COMMISSION ON DISABILITY
August 8, 1983
The regular meeting of the Commission on Disability was called to order
by acting chairperson, Pat Crist, at 6:35 p.m. on Monday, August 8, 1983, in
the Old Firehouse Building, 232 Walnut Street, Fort Collins, Colorado 80524.
Members Present: Pat Crist, Eldon Decker, Nancy Jackson, Tim Kientz,
Dorothy Lasley, Betty Shuey, Rosalie Smith, Betty
Pidcock, Charlotte Kanode, Rosemary Kreston.
Members Absent: Bobbie Guye
City Staff: None present
Guests: Rita Davis, Ken Sylvester (Transfort)
FORMATION OF COMMUNITY TRANSPORTATION TASK FORCE
Pat Crist presented a Memorandum which she had drafted to be sent from
C.O.D. to Transfort regarding a Citizen's Advisory Committee on Public Trans-
portation. It was suggested that the committee be made up of representatives
from four groups: persons with a disability, senior citizens, CSU students
and the population at large. C.O.D. would concern itself with the make-up
of the first group, to include: a C.O.D. representative, a representative
of HIO/LCA, a representative of DAV, and a member -at -large representative of the
disabled community. Betty Shuey and Dorothy Lasley are interested in serving
as the first two of these representatives respectively. The memo expressed
appreciation for the receptiveness of Transfort staff to C.O.D.'s concerns,
offered further input if desired, and noted the value of joint efforts in the
area of public transportation.
Discussion centered around the number of members that would be desirable
on such a committee and on the best approach for selection to promote broad
representation.
Dorothy Lasley made a motion that the Memorandum be approved as read and
be presented to Ken and Rita, with copies for all C.O.D. members. The motion
was seconded and carried. Rita and Ken were thanked for their attendance
at our last two meetings and their helpfulness in this matter.
APPROVAL OF MINUTES
Nancy Jackson corrected the minutes of the July 11th meeting, page 3,
regarding 504 Committee, to read July 25th instead of July 15th for the LaStrange
case. The minutes were approved as corrected.

LIAISON REPORTS
A new special board has been formed by the City to deal specifically
with swimming programs for those with special needs. Dorothy Lasley is serving
on the board and announced that there is need for at least one more member.
Bobbie Guye indicated to Dorothy that she would like to serve on it. Betty
Pidcock will attend a board meeting and consider serving also. The board
meets on the first Thursday of the month from 5:30 to 6:30 p.m.
504 LEGISLATIVE CAMPAIGN COMMITTEE
The 504 editorial written by Rosemary Kreston has been published in the
Fort Collins, Loveland and Greeley papers. Nancy Jackson noted that HID has
received a number of expressions of positive interest and good response. Rosemary
is currently assembling a 504 facts summary for general information to the lay
public. This will be available through HID and through Rosemary's office at
CSU. Copies will be given to all C.O.D. members at the next meeting.
MAYOR'S AWARD BREAKFAST
Posters: Betty Pidcock's committee has decided to contact the Coloradoan
to try to promote a coloring contest for elementary -age children. They would
like to get several artist's renderings showing handicapped people engaged in
some activity. Secondary school age children could be included with creative
work on a poster. C.O.D. members suggested ideas and sources of poster -type
art for the coloring contest pictures as well as various persons to contact at
the Coloradoan. The poster committee will be making plans for recognition and
display of winning efforts. It was stressed that information regarding media
contacts should be passed along to Bobbie Guye and other committee chairmen
so that coordinated publicity can be achieved.
Awards, Program and Invitations: These committees had not as yet met, so
had no reports. Chairman Crist urged all committee to proceed, not only with
plans but with actions, since there is only one more C.O.D. meeting before the
date of the breakfast.
RESOURCE DIRECTORY
Nancy Jackson indicated that the Resource Directory is in the process of
being proofed after having been typed in large print.
OAKBROOK I MODIFICATIONS -- ACCESSIBILITY RESEARCH TEAM
A meeting with Mr. & Mrs. Cooper and other handicapped residents of Oakbrook I
will be held prior to August 20th. Nancy Jackson reported that a major goal of
that meeting will be to decide on the best possible way to approach Bill Butler,
Manager of Oakbrook I.

ABRF APPLICATIONS UPDATE
Diana Royval sent information with Nancy Jackson regarding an ABRF appli-
cation from Barbara Montoya. Barbara lives in a rental apartment and her recovery
from an aneurism and stroke has recently been set back by a pedestrian -car acci-
dent. Since she will shortly be living alone, she is requesting a "Tub Mate"
at a cost of $650. Dorothy Lasley moved approval of the application. The
motion was seconded and carried.
A discussion followed regarding what happens to ABRF equipment. Equipment
from ABRF which is no longer needed by the original recipient goes back to the
City for redistribution via the ABRF process. HID tries to keep track of any
such available equipment and make appropriate referrals.
Tim Kientz, Eldon Decker, Bobbie Guye, and Betty Pidcock have been
working with Peggy Walker and Elva Alden of the City in a survey of the indoor
City pool. The report of their efforts including needs survey and cost factors
will be available at the September C.O.D. meeting.
MISCELLANEOUS ANNOUNCEME
Bobbie Guye received a letter from Senator Bill Armstrong regarding the
Extension of the Voting Rights Act which was extended by a vote on July 29, 1983.
The relationship of this to voter accessibility was unclear. Clarification will
be provided at the next C.O.D. meeting.
Steve Johnson of the County Clerk's office provided Nancy Jackson with a
copy of legislation dealing with accessibility for the disabled electorate.
Several alternatives are available to cope with access and assistance situations.
It was suggested that Steve Johnson be urged to get publicity out for these
provisions through press coverage and through the Colorado Radio Information
Service.
Dorothy Lasley reported that a trip to the Bronco game made by several local
handicapped persons was marred by numerous logistic difficulties and ill -
prepared stadium personnel. Since the arrangments had been between the Bronco
office and the HID, Dorothy was urged to follow through with critique and sug-
gestions from the HID.
ADJOURNMENT
There being no further business, Charlotte Kanode made a motion that the
meeting be adjourned at 8:00 p.m. The motion was seconded and carried.
