The minutes from the May meeting were approved with corrections.
A reception was held for Nancy Jackson and Greg Funk. Nancy will be
leaving the Commission after 9 years of service and Greg after 3
years of service. Shirley thanked them from the Commission for all
their hard work and dedication over the years.
OLD BUSINESS
Shirley Reichenbach was unable to get in contact with Dr. Joe
Hendrickson, Poudre R-1 Special Education Task Force to offer COD
services. She will continue to try and contact him.
Shirley reminded the COD members that if they were handing out
handicapped parking reminders, that they jot down the license
number, violation, and date. She requested that if the City was
going to re -print the reminders, that an addition be made to the
form. The addition: "Your license number and violation have been
recorded." She also suggested there be a tear off portion of the
form that the violation and license number could be recorded on,

Accessibility Commission is working on an enforcement program now
and the Commission should look more in detail at that program.
Roy Beachamp mentioned 1st National Bank Building does have
handicapped parking. The ramp is not the easy to maneuver. Roy also
reported the City has put in markings on Drake and Lemay
NEW BUSINESS
Angela Bryne was unable to attend the Alternative Care Facilities
meeting, but had visited the site and found some accessibility
problems. Shirley did attend the meeting and said the problems
Angela mentioned are being discussed.
Nancy Jackson mentioned she found an interesting newspaper article
that stated different companies are using handicapped actresses and
actors advertising accessibility for the handicapped to their
stores. K-Mart was specifically mentioned in the article as working
with the disabled, yet the accessibility to the Fort Collins store
is very limited.
Shirley attended a meeting at the City Hall and noticed there was
no hand rail on the North side ramp. She would like Felix Lee to
check into that.
Shirley asked the Commission if they would support a memo to City
Council suggesting that in the future any buildings bought or
leased by the City meet accessibility standards. The new shooting
range just purchased by the City does not have accessible
restrooms.
Special Olympics were held last weekend in Fort Collins. Special
Olympics will be returning to Fort Collins for the next three
years. Shirley suggested the COD have a representative at the
opening ceremonies and put together a brochure of businesses,
restaurants, hotels and attractions in and around Fort Collins that
are accessible to the handicapped community.
Nancy Jackson and Shirley Reichenbach mentioned developing a fact
sheet for the general public and contractors encouraging
handicapped accessibility, placing handicap parking in close
proximity to the front door, and advertising in the phone book that
their business is handicap accessible. Shirley will draft a letter
to US West encouraging them to promote advertising to the
handicapped, that states businesses are accessible.

Roy Beachamp mentioned the general public as well as the business
community should know how many handicapped parking permits are in
Larimer County.
Shirley noted "No Parking" signs have been posted behind the 281
North College Building. She asked Mike Gebo if this is a permanent
situation, or could handicapped parking be allowed. Mike stated it
is permanently posted as a "No Parking" area. Board members
expressed a concern that the handicapped parking out front is okay,
unless a person has to go around the car, when the traffic is very
busy.
Shirley mentioned there was an extra fee to use the hot tub in the
old community pool yet one admission price covers the use of the
pool and hot tub at EPIC. Mr. Maxey commented he was aware of the
situation and said it was appropriate for a communication to be
drafted to the Parks Office from C.O.D. Shirley will draft the
memo.
Shirley Reichenbach talked with CSU Office of Resource for Disabled
Students and architects about helpers for the plan review and got
no promises. She will check with the drafting department at Front
Range Community College.
The Work Plan for the Year was discussed. Things yet to be
accomplished this year are:
o Channel 27 show the Snow Removal Program
o matching liquor licenses with whether or not the business is
handicap accessible,
o encouraging the use of international handicapped signs in
advertising - ADA Task Force may undertake this project.
Carolann Fisco and Russ Jones made a presentation from the ADA Task
Force. Plans for the let ADA Anniversary will be July 26, 1991 with
plans for a "Barrier Awareness Day" in Old Town. ADA would like
the City Council members to act as the handicapped participants.
What the Task Force is asking from C.O.D. is their help and
resource knowledge. The Task Force needs money to purchase coffee
and lunch. Nancy Jackson suggested United Way may be a resource for
some money. She will help Carolann acquire the form to submit to
the United Way.
C.O.D. will be responsible for the Anniversary Proclamation through
the Mayor's office.

Shirley Reichenbach informed the Board Heather Heafer had resigned
her position on the Board.
Shirley Reichenbach announced the new members to COD. They are,
Arne Anderson will fill another term, Denise Scheberle, Judith
Sayre Grim, and Robert Willmot.
Arne will be in charge of the nominating committee for new
officers. Election will take place at the next board meeting.
The meeting was adjourned.
