HomeMy WebLinkAboutCommission On Disability - Minutes - 03/14/1988CITY OF FORT COLLINS COMMISSION ON DISABILITY MINUTES COMMISSION ON DISABILITY March 14, 1988 Chairperson Judy Siefke called the meeting of the Commission on Disability to order at 6:35 p.m., in the CIC Room, City Hall West, 300 LaPorte Avenue. Members Present: Judy Siefke, Nancy Jackson, Dianne Radford, Helen Barr, Shirley Reichenbach, Marilyn Max- well, Charlotte Kanode, Carol Rice Members Absent: Arne Andersen, Bobbie Guye, Heather Heafer Staff: Carmen Hollowell Guests: Dick Valdez, Engineering Nancy Cisar APPROVAL OF MINUTES COD members unanimously approved the minutes from the February 8 meeting as written. NEW BUSINESS COD members did not have new business to discuss. OLD BUSINESS Handicapped Access Ramps for 1988 Dick Valdez, City Engineer, distributed copies of the Handicapped Access Ramp Bid Schedule for 1988 (copy attached). He reported that the budget for 1988 was cut back to $10,000. COD members reviewed the location of existing ramp sites. Mr. Valdez proposes to construct access ramps at 133 Remington Street at a loading zone location, Laurel at Howes at the Nor- theast corner, Laurel at Howes at the southeast corner, Prospect east of Whitcomb, and the Lincoln Center west parking lot. He explained that CSU will do the work at the southeast corner of Laurel and Howes and bill the City for the ramps portion. The proposed ramps are estimated at $7,600. Box 580 Fort Collins, Colorado 80522 (303) 221-6758 Minutes - Februarm, 1988 Page 2 Nancy Cisar asked if there was a curb cut in front of the Hospital on Lemay Avenue. Several members recalled that the City had installed a curb cut at Elizabeth and Lemay because of the existing crosswalk. Carol said she would check on that site. Commission members discussed curb cuts at local schools. They decided not to act on that unless a particular issue came up. The Commission discussed curb cuts at CSU. They will invite Rose Kreston from the Office of Resources for Disabled Students to the next meeting for more information. Dianne said the Square Shopping Center should install upright handicapped signs. Snow and ice make it difficult to see the existing handicapped logos on the pavement. COD members suggested that she contact the manager of the Square. Nancy mentioned that Poudre R-1 School District's Director of Special Educ- tion had been getting complaints about the grates around the trees in the downtown area. The grates pose a safety hazard to people who use canes. Nancy asked if there was another type of grate the City could use. Mr. Valdez advised those types of grates provide oxygen and moisture to the trees, but he said he would follow up on it. Other locations discussed were Glenhaven Drive and Prospect and Lemay. Goals and Objectives for 1988 The COD discussed Goal II concerning media exposure. Carmen reported that Jackie had contacted the City Clerk's Office regarding the Commission's desire to develop a brochure and make the public aware of their existence. The City Clerk's Office advised Jackie that the City Council is in the pro- cess of redefining the scope of all of the boards and commissions. They suggested the Commission hold off on advertising until the City Council completed their review. Other discussion included printing prices for a brochure, advocating for people with disabilities through various programs, and CSU's Handicapped Awareness Days. The Commission will plan to have an information booth at next year's Handicapped Awareness Days. Marilyn mentioned an article about a woman in Denver who helps people with disabilities in dealing with the realities of getting a job. Marilyn asked if this would be something the Commission could do via a seminar or job fair. Most Commission members felt this .was out of their scope, although they thought it was a good idea. It was suggested that the woman come to Fort Collins to do a seminar. Marilyn will contact her and get more infor- mation. (Copy of the revised Goals and Objectives is attached.) ABRF UPDATE Carmen reported that Neighbor -to -Neighbor had approved applications for a bathroom rehab and bath grab bars. Projects completed to date included installation of a doorbell and deadbolt locks and an exterior wheelchair lift. ANNOUNCEMENTS Nancy Jackson announced that National Barrier Awareness Day will be cele- brated on May 7. Barrier Awareness Day enhances opportunities for the dis- abled community in the areas of employment, education, housing and trans- portation. She presented a copy of a Planning Guide developed to help communities in planning, implementing and organizing Barrier Awareness Day. The COD was receptive to planning an awareness day. They will discuss this item at next month's meeting. (Copies of the guide will be available at the meeting.) Carol reported that a volunteer group in Colorado Springs has been given authority to issue handicapped parking tickets to violators. Nancy Jackson recalled that the Loveland Handicapped Advisory Committee had approached their Police Department to carry out a similar activity. The Police Department had only given them authority to issue parking reminders. Carol will investigate on how the Colorado Springs group received authorization. GOAL - Promote awareness of the needs and concerns of people with disabilities to City Council and the general public. A. OBJECTIVE - Establish methods of disseminating information in an effort to address issues before they become confrontational. 1. To serve in an advisory capacity to City Council. 2. Meet as needed with community/business leaders to discuss var- ious issues of concern to citizens with disabilities. 3. Representation at City Council meetings on issues of particu- lar interest. II. GOAL - Educate people with disabilities and the general public on available services. A. OBJECTIVE - Utilize public relations methods. 1. Better media exposure through press releases. 2. Include a flyer in the welcome services handouts to newcomers, which would explain the Commission's services. 3. The Mayor's Award Breakfast is an ongoing project of the Com- mission. (Held in conjunction with Hire the Handicapped Week, which promotes employment opportunities for people with dis- abilities.) 4. Co-sponsor the "News from the Handicapped Community," another on -going project of the Commission. 5. Involvement with the CSU Handicapped Awareness Days program which occurs each spring. B. Solicit input through various media from the community at large in relation to Commission on Disability issues. III. GOAL - Advocate for people with disabilities. A. OBJECTIVE - Encourage and support programs and opportunities for people with disabilities. 1. Encourage people with disabilities to apply to Leadership Fort Collins. 2. Network with other boards and commissions for exchange of ideas and information. a. Exchange minutes. b. Attend special meetings. 3. Maintain a working relationship with Transfort's Handi- capped Accessibility Program. 4. Develop a mechanism to increase awareness of available acces- sible housing. a. Communicate with realtors, contractors, and appropriate city departments to obtain information. b. Post information at various agencies. c. Print information in Handicapped Newsletter. 5. Provide a team to assist with the City's Building Inspection Department with final accessible walk-throughs. 6. Participate in building plans review on an on -call basis. - 2 -
