MINUTES
COMMISSION ON DISABILITY
September 12, 1983
The regular meeting of the Commission on Disability was called to
order by chairperson, Bobbie Guye, at 6:35 p.m. on Monday, September 12,
1983, in the Old Firehouse Building, 232 Walnut Street, Fort Collins,
Colorado 80524.
Members Present: Pat Crist, Eldon Decker, Bobbie Guye, Nancy
Jackson, Charlotte Kanode, Tim Kientz, Rosemary
Kreston; Betty Shuey; Rosalie Smith
Members Absent: Dorothy Lasley, Betty Pidcock

APPROVAL OF MINUTES
Charlotte Kanode made .a motion that the minutes of August-8th be
accepted as written. The motion was seconded and carried.
LIAISON REPORTS
The Mountain Bell Consumer Panel is meeting Sept. 19 from
12:00-2:00 p.m. at the Ludlow Room of Lincoln Center. Bobbie Guye
will attend.
The CDBG Steering Committee met on Sept. 8 to get acquainted
with new members, and will meet again Sept. 15 to thoroughly review
day care proposals for use of $130,000 in CDBG money which is now
available. One proposal from United Day Care Center would use the
money as 10% seed money for a new community service facility, to be
located near the Northside Community Center, which would house UDCC
and 12 other United Way agencies.

A task force researching alternative housing for elderly will
meet at Gail Woods' Office on September 15, 1983. A pilot project
for auxillary transportation is also being formulated and the
committee will meet at Gail's office Sept. 16. Bobbie Guye is
attending as a COD representative.
The Uniform Building Code Review Committee will meet Sept. 14,
9:00-12:00 a.m., at City Hall to finalize plans for code revision
which will be submitted to City Council in late September.
504 LEGISLATIVE CAMPAIGN COMMITTEE
A copy of the amicus brief for the LaStrange case has been
received and was circulated among COD members. HID received a
DREDF alert regarding federal cuts in services that weaken 504.
Rosemary Kreston and Nancy Jackson drafted a letter of response to
HUD and made copies available to COD members to send out.
Rosemary Kreston has completed a summary of 504 designed to
be understood by laymen. Copies were distributed to all COD
members.
MAYOR'S AWARD BREAKFAST=
Invitations: About 200 invitations have been mailed out. The
invitation list included members of the business, industrial, school
district, and CSU communities. The list from previous years was
used and revised according to past responses. The Chamber of
Commerce membership list was also used as a guide. A copy of the
invitation was circulated to COD members.
Poster Coloring Contest: Tim Kientz showed 3 sketches for use
in the coloring contest. Charlotte Kanode has talked with Gail Woods
who will work with us to get coverage of the entire event and
specifically get the coloring contest featured in the Coloradoan.
Tim will contact Gail Woods further and also agreed to be back-up
person for the contest and awards since Betty Pidcock is presently
very tied up with family illness.
After group discussion, Rosalie Smith moved that the contest
be run in two age groups: grades 1 through 3, and 4 through 6; and
that in each group there be a $10 1st prize, $5 2nd prize and
Honorable Mention certificate given. The motion was seconded and
passed.
Hostessing: Diana Royval, Nancy Jackson and Pat Crist
volunteered to assume hostessing duties.
Name tags are going to be provided for all COD members, for
all role players and their mentors and for a limited number of

other "special" participants, but not for the entire group at the
breakfast.
Diana Royval reported that the administrative budget for COD,
which started as a one-time allocation of $1500 (out of architectural
barrier funds), has a current balance of $1002. The membership
felt comfortable with projected expenses for the Breakfast given.

Awards for Service to the Handicapped Community: Applications
have been slow in coming in for the awards so the deadline has been
extended to Sept. 30. The group agreed that not all six of the
awards need to be given if truly deserving recipients are not found.
Dorothy Lasley will check to see if there are currently any certif-
icates on hand and see to ordering several years supply if any are
needed. Dr. Gerald Benson has volunteered to pay for the frames for
certificates this year. Rosemary Kreston will serve as back-up to
give the awards should Pat Crist be "unavoidably detained"
elsewhere.
Printed Materials and Display: Bobbie Guye has contacted Ron
Harris at Voc Tech regarding printing the employment brochures. One
thousand with brown print on ivory stock will cost $101.43, and be
ready Oct. 4.
A booklet entitled "People with Disabilities" is available
through Channing L. Bete Company, Inc. The cartoon style booklets
will be given out with the employment brochures. Cost is $35 per
100 and Bobbie has ordered the brochures.
Nancy Jackson volunteered to work up a poster board display
for the Breakfast, featuring COD activities, newspaper articles,
etc. The Resource Directory will be ready at that time and will be
included in the display (as a sample only, nottobegivenout.)
Handicapped Simulations: The group discussed various aspects
of the simulation and possible participants. Rosemary Kreston will
investigate possible means to achieve a good hearing impairment
simulation. Jack Peverly has previously provided use of wheelchairs
for the day. Splints were seen as a feasible alternative to braces
for crutch walkers. Rosalie Smith will serve as a liaison person
to Care -A -Van to arrange necessary transportation. Eldon Decker
will try to be available for driving also.
Role Players and Partners: Some have already been contacted and
agreed to participate; Bobbie Guye will see to other contacts and final
arrangements.

