APPROVAL OF MINUTES FROM APRIL 14 MEETING
It was
moved and
seconded to approve the minutes as written from the
April 14 meeting.
The vote unanimous.
OF GUESTS AND SPEAKERS
Mauri Rupel, from the Engineering Division, presented the COD with copies
of the Street Design Criteria and Construction Standards, which his
department is in the process of updating. The last time this document
was updated was September 1981. His department is still making changes
and would like any suggestions or corrections from the COD before they
take the revised document before City Council in July. He recalled that
the COD had been concerned about several items in the Standards when they
met with him back in September 1985. Several of those items have been
corrected. For instance, all major intersections and crosswalks must now
have access ramps, and they are requiring that every new development pave
the walk to the access ramps and sidewalks.
Discussion centered on the various intersections in town, existing
conditions, and types of finishes. Mr. Rupel explained why they are
using wood float finish on the sloped areas, and broom finish on the
sidewalks. There was some discussion on the uneven slopes of the older
streets. Mr. Rupel reiterated they are still in the review process and
asked the COD to contact him or Jackie with information.
OLD BUSINESS
Mayor's Awards Breakfast
The Commission discussed the details of the 1986 Mayor's Awards
Breakfast. It will be held on Thursday, October 10, 1986 from 7 to 9
a.m. The Commission agreed to have the breakfast at the Lincoln Center
and Jackie will reserve the Ludlow Room.
After discussing the purpose of the coloring contest, the Commission
agreed it was not reaching enough people and that many schools already
provided activities on handicapped awareness. They discussed other ways
of increasing awareness, like putting together an informational packet to
take around to the schools. Because many other agencies in the community
provide similar type packets, and the coloring contest did not seem to be
reaching enough people, the COD agreed to eliminate the coloring contest
for 1986. However, the COD felt that ways of increasing handicapped
awareness through the schools need to be developed and they will continue
to work on that issue.
The COD agreed to have the simulators discuss their experiences at the
breakfast so those present could get the opportunity to listen. They
also decided to have seven simulators/role models like last year.
The Dorothy Lasley award was discussed. Judy and Bill formulated a
nominating form and the COD reviewed it. (A copy of the nominating form
is attached.) Bobbie wrote a tribute on Ms. Lasley and it was decided to
have it published when advertising for award nominations.
Discussion centered on the amount and types of food and the possibility
of eliminating the head table.
1:7 Issue
Marilyn raised the idea of establishing a program to increase COD's
dialogue with the Building Board of Appeals and the building community,
i.e., lunches or meetings.
COD members thought having two or three people meet from each group would
help establish a policy on the 1:7 handicapped accessibility issue.
Bobbie suggested getting information from the Construction Board in
Loveland, which is a group of contractors who are complying with the 1:7
housing ratio.
ABRF UPDATE
Jackie reported on the following items:
EPZ
Roberta Gallegos' stay with her parents will be long—term and Steve
White, Project Manager, will provide Jackie with an estimate of the
necessary work.
A letter from Denver Ear Associates stating that Marvin DeLozier needs a
TOO was received. Staff will be ordering a TOO from Krown Research.
The MS Society is still trying to get assistance from the VA Office for
John Gallegos.
Liz Boyer, a DMA resident, had been approved to have a grab bar installed
in her bathroom. The DMA would provide the grab bar and the
Architectural Barrier Removal program would assist in having it
Installed. Ms. Boyer informed the DMA that she wanted longer grab bars
from one side of the bathroom to the other. The DMA would not allow that
and felt that if someone was that handicapped, they should not be living
alone. Ms. Boyer's application was withdrawn.
MISCELLANEOUS ANNOUNCEMENTS
Jackie reported The Handicapped Information Office (HIO) would be
administering the Public Service Equipment program, since the HIO already
works with equipment in their independent living skills program. Last
year only three pieces of equipment were bought and there is still $5,500
left.
The Neighbor —to —Neighbor office will be administering the Architectural
Barrier Removal Program to install the equipment. Jackie said our HUD
Community Development Representative had suggested shifting the programs
out of the CDBG office for more public participation and cost
effectiveness.
If the COD still wanted input on the application process, Jackie
suggested to the COD to formulate some specific guidelines that the HIO
and Neighbor -to —Neighbor could follow. If there were any questions on an
application, the agency could bring it to the COD for their review before
any further processing.
Betty Shuey asked about the method of payment. Jackie said agencies must
provide CDBG with a copy of the receipt or a request for equipment to be
ordered to receive payment. She assured Betty that lump sums of money
were not given out to agencies.
Administrative costs incurred by the COD would come out of CDBG
administration, i.e., the Mayor's Awards Breakfast.
Betty Pidcock asked that this item be put on next month's agenda for
further consideration.
During the regularly scheduled Building Plans Review meeting on April 24,
1986, COD members met with Steve White of the City of Fort Collins to
discuss the proposed accessibility work to be done at the south entrance
of the Lincoln Center.

Another meeting was held with Steve White at the Lincoln Center on May 1,
1986 with representatives from the MS Society and the Senior Citizens
Board for their input regarding accessibility features.
On May 20, 1986, Steve White notified the Handicapped Information Office
that the Lincoln Center architecture committee rejected the
recommendation of placing a center handrail between the plaza area,
immediately beyond the Lincoln Center doors and the driveway. The
Committee approved handrails on either side of the walkway between the
Lincoln Center and Meldrum Street, a center handrail between the parking
lot and the driveway, additional handicapped parking spaces in the
parking lot, and a gentle sloping ramp between the Lincoln Center and the
parking lot. A written document will be submitted to the COD Chairperson
for her signature approving these accessibility features.

NOMINATING FORM
DOROTHY LASLEY AWARD
Criteria for Award:
Though diagnosed at the tender age of two years as having juvenile
rheumatoid arthritis necessitating the use of a wheelchair for mobility
and later causing the loss of her eyesight, Dorothy Lasley worked
tirelessly throughout her lifetime toward removing both architectural and
attitudinal barriers for handicapped citizens. She was an adamant
advocakte for equal opportunities of handicapped in employment,
transportation, housing, education, independent living, etc., and donated
countless volunteer hours as employment And transportation coordinator
for the Handicapped Information Office.
In This Spirit:
1. The nominee shall be a person with a disability.
2. The nominee shall be actively working toward increasing awareness of
the rights of those with a disability and improving their quality of
life.
3. Other factors may include the person's significant contribution to
the disabled community by volunteerism, organizational membership or
leadership.
4. The person nominated shall live within or shall be providing service
to the disabled community within the urban growth area of the City of
Fort Collins.
5. The award shall be to one person annually.
