COP1,TTSSION ON DISABILITY

The regular meeting of the Commission On Disability was called to or-
der by chairperson Rosemary Kreston at 6:40 P.M. on Monday, June 14, 1982,
in the new Municipal Building, 300 W. LaPorte Ave., Fort Collins, CO.
ROLL CALL:
T=BERS PRESENT: Connie Anne Brakken, Eldon Decker, Bobbie Guye,
Dana S. Hiatt, Nancy R. Jackson, Charlotte Kanode,
Rosemary Kreston, Dorothy Lasley, Mike Meyers,
Betty Shuey.
MEMBERS ABSENT: Alida M. Loinaz
CITY STAFF: Linda Pretz
Dorothy Lasley made a motion that the reading of last months minutes
be dispensed with and accepted as written. The motion was seconded and
carried.
RESOURCE DIRECTORY
Connie Brakken reported the sub -committee had met on this, and that
the follow-up letters to all agencies were being mailed out from the Han-
dicapped Information Office. She will finish summarizing the entries
for the resource guide so that Linda Pretz's office staff can type them
up. Connie plans to meet with Mike Meyers regarding art work and print-
ing possibilities. Both Mike and Linda Pretz offered to check on printing
costs so the lowest cost can be considered.
The directory will be distributed to all participating agencies,
then circulated at the Mayor's Award Breakfast in October. Further copies
will be sold at a minimal charge to help defray printing costs.
Connie Brakken read an accessibility questionnaire which was used
several years ago by the Handicapped Needs Assessment Project. It will
be revised for use by an accessibility team to be appointed at a later
date, and also utilized to assist the Crisis Information Center with no-
tating accessibility features of agencies listed in their directory.

for a surveying team, and Rosemary Kreston will canvas CSU students.

Mike Meyers read the revised objectives drafted by that subcommit-
tee. After discussed changes, they will now read as follows:

Kike Meyers made a motion that the Board of Directors for the Lari-
mer County Association of the Blind and Physically Handicapped be reques-
ted to compile and maintain a speaker's bureau. The motion was seconded
and carried..
Betty Shuey said she would organize candidates to serve as repre-
sentatives on other boards and commissions. She ,vi11 contact boards for
a copy of t1lei-r meeting minutes.
Goal 'r3: 1:+'o'rl: closer with established hoards and commissions on
issues concerning the handicapped to further fulfill their
needs.
Charlotte Kanode noted she had contacted the League of Women Voters
and they informed her they already have a speaker's bureau, members of
which will speak to different groups about current issues. At Charlotte's
request, they have agreed to add information on accessibility of voting
places.
It eras suggested that a letter be drafted and signed by the Mayor,
then sent to other organizations, advocating their becominr_; actively
involved in local ;overnment through service on boards and commissions.
?osemary I.reston volunteered to compose the letter, but probably not un-
til next fall.
Dana iatt thought it appropriate for COD members to make follow-up
visits to meetings of those same groups to explain what commitment would
be involved as well as ghat information would be most advantageous to the
efforts of COD in uprcrading daily living conditions for handicapped citi-
zens. Dorothy Easley made a motion that the foregoing programs be adopted.
The motion was seconded and carried.

made a motion that the guidelines be accepted as follows:
1. Up to sir, awards will be given each year at the Annual Commission
On Disability Mayor's Awards 23reakfast held each October during
the !'Hire The Handicapped" week_. These awards will fall under
the categories of employment, increasing community avTareness,
and improvi= the quality of life for the disabled community.
2. Ilominee's cor_tributions will be considered over a minimum of a
one-year period from September 1 to September 1.
3. Awards will be determined by demonstrated commitment and involve-
ment from one to one relationships to activities and support of
large groups.
4. I'ominations will be open to the public, and applications may be
submitted by any individual/employer/organization in the Fort
Collins area.
5. Deadline for applications is September 1.
6. Recipients of awards will be judged on their merit by an appointed
sub -committee of the Commission On Disability.
7. Activities shich are a nart of an individual's job description
will not be considered in the selection for awards.

Rosemary L'reston and Nancy Jackson advanced the idea that COD mem-
bership choose some community leaders to organize a campaign for revoking
the proposed. Section 504 revisions. Each COD member was asked to contact
at least one D_erson whom they thought would be willing to support the
movement, and if they accepted, to report that name to either ITancy or
Rosemar ty June 21. Nancy and Rosemary will then hold a general meeting
with those persons on June 30 for the purpose of disseminating appropri-
ate information to them so they can develop the most effective plan of
strategy and be ready to implement it when the revisions are published
in the-2ederal Register.
The COD would serve in an advisory capacity only. Dorothy Lasley
made a, motion that the procedure be put into effect. The motion was
seconded and carried.

nue to facilitate easier crossing by persons in wheelchairs. Others
should be called into Fancy Jackson at the Handicapped Information Office
(482-2700) by mid -July.
Linda also said that upcoming alterations on Lemay Avenue would move
the bicycle lane from the street to the sidewalk, and that the trail
alon,; the '_oudre diver is oeint? made accessible to wheelchairs.

Lldon Decker's term of membership expired on July 1, 1982, and he

has been re -appointed to another. Dana Hiatt has resigned effective
July 1, and Pat Irest was appointed her successor. Connie Brakken sub-
mitted a letter of resignation as of August 1, 1982. Inasmuch as Alida
Loinaz has had four consecutive unexcused absences, Bobbie Guye will
write her a letter requesting her official resignation so she can be
replaced if necessary.

Eldon Decker made a motion that nominations for 1982-83 officers
be submitted to Bobbie Guye so she can prepare a ballot to be voted
upon at the July 12, 1982, meeting. The motion was seconded and car-
ried.
COUNCIL APP?TUI. ;
Linda '_'retz stated that the City Council will officially approve
the COD by-laws at their June 15 meeting.
ABRF APPT:I^,A'"IOTS
3obbie Guye reviewed three applications which had been received
by the Architectural Barriers Removal Fund Committee. All were approved
and are now being processed by the Grants Administration Office. There
are still monies to be used for this purpose, so more applications are
bein, sought from handicapped citizens of ]:port Collins.

3obbie Guye announced the horseback riding fo-r handicapped children
and adults will tentatively begin on July 12, with riding sessions sched-
uled from 6.00 to 0:00 P.I1, on i'ondays and Thursdays for a three-week
period.
The wheelchair square dancing team has resumed practice on Dlonday
nights from 7:00 to 9:30 P.M. at the Parks and Recreation Building, 145
E. mountain Avenue. They plan to stage an eydiibition during the 4th of
July festivities in City Park.
Participants are welcomed in both activities, and anyone interested
should contact Bobbie Guye at 484-5417 or 482-2700.

had attended a transportation for disabled. conference in Denver on June
12-1�, 1982. ancy and :3obbie will rive a report on developments at
the July meeting.
