HomeMy WebLinkAboutCommission On Disability - Minutes - 02/13/1989COMMISSION ON DISABILITY Minutes February 13, 1989 Co -Chairman Arne Andersen called the meeting of the Commission on Disability to order at 6:30 p.m., in the C.I.C. room, 300 LaPorte Avenue. MEMBERS PRESENT: Arne Andersen Nancy Jackson Roy Beauchamp Shirley Reichenbach Heather Heafer Nancy Cisar Barbara Guye Gary Nation Greg Funk Lori Gehricke MEMBERS ABSENT: Carol Rice STAFF PRESENT: Debbie Zeigler NEW MEMBERS Greg Funk, Lori Gehricke and Gary Nation were appointed to the Commission on Disability and welcomed by the other members. APPROVAL OF MINUTES The minutes of the January 9th meeting were approved with changes. OLD BUSINESS Parking Fines - Debbie passed along information from Carol Rice. Carol read in the Denver Post that HB1132 has been passed by the legislature raising all fines for parking in handicap spaces to $100. However, parking spaces are not being provided for the deaf or for people that are transporting the blind. The City Attorney's office will forward copies of the house bill as soon as it is received. Shirley Reichenbach spoke to Dave Feldman at the police department. He asked if he could receive all of the parking surveys from other cities the Commission had received. He also stated that he would be interested in starting a limited commission for parking enforcement. It would consist of volunteers who would actually issue tickets, but volunteers would have to be made aware that if anyone contested the tickets, the volunteer would have to be available to testify in court. Shirley will be getting back to Mr. Feldman and she has also set up a meeting with Rita Davis in Parking Enforcement. • 9 COD Minutes February 13, 1989 Page 2 Museum Access/signage Members of the commission were given copies of a memo from Brian Moroney of the Museum to Steve White and Tom Frazier of Facilities. Nancy Jackson passed out copies of the handicap signage packet prepared by Larry Tramper She felt that their plan to add signage to the museum would help with the accessibility. Heather Heafer thought the plan to place the handicap directional signage looked great. The commission agreed with her. They went on to view plans for City Hall West, Library, Pottery Studio, Commu- nity Center• and Lincoln Center. Signage looked agreeable at these locations with the exception of the following: The Lincoln Center - Commission feels that two directional signs whether sta- tionary or portable are necessary. Directional signs are needed at the bath- rooms by the Ludlow room that are not accessible, telling where accessible facilities can be found. With the talk of city facilities several items came up for discussion: 1) handicapped parking at the library, museum and Lincoln Center; water fountain at the museum. Facilities project coordinator Steve White will be invited to the March meeting to discuss these items. Snow Removal Press Release - Nancy Jackson had copies of the snow removal pol- icy for the Larimer Community Services and distributed them to the members. Shirley Reichenbach said that she had talked to Ron Tippen at the Coloradoan and told him about the problem of snow on private parking lots being shoveled into the handicapped spaces. He felt this was a noteworthy story and will go with Shirley to several lots in town and take pictures of it. Some locations mentioned with this problem are Fountainhead and Pizza Hut at Lemay and River- side. Shirley will report back to the Commission on how it goes. NEW BUSINESS Inspections requested - Western Sizzler L Handicap bathroom stalls are not to code. Mini -Mart at Willox and North College - Parking lot too steep for wheel- chairs. Blevins Junior High - No handicapped parking or ramp (Not in jurisdiction of the City. Shirley will call the principal.) Applause to Collins Cashway - they installed a ramp. No reply from Poudre Valley Hospital. Members will check 3rd floor bathroom to see if changes have been made. Will discuss at March meeting. The Facilities Manager at the Courthouse asked Roy Beauchamp if one of the women on the commission would check out the restroom in the basement by the snack bar and let them know if it offers enough room.
