FORT COLLINS SENIOR ADVISORY BOARD
Minutes of the Wednesday, May 11, 1994 Meeting
CALL TO ORDER
The May meeting of the Fort Collins Senior Advisory Board was called to order
by Kay Rios, chair, at 2:10 P. M. in the Horsetooth Room of the Senior Center.

MINUTES
Several corrections were made to the minutes. Marjorie McTaggart was added to
the list of those who were present. On Page 5, No. 2, second paragraph, VIDA
was changed to read VITA. On Page 5, No. 3, second line, the words of the
Senior Center were eliminated. On the same page, No. 5, Line 3, Clock was
changed to Plock and M'liss was changed to Melisse. Finally, on Page 7, in
Marjorie McTaggart's report, she in the first line was replaced with Yvonne
Myers, and the second sentence was eliminated. After all the corrections were
made, the minutes were approved as amended.
OLD BUSINESS
Paint-A-Thon
Kay read a letter that she had written to Mr. Rowe, First Interstate Bank of
Fort Collins. In it, she voiced concerns about the lack of planning and
forethought on the project and stressed the importance of planning now for
the fall event. She emphasized that much preliminary preparation needs to
be done months ahead of the project and she asked for the First Insterstate
Bank's support.
Healthy Senior Expo
Jill Taylor reminded the Board that the Healthy Senior Expo is scheduled for
the next day, Thursday, May 12, and she reviewed the assignments for the
SAB booth in the mall.

Evaluation of April Outreach Meeting
After a short discussion about the April Outreach Program, the consensus of
the Board was that it was a worthwhile event and that such activities should
definitely be continued in the future. Feedback from students and partici-
pants was extremely favorable and the Board attributed much of the success
to the format and agenda of the program.
Human Relations Commission Award
Jill Taylor announced that the Human Relations Commission awards had been
presented to Sr. Mary Alice Murphy in the Senior Division, to co=winners Kim
Christensen and Jana Schader in the Adult Division and to co -winners ADA
Task Force of Larimer County and Creative Recreation in Special Populations
(CRISP) in the Organizational Division at a breakfast on May 9.
Retirement Brochure Distribution
Now that the retirement brochure is available, Kay stated that we need to
put together a list of places where they can be distributed. After some
brainstorming, a long list of places was compiled. Delivery of the brochures
was also discussed.
New Senior Center Update
Steve Budner reported that Parks and Recreation is in the process of for-
mulating a Name Selection Committee for the new senior center, and he
thought that someone from the Senior Advisory Board should sit on that
committee. Marjorie McTaggart was selected as the SAB representative on
the committee.
Ed Johnson added that the building is taking shape even though there had
been a delay in the steel delivery and the construction crew had lost a
week because of inclement weather. Concrete should be poured by the end
of the week or the beginning of next week, and work should begin on the
walls soon. There are no major holdups that he can foresee, and the building
should continue on schedule and be ready for the October completion date.
In fact, Ed concluded, the SAB could possibly hold its July meeting in the
building.
Vet -Pet Program
Kay had some good news and some bad news about the Vet -Pet Program. The
bad news was that she had finally heard from Purina and all their money
had been budgeted for the remainder of this year and for a long time into
the future. There would be no hope of receiving aid from them. She added,
however, that Purina has a program called Pets for People that closely
parallels the Vet -Pet Program, but the Purina program is not operative in
Northern Colorado. The Purina official to whom she had talked did suggest,
too, that she should contact the Dan,1orth Foundation.
The good news, Kay continued, was that she had been contacted by a Dr.
Tracy Thomas, who had recently graduated from CSU Vet School and wanted to
organize a non-profit clinic specifically for seniors and their animals.
The clinic would operate on a sliding -fee scale. Dr. Thomas will probably
attend the June SAB meeting to go over plans. Kay stated that she had also
put Dr. Thomas in touch with another person from the Humane Society who is
trying to set up a free spaying clinic. Hopefully, the two could come up

