HomeMy WebLinkAboutCommission On Disability - Minutes - 08/08/198811INUTES COMMISSION ON DISABILITY August 8, 1988 Co -Chairman Carol Rice called the meeting of the Commission on Dis- ability to order at 6:30 p.m., in the C.I.C. Room, City Hall West, 300 LaPorte Avenue. Members Present: Helen Barr Roy Beauchamp Carol Rice Nancy Jackson Noreen Kenny Heather Heafer Nancy Cisar Arne Andersen Members Absent: Shirley Reichenbach Barbara Guye Marilyn Maxwell Staff Present: Debra Kaestner Debbie Zeigler APPROVAL OF MINUTES The minutes of the July 11th meeting were discussed. Arne Andersen said that there had been a mistake on the committee listing. The "basic program committee" and the "simulations committee" are one in the same. Under the listing of "basic program", it should read "host- ing committee". With those changes the Commission voted to approve the minutes. OLD BUSINESS Mayor's Award Breakfast Arne reported that he had arranged for the simulations in Old Town during Octoberfest, which is held on September 24th. Setup will take place at 12:00 with the simulations running from 1:00 to 4:00 p.m.. Ideas include: a wheelchair obstacle course (Arne is checking with CSU because they already have an obstacle course that he's hoping COD can use); demonstrate blindness, deafness; Arthritis Association; Mountain Bell; Dick Valdez for curb simulations; lift demonstrations using Transfort and Care -A -Van; car to wheelchair transfer; round knob VS. lever knob; problems with oversized jar. The object will be to show alternatives. Mark Grant will tape and edit a video on the simulations in Old Town. It will be ready to view at the breakfast. The cost of this will be $50 to $60. His phone number is 221-6510. The Kiwanis Club will be serving bratwurst and beer. They are also handling advertisement for the function. COD will check to see if they can piggy back advertisement with them. Maggie with Fort Town is checking to see if Old Town's liability insurance will cover COD function if any injuries occur. Arne will check with the City Attorney about photo release for video taping. It was decided that commission members do not have the time to make the Old Town simulation elaborate and that there should not be any competitiveness in the events. Time and Place Nancy Jackson said that she had reserved two rooms, the Lincoln Center Ludlow Room on October 6th from 6:00 a.m. — 10:00 a.m. and The Forum at The Square on October 7th from 6:00 a.m. — 10:00 a.m.. They are comparable in price, but The Forum will provide coffee, tea, sugar and cream for an additional $5. The Commission decided to hold the breakfast at The Forum. The accessibility problem at Lincoln Center would cause too many problems. Nancy Jackson is going to call Sally Fox and confirm the reservation. Debbie Zeigler will cancel the reservation at the Lincoln Center. Carol Rice will call Ed Stoner to confirm his availability. Food Committee Shirley Reichenbach had contacted all of the restaurants and every— thing is under control. Awards Committee Nancy and Carol reviewed the forms. Debbie Zeigler typed them. They will be available as of August 15 at the City Information Desk at 300 LaPorte Ave. Deadline for submittal is September 15. Nominations will be restricted to three per individual or company. Transportation Bobbi will be informed of the dates so that she can start lining up transportation. Publicity Carol and Nancy roughed out the publicity release and gave it to Helen to send to all of the radio stations and to the two newspapers. Guest List Nancy and Carol will get guest list send invitations. Roy pointed out changed and should be rechecked. Parking Enforcement together and Debra and Debbie will that some of the addresses had Shirley and Carol went over all of the information and will have a report ready at the next meeting. Access Investigations Subway Shop at Shields and Elizabeth - Debra will check it this week. Subway Shop at Lemay and Riverside - Will install ramp when parking lot is finished which should be 30 - 60 days. Nates - Debra checked because of complaint that it curved at the bot- tom of the ramp. There were no dips or curves in the ramp that she inspected. She thought maybe the ramp that is directly in front was being mistaken for the handicap ramp. There is a separate handicap ramp. Palmer Plaza - There is no accessibility and no parking. It is a P.U.D. that was built before conformance was required. There is a possibility that if it were brought to their attention they would voluntarily comply. 7-11 at Prospect 6 Lemay - Complaint had been that the bicycle racks were right beside the ramp and that when bike were parked their wheels encroached on the ramp. Debra inspected and found the bike rack wasn't near the ramp. Revised complaint was that bikes are parked on the ramp. There is nothing that can be done about that. ABRF UPDATE The Architectural Barrier Removal list is attached to the minutes. NEW BUSINESS Nancy Jackson said that members of the COD had been present at the Gus Swanson Nature Center on July 31, 1988. It is an accessible nature trail between Linden and the Visual Arts Center. She also informed everyone of an invitation they have received to participate in a forum with Justin W. Dart, Jr.. A copy of the invitation is attached. She also asked the Commission's opinion regarding a complaint from an anonymous person at Scotch Pines Apartments. This person is complain- ing about handicapped parking. There are quite a few handicapped people in the complex, but the person says they are afraid to complain for fear of eviction. They asked if COD could help. Nancy Jackson spoke to the Scotch Pines manager who had not heard from the tenants regarding the lack of handicapped parking, and sounded agreeable to install the parking if requested. Helen Barr said the Commission was not established to mediate and suggested that the Commission stay out of this situation. Everyone agreed and the matter was dropped. The meeting was adjourned.
