June 13, 1988
Chair person Judy Siefke called the meeting of the Commission on Dis-
ability to order at 6:40 p.m., in the C.I.C. Room, City Hall West, 300
LaPorte Avenue.
Members Present: Charlotte Kanode, Carol Rice, Heather
Heafer, Judy Siefke, Shirley Reichen-
bach, Helen Barr, Arne Andersen.
Members Absent: Nancy Jackson, Bobbie Guye, Marilyn
Maxwell, Dianne Radford.
Staff Present: Jackie Davis, Carmen Hollowell, Debra
Kaestner, Debbie Zeigler.
Guests: Craig Foreman, Parks & Recreation.
APPROVAL OF MINUTES
COD members unanimously approved the minutes from the May 9, 1988
meeting as written.
NEW BUSINESS
Jackie Davis introduced Debra Kaestner and Debbie Zeigler from the
Building Permits and Inspection Division as the new staff liaison for
the COD.
FISHING PIER

Craig Foreman with the Planning and Development Division of Parks and
Recreation came to the COD meeting to share up -coming projects. He
described the handicap fishing pier that is being built at Sheldon
Lake. This project was planned about two years ago, but lack of fund-
ing delayed it. Starting the first week in July, the Lions Club will
build a pier extending 40 feet into the lake at the west end where the
canal is. There will be handicap parking off Mulberry and the pier
will handle about 15 to 20 people. The pier will be designated for
the handicapped but it won't be restricted unless a problem arises
later. There will be quite a bit of publicity on the pier. Mr.
Foreman said that they hope to build similar piers at Prospect Ponds
or other area ponds at a later date.

TROUTMAN PARK AND OVERLAND PARK
Mr. Foreman asked the Commission for critiques on Troutman Park and
Overland Park. These parks are the newest innovation in park planning
and a lot of consideration was given to accessibility. He asked for
any suggestions that the Commission might have.
BIKE TRAIL AT COLLEGE & SPRINGCREEK
Parks and Recreation will be putting the bike trail under the bridge
at College and Springcreek. It will be a 10 foot wide path that will
swing up to Johnson Drive. On the east side it will come out at the
tall trees and on the back side of the curb, onto Remington to the
fire station parking lot. Under the bridge there will be handrail.
Commission members asked if the rail could run all the way up the 8%
grade. Craig Foreman said, yes, it could still be designed as it is
in the planning stage. The trail will be done in September or Octo-
ber. Eventually North College bike trail will go over the railroad
tracks, but not for several years.
OLD BUSINESS
Parking Enforcement
Jackie Davis handed out booklets on handicapped parking enforcement
that she received from the City of Colorado Springs Police Department
and Broward County, Florida Sheriff's Office. (Copies are attached to
the minutes.) Colorado Springs said that they haven't had the program
long enough°to evaluate it, but so far they have not had any problems
with enforcement. One thing that worried about was encountering a
person that has been drinking too much and finds someone putting a
ticket on his car. They worried that this person might be inclined to
hit the person in the wheelchair. But to date they haven't had any
problems with this. They have actually had that scenario, but the
ticketed person backed off and didn't cause a disturbance. A task
force was developed consisting of Police and disabled citizens to
develop this system and over -see it. Loveland had a similar system
several years ago, but had several problems. It. -was suggested that
the Commission contact the Chief of Police in Loveland and find out
what happened. Colorado Springs P.D. felt that the program took a lot
of the stress away from the police force. It is a serious issue but a
low priority compared to murder, theft and'rape. Carol Rice and Shir-
ley Reichenbach will be a sub -committee and take the plan to the
Police Department and Traffic Enforcement.

Breakfast 1
The breakfast is coming up in a few months. Debbie Zeigler will look
up past committees in the October minutes. -Some of the committees
that came to mind during the meeting were as follows: Food; Awards
Program; Simulations; Hosting.

Shirley Reichenbach met with Jackie Davis and Jane Davis of the
Library. They are going to investigate and implement five or ten min-
ute parking spaces adjacent to the handicap parking. If they ever add
another handicap parking space in the front, they will have two on
each side of the curb cut.
Arne Anderson said he would like to have a public awareness exhibit in
Old Town at the same time as another event that draws crowds. Possi-
bly having people use wheelchairs on obstacle courses and have Colum-
bine Cable video tape it and show it at the breakfast. He will call
Old Town and get a schedule.
ABRF Update
Jackie Davis said that there were only two projects. Respite Care,
Inc., 400 N. Wood, bathroom remodel on the second floor. Only acces-
sible bathroom was on the first floor. No estimate on that project to
date. Pat Weedum, 1526 Mathews - Wheelchair Ramp - Application Sta-
tus - Pending, Project Status - Pending.