with a good program. Kay added that Dr. Thomas wants to set up an in -home
program, so that the transportation problem would be addressed. If the pet
had to be transported, she would do the transporting herself.
Marjorie McTaggart brought up the question of publicity for the program
and wondered.whether or not it is getting enough exposure. After a short
discussion, the consensus was that another publicity campaign should be
initiated through the various forms of media.
Senior Network Luncheon
The Senior Network luncheon, Kay reported, is set for Wednesday, May 25,
at noon at the Lincoln Center. Invitations had gone out. Cost of the
luncheon will be $3.00, and she is still working on entertainment. The
agenda will be quite similar to the one at the luncheon last year, Kay
concluded.
NEW BUSINESS
New West Fest
Kay polled the SAB to determine whether or not the SAB should sponsor a
booth at the New West Fest this year. The consensus was that we should
operate a booth again, but we need more exposure than we had last year.
Discussion on the kinds of activities we should provide followed, but no
decision was made. The item was tabled until a later meeting.
Multi -Cultural Commission Nomination
Kay reported that the Multi -Cultural Commission requested that the SAB
should appoint a representative to the MCC. Ed Johnson nominated Kay Rios
and Jill Taylor seconded the nomination. The nominations were closed.
Since Kay had been nominated, she relinquished the chair to the secretary
while the voting took place.
Aspen Club
Jill reviewed the events and activities that were scheduled for the Healthy
Senior Expo and urged everyone to attend. A magic act will conclude the
activities at 3:30 P. M., but many other activities will be sandwiched
between the grand finale and the opening ceremonies by Mayor Ann Azari.
Sessions on strength training, nutrition, grieving and other topics will
be continually offered in two empty store fronts. The J. C. Penney court-
yard area will be packed with line dancers, aerobic teams and a concert of
Broadway tunes by the Carousel Theater Troupe at noon. There will be some-
thing for everybody, Jill stated.
Other activities offered by the Aspen Club, Jill continued, will be skin
cancer screenings, Arthritis Information Day at the Orthopedics of the
Rockies, crime prevention programs and vision and glaucoma screenings in
May. In June, safety issues for seniors will be featured. The Larimer
County Rescue Unit, the sheriff, security specialists and other experts
will take part in the two-hour session. Jill ended her report by stating
that she is now under a new division of the hospital, Community Relations
and Marketing.

Jennifer Klink reported that RSVP will be hosting a Recognition Luncheon on
Wednesday, May 18, at the Holiday Inn from 11:30 A. M. to 1:30 P. M. She
added that RSVP will be sponsoring a fund-raiser to a Rockies-Mets game on
Wednesday, June 8, and the cost will be $20.00 a ticket for RSVP volunteers.
In the summer, she added, she will try to get a Foster Grandparents Program
started in Fort Collins and will try to work more with the Vet -Pet Program.
Senior Center Council
Since Larry Heglund was absent, no SCC report was given.
Friends of the Senior Center
Ankie reported that the Friends of the Senior Center will be hosting a fund-
raising gardge sale on June 10 and 11, 1994 on the parking lot of the North -
side Aztlan Community Center. Her committee, she added, is accepting items
and volunteer workers for the sale. Refreshments will be available.
In answer to a question about publicity, Ankie mentioned that flyers had
been sent out and they will be posted in various places around'the city.
Ads will be placed in newspapers and other media just before the sale.
Gift Catalog
Kay announced that the gift catalog has been distributed in many places and
flyers will be passed out at the Healthy Senior Expo the next day.
Office on Aging
Stan Ulrich reported Shelley McGraw •had announced that the Health Care Van,
organized by Dr. Verra, operates from 5:30 to 7:30 P. M. on the first
Thursday of each month. She also announced that the Health and Sheriff
Departments received a grant for violence prevention, and that included
seniors. .The first- planning meeting was held on April 26.
The ombudsman, Elizabeth Kelly, reported that three observers from Washington
had come to evaluate her operations and that the report should be back by
summer. She also brought up the suggestion that Office on Aging Advisory
Council should organize a legislative and advocacy committee, which would
primarily be interested in long term health care. No action was taken.
The Transportation sub -committee chair stated that since the city of Fort
Collins had underwritten the cost of elderly transportation in the urban
areas that would free their dollars for the rural areas. She also mentioned
that Care -A -Van had received a grant from the Administration on Aging for
rural transportation and that enabled them to expand transportation into
Wellington, Timnath, Loveland and Bellvue. The AOA had also committed
approximately $8,000 to Care -A -Van for January, February and March to get
it through the transitional period, but as of the day of the meeting, AOA
has no contract with Care -A -Van.
The AOA is also planning to restructure the rural senior centers and discussed
that topic in length. Areas targeted would be assessments, monitoring
programs and phases of operation. Shelley added that the study would also
involve the Nutrition Committee since most rural sites are associated with
senior centers.
Ulrich concluded his report by stating that Shelley is working on an update

of needs assessments and that the Council discussed increasing Wellington's
Senior Center funds by $1900 to hire a part-time coordinator to work on
programs, recruitment of new members and I & R. It would be a pilot program
and it would be reviewed at the end of the year.
Seniors Airborne
Since the SAB had agreed to sponsor Seniors Airborne as a permanent project,
Kay stated that the SAB will be used as a brain -storming group to offer
suggestions and to come up with new ideas for future programs. Bill Weddel,
Seniors Airbone host, will be attending the next SAB meeting, Kay reported.
Retiring Board Members
Kay asked the.SAB members if they wanted to do something special for the
retiring members of the Senior Advisory Board. Kathleen Jones, Jill Taylor,
Peggy Santich'and Larry Heglund will be completing their terms in July.
Suggestions were to award plaques to the departing members and to bring a
dessert for refreshments after the meeting. Larry Heglund will be asked
to make a long speech.
OTHER BUSINESS
Yetta Rollin asked about the progress of the national health care bills in
Congress. A lengthy discussion about health care, in general, followed.
ADJOURNMENT
Since there was no further business to conduct, the meeting was adjourned
at 3:26 P. M.
