laws with the
minutes. A vote will be taken the next meeting to accept the changes.
B. Review of annual report (submitted to Council 1 -0 1)
C. Senior Network Luncheon will be held September 28d'. Two volunteers from
our board are needed to serve on committee. Eric Margolis & Jim Downey
volunteered.
D. Outreach — Next meeting per Mayor Ray Martinez recommendation will be
March 8, 11:30a.m. at the NACC. Eric will call Marjorie to see if she would be
willing to attend because she is bilingual. Suggestion was made that the Office
On Aging and the Senior Advisory Board keep closer tabs on topics covered in
others meetings so they don't duplicate efforts.

9. Liaison Reports
Transportation - No report
Housing — Northern Hotel Maggie Wolley has met with the Architects who are planning the
project and is pleased.
VOA -RSVP — The year 2001 is the International Year of the Volunteer. RSVP, the Senior
Center and Service Net have joined forces to organize all the area volunteer agencies to plan
special events for the year. The committee chairs and anyone interested in becoming involved
will be meeting on February 23`d at 10:30 a.m. at the RSVP office. For more information call

Aspen Club — The Aspen Club is heavily involved in the Channel 9 Health Fair coordinating the
screenings. Dates for this years fair are April 27' and 28' at the First Christian Church.
Annual skin cancer screenings are Saturday, April 7 h at Family Medicine Center. There will be
5 dermatologists participating. This is also open to the public.
Working with the American Stroke Association to promote Operation Prevent Stroke. Classes
have been offered in Ft. Collins and Estes Park. Upcoming classes in Eaton, Laramie and
Loveland.
K-mart Pharmacy card for Aspen Club members has been a success. From February thru
December, Aspen Club members had 4,072 prescriptions filled for a savings of $23,292.86 over
Kmart's usual and customary price.
Senior Center — Mardi Gras - Darren Gunn reported that there was less attendance than the year
before for the Mardi Gras.
Maxine reported on how the money that the Friends of the Senior Center raises is used for.
Items, which have been purchased, are stage curtain, storage shed, awnings, and new cabinets in
Wet Craft room.

Vacancies shall be filled by the City Council to serve out the balance of the term
vacated.
ARTICLE IV
Election of Officers
Section 1. a ) , zc i I
• A Nominations Committee shall be elected by the Chair in Novamber of each year to
make up a slate of candidates for chair, vice -chair and secretary from the
membership. Nominations may also be made from the floor.
• Officers shall be elected by simple majority of the official quorum at the regular
meeting in s�er. They will take office in Jaaaaq.
Section 2. Term: 7""j C 31"L y
• Officers will serve a term of one year. There shall be no limitation on the number of
terms the officers may serve.
Section 3. In the event an officer does not serve out the entire term:
• The vice -chair will serve as chair until a new chair is elected or until the term is
completed;
• If the office of vice -chair or secretary is vacant, a new vice -chair or secretary shall be
elected to serve the remainder of the term.
Section 4. The Senior Center Recreation Supervisor shall serve as support staff to the Board.
ARTICLE V
Duties of Officers
Section 1. The officers comprise the Executive Committee.
Section 2. The chair shall:
• Preside over all meetings of the Board;
• Provide items for meeting agendas and help determine the sequence of items;
• Appoint committees as necessary to carry out the functions of the Board;
• Appoint a secretary pro tem in the absence of the elected secretary;
• Review all minutes prior to their distribution;
• Serve as spokesperson to Council, or appoint another qualified Board member to
serve in this capacity.
Section 3. The vice -chair shall:
• Assume the duties of the chair in his/her absence;
• Assist in preparation of the agenda;
• Carry out other duties as assigned by chair.
Section 4. The secretary shall:
• Keep formal minutes of each meeting including required information as outlined in the
City Boards Manual, and maintain them as part of the permanent files. Minutes will
record outcome of votes;
• Be custodian of all records of membership;
• Transmit reports as required;
• Transmit minutes and notices of meetings to all members of the Board;
• Take care of correspondence, and handle other duties as assigned.
ARTICLE VI
Committees
Section 1. With the exception of the Executive and Nominating Committees, committees will be
formed as deemed necessary.
Section 2. Sub -committee members will be approved by the Board and will serve at the Board's
pleasure .

accordance with the City and Commissions Manual. Members may continue
to serve until their successors are appointed.
