COMMISSION ON DISABILITY
Monday, May 13, 1985
The regular meeting of the Commission on Disability was called to order
by Chairperson Bobbie Guye at 6:47 p.m. on Monday, May 13, 1985 at the
Old Fire Station, 232 Walnut Street, Fort Collins, Colorado.
Members Present: Bobbie Guye, Penne Powers Thomas, Betty Pidcock,
Judy Siefke, Charlotte Kanode
Members Absent: Nancy Jackson, Betty Shuey, Rosalie Smith, Ted May,
Bill Bertschy, Marilyn Maxwell
City Staff: Diana Royval
Guests: Councilmember Kelly Ohlson
It was noted that the agenda sent out for the May meeting listed the
date as April 8. The date should have read May 13, 1985.
LIAISON AND SUBCOMMITTEE REPORTS
Bobbie Guye reported that the Loveland Handicapped Advisory Committee
had reviewed three sets of building plans. The seats along the aisles
of the Community Building Auditorium will be removed to accommodate
wheelchairs rather than have seating in the back.
There are plans for the establishment of a SAINT program in Loveland.
The Human Resource Board is looking into a request for funding.
The HID Satellite office closed April 16. A need was seen to continue
the office and the concept was approved by the Loveland -Berthoud United
Way and a budget proposal submitted.
Respite Care is now providing care to Loveland for developmentally
disabled children two nights per week. Contact Bobbie for further
details.

The five-year transportation development plan for rural areas was
approved by the County Commissioners.
The county wide architectural barrier removal proposal was denied for
State CDBG monies. It was submitted in conjunction with a mobile home
rehabilitation program which was not favorably reviewed.
Section 504 Committee
A letter was sent by Nancy Jackson to Libby Glass of Foothills Fashion
Mall commending her on the installation of the automatic doors. A
suggestion was included in the letter to put up a larger directional
sign for placement of the door and to make handicapped parking spaces
more visible with an upright sign.
The Accessible Housing Committee contacted Lucia Liley to verify in
writing the agreement concerning accessible/adaptable features as
reached between the Committee and builders'/contractors'
representatives at the last joint meeting. The Construction Advisory
Committee of Loveland has been requested to lend their support of the 1
in 7 ratio as stipulated in House Bill 1477.
A booklet has been put out by the City called "Transition Plan for
Handicapped Accessibility." Members of the 504 Committee will review
the contents.
The swimming pool/ice rink preliminary plans are to be presented by Tom
Frazier tomorrow to City Council. The final presentation will be May
21.
Building Plans Review Committee
Diana Royval and Rose Kreston reviewed the new addition to Steele's
Market. The three entrances will be all ramped and handicapped spots
designated. Two weeks ago the plans for Courtney Park apartments were
reviewed. The ground level was accessible but recent review of the
clubhouse plans found that there were two steps to the pool and the
locker rooms were not accessible. Two office buildings were reviewed
which had accessible bathrooms on the first and second floors but the
building was not accessible to the second floor.

ARCHITECTURAL BARRIER REMOVAL PROGRAM
The COD proposal for $20,000 to continue the ABR Program was presented
to the Citizens Steering Committee last Thursday evening, May 9, and
the outcome looks favorable.
City Manager John Arnold upheld the COD decision in the Loretto Bishop
case. The appeal was denied. He suggested that the COD review its
procedures and the guidelines for ABRF applications were discussed.
Further discussion will be held when more members are present.
There was one application reviewed: Lola Rankin requested a bathtub
lift. There was some concern that the lift does not lower far enough
into the tub and the purpose of the lift (to allow her to get
therapeutic benefits of warm water for her arthritis) would be negated.
Diana will contact the visiting nurse involved to voice our concerns
but the application was approved for assistance.
NEW BUSINESS
Penne Powers Thomas and Charlotte Kanode were appointed to the
nominating committee for new officers. One other person is needed.
Officers will be voted on at next month's meeting.
ANNOUNCEMENTS
Barry Rosenberg from Denver met with HID on Thursday, May 9 and
explained the different independent living facilities. The independent
living facility would not be residential, it would be a training
center. State funding is available.
Colorado Information Services was terminated as of April 30 due to lack
of funds. Bobbie appeared on the Channel 7, 5 p.m. news April 18
concerning what the termination of the program would mean to her.
The National Organization on the Disabled announced they are beginning
an 18-month advertisement campaign urging people to participate in
community partners programs.
The meeting was adjourned at 8:30 p.m.
