MINUTES
COMMISSION ON DISABILITY
JULY 14, 1986
The regular meeting of the Commission on Disability was called to order
by Acting Chairperson Marilyn Maxwell at 6:40 p.m., in the CIC Room, City
Hall West, 300 LaPorte Avenue.
Members Present: Nancy Jackson, Betty Pidcock, Bobbie Guye, Marilyn
Maxwell, Arne Anderson, Judy Siefke, Rosalie Smith

APPROVAL OF MINUTES
The minutes from the June 9 meeting were approved with the following
corrections: On page 3, 1st paragraph under ABRF Update "Tom Muniz,
a 14-year old with Cerebral Palsy who lives in a .. "(not Multiple
Sclerosis), and ..."The ABR program provided a rubber backing, for the
ramp..." (not a ramp).
NEW BUSINESS
Election of Officers
The following people were nominated for the COD'S Executive Committee:
Chairperson - Marilyn Maxwell and Bobbie Guye
Vice Chairperson - Betty Pidcock and Penne Powers -Thomas
Member -at -Large - Betty Pidcock, Charlotte Kanode and Arne Anderson

OLD BUSINESS
Architectural Barrier Removal Program and Disabled Equipment Program
Nancy reported that she had met with Steve Barbier, Director of
Neighbor -to -Neighbor, Inc., to review the Architectural Barrier Removal
Program application. Portions of the application were revised. Copies
of the original and revised ABR application for individuals, the
application for Businesses and Organizations, and a monthly reporting
form were distributed for COD review. Nancy inquired if the COD would
prefer the businesses/organizations application to be combined with the
individual one. After discussion, the COD decided to keep them separate
because of the major difference in the questions, and the confusion it
could create.
Because response from businesses and organizations for the ABR Program
has been low, it was suggested to publicize the program, possibly through
flyers and newspaper ads.
(Corrections and additions made to the applications at this meeting will
be sent at a later time.)
Nancy also discussed some of the changes she and Steve had made to the
Architectural Barrier Removal Guidelines. The guidelines had been
formulated by the COD at the June 9 meeting. (Revised copies will be
sent at a later time.) A.
Nancy reported that Neighbor -to -Neighbor's Housing Rehabilitation
Committee would be reviewing ABR applications for FY 1986-87. COD
members interested in serving as members, contact Steve at #484-7498.
Building Plans Review
Nancy reported she had spoken with Eldon Ward, architect, and Craig
Foreman, from Parks and Recreation, about the various COD concerns on the
Accessible Fishing Pier. She mentioned Mr. Ward and Mr. Foreman had been
helpful and responsive. Regarding the concern about insufficient
lighting, an extension to the existing light will be installed which will
cast out a light to 500 feet and should provide sufficient lighting. Low
lights along the walkway may also be installed if project construction
bids, which go out July 15, make this affordable.
United Building Code Review
The Independent Living Network comprised of independent living centers
throughout the state, is organizing a housing demonstration and protest
regarding inadequate low- and moderate -income accessible housing. Nancy
asked COD members to contact her if interested in being involved.
Bobbie reported that at the last Building Code Review Committee meeting,
a Building Inspection Department staff person recommended that the
section of the UBC regarding the number (ratio) of accessible units be

removed. Bobbie asked COD members to consider formulating a
recommendation regarding removal of this section to take back to the
review committee. The committee plans to finish reviewing the UBC by
August 1. COD recommendations will be included in the revisions.
Revisions will be forwarded to the Building Board of Appeals and then to
the City Council. After some discussion, the COD recommended that a
memorandum be sent to the Building Inspection Department quoting the
State Statute and stating that the COD will continue to support the 1:7.
Miscellaneous
Nancy reported that Anne Manvel, Transfort's Project Coordinator, is
conducting a study on Transfort's service to the handicapped community.
Copies of the survey were distributed. Nancy asked that she be contacted
with suggestions or concerns or convey them directly to Ms. Manvel.
ABRF UPDATE
Jackie reported on the following applications:
John Gallegos has received a 3-wheel motorized vehicle from the Veterans
Administration office. The MS Society is continuing to work on
acquiring funds for the structural modifications to his home.
Delores Cunningham is 34 .years old and falls within the income
guidelines. She is requesting a TDD. The COD approved her application.
Hedy Rose Davis, a 72-year-old woman who recently had hip surgery, is
requesting that her stairs be remodeled for easy access to her mobile
home. Her disability is temporary and the CDBG staff has looked into
lending her a temporary ramp. Bobbie mentioned that the Larimer County
Office on Aging recently received a $20,000 grant and through the Senior
Employment Training Service, they will be initiating "Project
Brightside", which will employ youth 16-21 to do painting, yard work,
etc. The COD concurred that Mrs. Davis' request should be referred to
the Office on Aging's "Project Brightside". The ABR program does not
assist on a temporary basis, and Mrs. Davis' request is more in line with
repair work rather than architectural barrier removal. Jackie will
contact the Office on Aging to see if they can help with remodeling the
stairs.
The chairlift for Bobbie Gallegos has been picked up from the former
owner, and will be installed soon. Steve White and the contractor are
working on the details of the structural modifications to the home.
ANNOUNCEMENTS
Bobbie reported that the Annual Benefit Horseshow for the "Let's Ride"
Handicapped Horseback Riding Program is scheduled for September 14 at the
Larimer County Fairgrounds.