OAKBROOK I MODIFICATIONS -- ACCESSIBILITY RESEARCH TEAM
The Accessibility Team met with residents of Oakbrook I on
August 18. The present status of the units was compared to the
standards and changes which were described in a letter to the
Handicapped Advisory Comm. in July, 1977, and which were supposed to
have been made. The only changes which actually were made were
in the bathrooms and included one grab bar, a long sink, and a -
roll -up shower. The team evaluated fire escape exits and determined
that there was room available for ramps to be installed.
At a team meeting on Sept. 7 it was decided to send a letter to
Mr. Bill Butler, Oakbrook manager, stressing the need for accessible
egress, but also addressing the HUD promises of 1977 from John
Endres of FHA. As regards the egress problem; it now appears there
may be a Fire Dept. involvement also since Oakbrook is being considered
for a sprinkler system installation. Nancy Jackson has drafted a
letter to Mr. Butler and Rose Kreston and Bobbie Guye have assisted
in ,the editing. Pat Crist moved that the letter be sent to Mr.
Butler from the Accessibility Team of COD. The motion was seconded
and passed.

UPDATE ON ABRF APPLICATIONS
Diana Royval reported that the architect is nearly ready to
meet with the Access Team and Jack Gianola of Public Works Dept.
regarding the signing and the bathroom remodeling in City Hall.
The City will provide the funds so that $14,000 designated for
same can go back into ABRF fund.
Bobbie Guye reported that the Adaptive Aquatic Board has
completed a memo regarding needs at the City Pool, including
recommendations for:
Alteration of dressing room, shower and toilet
facilities
Removal of an obstructing turn -style
Additional hand rails and safety floor matting
Grab bar near the pool
Ramps in the parking lot
The lift is still posing major problems both from an installation
and functional standpoint. The group plans to visit the
Loveland pool to observe their lift. Input is needed from someone
with expertise regarding structural specifics. Charlotte Kanode
will see if her husband, Bill, can be helpful in this regard.
Access to the original working plans for the pool would also be
helpful and Bobbie will obtain the plans.
Bobbie Guye apprised Diana Royval that she may be receiving
application from a Dr. Baker of 1040 E. Elizabeth who wants funds
to provide access to his off -ice for his patients." The groups
consensus was that this situation would not be eligible.
Nancy Jackson mentioned that the HID is dealing increasingly
with the hearing impaired. A Decoder to provide access to closed
caption TV is now priced at about $250. Nancy proposed that the
COD may, in the future, want to consider creating a line item in
ABRF funds for this special equipment.
Pete Dallow, director of Information and Communications Systems
for the City, is interested in adaptive equipment using computers to
enhance communications for persons with Cerebral Palsy. Specifically,
he is interested in Rick Keeton's situation. This may also reach
the Architectural Barriers Committee.

MISCELLANEOUS ANNOUNCEMENTS
The American Disabled for Accessible Public Transportation
(ADAPT) will attend the Oct. 26-27 Transit Conference of the
American Public Transit Association in Denver. They will present
proposals calling for 100% accessibility.
On Sept. 28 the National and Colorado Associations of the
Deaf will stage a protest against CBS for limiting its closed
caption coverage to news and weather. Letters to CBS are en-
couraged.
Nancy Jackson is selling Gold "C" books for $7 on behalf of
the Epilepsy Task Force.
Special Olympics nationwide are facing the possibility of
cuts in Federal funds. This would affect over 5000 persons in
Colorado alone. HIO;-has letters of protest available for COD
members or others to send.

motion that the meeting be adjourned at 8:57 p.m. The motion was
seconded and carried.
