1. Call Meeting to Order: George Kress called the meeting to order at 2:05 p.m.
Presentation by John Daggett on Transportation Plan - There will be four strategic plans
going to Council on April 17, 2001. Several open houses will be held. Seniors are
encouraged to provide input. The Senior Advisory Board will send its suggestions for the
plan to send to Council and City Manager.
Kay Rios commented that OOA Transportation Committee will do a site visit to Dial A
Ride and will ask questions of staff regarding providing support for senior ridership.
2. Citizen Participation — None
3. Correspondence: 2001 Human Relations Award. Nominations are being solicited for
individuals and/or organizations that have made outstanding voluntary contributions for
the betterment of the community by advancing the human dignity of its minority or
disadvantaged citizens. Barbara suggested that the group nominate Los Ancianos.
4. Approval of Minutes: The minutes of the last meeting were unanimously approved with
no additions or corrections.

5. New Business
A. Board received a memo requesting input for the 2002 — 2003 City of Fort Collins
budget. The deadline for this is the end of April. There will be more discussion
on the budget at the next meeting.
B. Colorado Commission on Aging meeting - Ann Azari has been appointed to
organize the regional meeting which will be May 17a' & 18'' at the Fort Collins
Senior Center.
C. May 18 will feature a centenarian's reception from 1 to 3p.m.. Assistance in
locating centenarians in Colorado is requested. Government officials and other
dignitaries will be invited also. SAB should attend from Ipm to 3pm. to host and
assist.
D. Senior Center Accreditation — Barbara reported on the accreditation process the
Fort Collins Senior Center staff and some Fort Collins leaders are working to
complete. The National Council on Aging has developed this program for Senior
Centers to adhere to common standards.
6. Old Business/Reports:
A. Erik Margolis made a motion to change the By -Laws, Darren Gunn seconded the
motion. Passed unanimously.
ARTICLE IV
Election of Officers
Section 1.
• A Nominations Committee shall be selected by the Chair in March of
each year to make up a slate of candidates for chair, vice -chair and
secretary from the membership. Nominations may also be made from
the floor.
• Officers shall be elected by simple majority of the official quorum at
the regular meeting in June. They will take office in July.
B. Commission on status of Women recommendation regarding caretaking — no
report
C. George Kress reported on the status of preparation for the Senior Network
Luncheon. The committee is meeting regularly at the Senior Center. Any SAB
member who is available and willing to assist can attend the meetings. The
luncheon will be held at the Fort Collins Senior Center on Friday, September 28.
George is working with Barbara to determine the menu. The committee has
decided that there will not be a speaker this year so that the focus of the event will
be on networking.
D. Outreach Meeting Report — On March 8, a presentation was made to
approximately 20 members of the Los Ancianos at the Northside Aztlan
Community Center. The role of the SAB was described. Members of the group
indicated problems existed in public transportaion from north Fort Collins to the
new medical center on Harmony Road. It was suggested there is a need for a
stoplight at the affordable housing facility Oakbrook One and Two. SAB became
aware that many in the audience had little knowledge of the Senior Center and its
programs/facilities. Los Ancianos members were unfamiliar with plans related to
the future expansion of NACC and hoped we would be able to update them.

7. Liaison Reports
Transportation
Housing — Kay Rios — Affordable Housing Board is looking at either re -instating the
Impact Fee Rebate program or, by ordinance, exempting all non -profits from those fees.
The Housing Authority is already exempted. Community Development Block Grant
(CDBG) competitive process applications are being reviewed by the Affordable Housing
Board. Reflections (Kaufman -Broad) on JFK Parkway will hold a grand opening on
March 29d'. They are at 25% occupancy right now.
VOA -RSVP — Elliott Howard, RSVP Director, is applying for expansion monies for
services to be offered in the Estes Park, Big Thompson & Drake areas. He is working
with the school district in Estes Park to implement the CAST (Children and Seniors
Together) program there.
OOA — Kay Rios reported that she will not be asking for reappointment to the council
and will have completed her term June 30d'. Kay feels that it would be good for this
group to get someone on that council to continue regular reports or have dialogue.
Aspen Club — Program in April "Are You Still Driving Safely" on April 23.
Senior Center — Cemetery Crawl will be June 23`d at Grandview Cemetery.
City Line: No messages. A caller did inform Barbara that the message option 42 was
repeatedly busy. She will check it out to see if there is a system error.
