COMMISSION ON DISABILITY
November 8, 1982
The regular meeting of the Commission on Disability was called to order
by Chairperson Bobbie Guye at 6:50 p.m. on Monday, November 8, 1982, in the
new Municipal Building at 300 W. LaPorte Avenue in Fort Collins, Colorado.
ROLL CALL
Eldon Decker called roll.
Members Present: Bobbie Guye, Mike Meyers, Betty Shuey, Pat Crist,
Eldon Decker, and Nancy Jackson.
Members Absent: Dorothy Lasley, Rose Kresont and Charlotte Kanode
Guests: Bill Way and Tom Mengel

Pat Crist made a motion to dispense with the reading of last month's
minutes and accept them as written. The motion was seconded and acrried.
LIAISON REPORTS
Bobbie attended the Citizen's Steering Committee meeting which is in
the process of reviewing its by-laws and the Lump Sum Drawdown. Their next
meeting is November 15, 1982, when election of chairperson and vice -chair-
person will be held. They also plan to reconsider proposals that were not
previously funded.
504 CAMPAIGN COMMITTEE
Nancy summarized the 504 Campaign Committee's activities. On October
12, 1982, the Committee met with Bud Bishopp, Democratic candidate for
Senator, regarding issues concerning handicapped people and his stand on
PL 94-142, The Committee again met on October 18, 1982, and the most recent
DREOF Alert was reviewed concerning PL 94-142. It was decided not to contact
politicians about handicapped issues until after Election Day November 2, 1982.
Also, Rose Kreston agreed to submit an editorial to the Loveland Herald and
CSU's Collegian on PL 94-142 updating the public regarding secretary Bell's
withdrawal of controversial sections for further review from the proposed

changes to PL 94-149. The editorial was later published in both papers.
The 504 Campaign Committee was actively involved prior to the close of the
public comment period for PL 94-142 in mailing out over 140 letters opposing
any changes in PL 94-142.
CITY FUNDING FOR COMMISSION ON DISABILITY
Bobbie reported that City of Fort Collins has allowed $1,500 from Block
Grant monies to be used for operating costs by the Commission on Disability.
The money will be used to cover expenses from the Mayor Awards Breakfast,
publication of the Resource Directory and Newsletter for Handicapped Citizens.
It was reported the Larimer County Association of the Blind and Physically
Handicapped agreed to assist with newsletter publication costs. Nancy pro-
posed the Commission consider a joint newsletter with the Multiple Sclerosis
Society. The members chose to keep the newsletter separate. Discussion
followed about obtaining a permit number and/or checking with the City of
Fort Collins on using their permit to reduce mailing costs. Bobbie will
investigate this further. Mike agreed to pin down the cost to print the
Resource Directory before our next meeting in order to give the Commission
a better idea on upcoming expenses.
TRANSPORTATION MONEY
Guest Bill Way reported hearing a news announcement over a local radio
station that the City of Fort Collins Transportation Department was awarded
$157,000. He recently submitted a letter to the Editor, which was published
in the Coloradoan asking the City how they plan to use the money. He stressed
the nee or accessible public buses in his editorial. To date, he has not
received a response from the City.
N.Y.D.P. CONTEST
In order to submit two different entries to the N.Y.D.P. Contest, the
Commission agreed to divide into two groups. The first group will concern
itself with an overall view of community programs involving the Commission.
It will be comprised of Bobbie, Dorothy, Eldon, and Betty. The second group
will concentrate on a single goal of the Commission. Mike, Nancy, Rose will
address this issue. The two groups will meet before the next Commission
meeting to develop rough drafts.
ANNOUNCEMENTS
Bobbie announced Channel 7 plans to photograph the Choice City Wheelers
at their weekly square dance practice tomorrow night. She also stated Larry
Ellis, owner of Ellis Western Wear died today and a memorial fund has been
established with donations to go to the'handicapped horseback riding group,

organized by Bobbie as another recreational activity for disabled persons.
Bill Way stated he has five crank-syle hospital beds in good condition.
Anyone needing one is to contact the Disabled American Veterans Thrift Store.
The beds do not include mattresses. Bill mentioned the Disabled American
Veterans will celebrate Veterans Day November 11, 1982, with a breakfast
for veterans at the American Legion in La Porte followed by a ceremony at
the War Memorial on Laporte Avenue. Bill also reported the Disabled American
Veterans are willing to help get handicapped people out of their homes to at-
tend Christmas activities.
Tom Mengel asked that an interpreter for the deaf be present at future
Commission meetings. He was asked to notify a Commission member in advance
whenever he plans to attend so arrangements can be made.
Betty suggested inviting Nancy Berry of the Diabetes Association to
be guest speaker at our January 1983 meeting. It was approved and Betty
will make the necessary arrangements.
There being no further business or announcements, the meeting was
adjourned at 8:25 p.m.
