COMMISSION ON DISABILITY
December 13, 1982
The regular meeting of the Commission on Disability was called to
order at 6:40 p.m. with roll call and introduction of new members and
guests, on Monday, December 13, 1982.
ROLL CALL
Eldon Decker called roll.
New Members: Rosalie Smith, a former physical therapist and
Care -A -Van driver.
Betty Pidcock, Kindergarten teacher, with some
experience with handicapped children, and has a
disabled husband.
Guests: Bill Way and Harvey Betts of the D.A.V.
MINUTES
Dorothy Lasley moved to dispense with the reading of the minutes
from last month and accept them as written. The motion was seconded and
carried.
REPORT
Dorothy stated that Elsie Russell needs a new liaison for the Commission
on Aging. Rose suggested that Charlotte contact Evelyn Huser to act.
504 CAMPAIGN COMMITTEE
Nancy J. reported on Section 504 by reviewing the booklet and papers.
She also read the letter to the Coloradoan on Section PL 94-142. We will
send more letters to Washington in the future. Diana read a letter thank-
ing her for our letters to the President. She also received a list of
165 public and private agencies which also endorsed the protest.
RESOURCE DIRECTORY
Mike M. is still studying the cost to reprint the Resource Directory.
He noted that $200 was used for the Mayor's Breakfast which leaves $1,300 for
working expenses. Pat C. suggested a budget committee and one was formed.
Betty P. will be chairperson with Eldon, Pat, and Diana as members. Mike will
try to get a bank to underwrite us. Rose suggested we use the H.I.O. as a
receiving agency for donations. She also would like a definition of what
contitutes a Commission and what are our goals. A copy of the Directory

should be given to the City Clerk's Office. Dorothy also said that we should
get more involved in City Planning.
Pat moved and Rose seconded that the January meeting be used to re-
evaluate our goals and that we all come prepared individually instead of as a
committee.
Some suggestions were how to work with other boards more closely and
be able to reflect their reactions to handicapped community. Nancy felt we
should see the needs of the others first. Charlotte said we should go to the
Anhueser-Busch Co. directly and see how they feel about employing handicapped
persons. Rose feels we should go to Council meetings and raise more issues
with its members. Mike moved we send a liaison to all meetings. Pat said
to hold all action until after the January meeting. Charlotte asked how
the agenda for Council meetings were set up. Dorothy gave a historical re-
view of our Commission for the sake of the new members.
N.Y.D.P. CONTEST
One sub -committee met at Dorothy's house and reviewed all past years'
achievements. The other group is still working on the Mayor's Breakfast and
the Awareness Day.
LIAISON REPORTS
Diana R. reported for the Architectural Barriers Committee that the
Denver meeting of H.U.D. says "no" to including Ability Phones as an archi-
tectural barrier. After much discussion it was agreed to set aside some
ABR monies just for phones. $35,000 left in the ABR fund and the fiscal
year is from October to September. Dorothy explained that T.T.Y.'s were
first in the gray area because they were not installed as a permanent fix-
ture. But Ability Phones were justified as necessary for independent
living. At $4,000 a piece only five were installed this year.
A suggestion was made that, because the Ability Phone was a "line item
it be referred to as An Environmental Control System and the $12,000, the
equivalent of three phones, be earmarked each year. Dorothy moved and Rose
seconded and the motion carried.
LETTER OF THANKS
Pat suggested that a letter of thanks be sent to the City for inviting
all the volunteers to the Christmas party at the Lincoln Center. Rose vol-
unteered to do this.
MISCELLANEOUS ANNOUNCEMENTS
Diana stated that an alternate is needed to Bobbie for the Citizens'
Steering Committee. The meeting is held at the Old City Hall at 6:30 p.m.

on the second Thursday of every month. She also felt we should send a
thank you letter to Eleanor Bartlett for her help on Awareness Day.
Bill Way extended thanks from the D.A.V. to Dorothy for her letter to
the editor on their behalf.
Eldon moved and Mike seconded that the meeting adjourn at 8:30 p.m.
