MINUTES
COMMISSION ON DISABILITY
November 14, 1988
Co -Chairman Arne Andersen called the meeting of the Commission on Dis-
ability to order at 6:30 p.m., in the C.I.C. room, 300 LaPorte Avenue.

APPROVAL OF MINUTES
The minutes of the October 3, 1988 meeting were approved as written.
NEW BUSINESS
Co -Chairman Arne Andersen asked to re -arrange the agenda to accommodate
visitors. Steve White, Project Manager with Facilities, City of Fort
Collins and Larry Trampe, Architect with Architectural Resources,
approached the Commission asking for a sub -committee of two members to
accompany them through city owned facilities and help identify locations
for directional signage regarding handicap facilities, i.e., toilets,
elevators, directories. In 1986 a study identified certain directional
needs within the following city buildings: Museum, Pottery Studio, Lin-
coln Center, Library, Downtown Community Center, City Hall West. Roy
Beauchamp and Nancy Jackson volunteered for the sub -committee.
OLD BUSINESS
Debrief on Mayor's Award Breakfast - The Lincoln Center is the preferred
spot for the breakfast. Debbie will try to reserve the Columbine Room
for Friday, October 6th, 1989. Seating arrangements will be at tables
next year, not auditorium style. (Debbie called Cindy at the Lincoln
Center. She said that 75 could easily be seated in the Ludlow Room at
tables and she recommended it because of the kitchen facilities. It is
reserved from 6 - 9 a.m. on October 6, 1989.

Helen Barr asked why the list is more city oriented rather than banks,
etc.. She was told that the banks are invited and in the past have come
to the breakfast. Arne Andersen said he would like to see more of the
general public invited to the breakfast. Debra Kaestner suggested having
the general public pick up tickets, but only a certain amount of tickets
would be available.
All contributors to the Old Town Awareness Project will automatically
receive invitations. Award recipients should be given special invitation
or phone call and told they are being given the award so that they may
invite their families and friends. Their name should be in the program
so that they can take it home and they should also be given the nomina-
tion form.
We will have earlier coverage on publicity next year. Other methods of
publicity that will be tried - Channel 14 - Service Clubs - Utility Bills
- Diabetes Foundation - .
Debra Kaestner and Debbie Zeigler will start a procedure manual for the
breakfast. All committee chairpersons should send copies of check list
to them and it will be compiled for the January meeting.
Debra Kaestner sent thank you letters to everyone.
NEW BUSINESS CONTINUED
John Daggett with Transfort asked to hear any problems members of the COD
had with Transfort and said that he wanted to tell the Commission about
the strategic plan process that Transfort has been going through.
Members expressed some of their dismay in regard to Care -A -Van. John
asked if everyone would call him at 221-6620 when there is a problem. He
also explained that there have been consultants working with Transfort
developing a master plan. Federal funds have been cut and financing has
to be looked at. They are trying to place priorities on transit and get
it categorized in the basic needs of the budget. John gave the Commis-
sion a time table of events leading to consideration by Council on the
second meeting in January.
OLD BUSINESS CONTINUED
Resignations - Marilyn Maxwell and Noreen Kenny have not been at meet-
ings. Noreen has moved but didn't notify City Clerk. Marilyn has not
had the time to come. The Commission asked Debbie to notify these people
that we require their attendance or their resignation.
Access Investigations - Poudre Valley Hospital - The women's handicap
restroom on the third floor by the north auditorium has an inadequate
toilet stall size. Nancy Jackson will contact PVH about increasing the
dimension from the toilet to the closed door to 48 inches.

Remington S Laurel - The curb ramp has been negated by some grinding work
done on the asphalt to alleviate drainage problems. Engineering was
contacted and they will fill the ramp at the curb.
Subway Shop at Lemay and Riverside - An asphalt ramp was added at the
northwest corner of the building. The ramp is part of a 12 foot wide
handicap parking space. The building manager agreed to stripe the area
in front of the ramp to make it easier to use.
Taped minutes at Library - Debbie will send the minutes to the Media Cen-
ter at the Library and they will be taped and sent to Bobbi Guye and
Nancy Cisar. Volunteers tape the minutes and deliver them.
Letter to Jerry Getlin - Cancelled. Bobbi Guye told him all of his
options verbally. The matter is closed.
Meeting Cancelled - There will not be a meeting in December.
1989 Goals
1. Budget - Tabled until January meeting
2. COD Newsletter - Tabled until January meeting
3. Network with other Boards and Commissions - Tabled until January
meeting
Debra Kaestner will send in the application for the National Organization
on Disability naming Carol Rice as contact person.
ABR Update is attached. Nancy Jackson asked how much of the allocated
was spent and if it wasn't, where does it go. Steve Barbier told Debra
that $6,000 was budgeted for ABR for 87-88, $6053.72 was spent. $6,000
is budgeted for 88-89 which begins October 1. The overage or any unspent
monies is handled through CDBG.
Nina Scionti asked the Commission to send ideas on the events they used
at the Old Town Challenge. Debbie sent her a letter describing all of
the events. The Commission asked Debbie to call Nina and let her know
that our slide show is available and give her Arne's number and they can
work out a presentation schedule.
The meeting was adjourned.

Meeting 11/14/88

As you know, I attend the Commission On Disability meetings twice
each year to keep the commission up to date on transit services
being offered and planned by the City of Fort Collins and to
ascertain whether any problems areas have been identified by the
commission.
At Monday's meeting there were several complaints identified. I am
passing these along, not to point a finger, but to ask for your
help in improving the services that we are supplying to the Fort
Collins community. The following is a breakdown of the complaints
received:
Transfort:
Bus shelters- Two "problem" shelters were identified. One was
in the Vine and LeMay area. The problem was standing water after
rain and snow showers. The other was located in front of Poudre
Valley Hospital. The problem was that the street was not
accessible.
Lifts- Again service was identified that exists on routes 2
& 5. The problem was unavailability of lift -equipped vehicles on
other routes. I spoke to the option of calling in advance for
reassignment of the lift -equipped buses. Transfort might want to
examine its marketing materials here as other disabled citizens are
most likely unaware of their options in this regard.
Care -A -Van:
Public Relations- Two complaints were received about driver
attitudes when clients were not ready when scheduled. Two
individuals mentioned that drivers verbally treated them badly
under those circumstances. Other complaints were received
concerning driver/dispatcher attitudes which did not appear to be
consistent with a goal of achieving passenger satisfaction. A
discussion ensued describing that stress and the effects caused by
clients being late on the driver. It was suggested that Care -A -Van
consider providing PR/stress management training to its driving
staff.
Late Arrivals for Special Events- The Commission On Disability
brought up the problem of their members arriving consistently late
to their monthly meeting with transit services being provided by
Care -A -Van. Some other events were described by COD on late pick-
up after the meetings.
Transfort reported that a large number disabled/seniors
transported by Care -A -Van to last week's Public Forum arrived 30
minutes late. Please check to see whether this is becoming a
pattern. It appears that an examination of "special runs" and
procedures for such is in order.
