COMMISSION ON DISABILITY
September 12, 1988
Co -Chairman Carol Rice called the meeting of the Commission on Disability
to order at 6:30 p.m., in the C.I.C. Room, City Hall West, 300 Laporte
Avenue.

APPROVAL OF MINUTES
The minutes of the August 8, 1988 meeting were approved as written.
GENERAL BUSINESS
Before the Commission began on agenda items, citizen Jerry Getlin asked
to appear to voice a complaint. Mr. Getlin told about an experience he
had at the King Soopers on South College Avenue. He has a heart condi-
tion that requires he have oxygen with him at all times. He tires easily
walking for any distance. He had picked up his groceries and went to the
line that was marked for handicapped people. Other people without dis-
abilities were standing in line. He asked them to let him go first
because he was disabled and an altercation took place. Mr. Getlin was
very angry and demanded that the commission pass laws that say only han-
dicapped people can be serviced in these isles. He also asked that the
commission investigate the fact that his civil rights had been violated.
The commission explained to him that it was not within their jurisdiction
to make laws. They are an advisory board to the Fort Collins City Coun-
cil. Commission members expressed their surprise at any negative action
that King Sooper employees had taken. All commission members have
experienced a great deal of cooperation from that particular store. The
store has recently started providing carts for the handicapped and any
employee of the store is happy to go along with you to reach items on
higher shelves. They informed him that Albertsons provided the same
service but does not have the carts.
Mr. Getlin was outraged and said that he did not want help and questioned
why the Commission was even there if they couldn't make laws that would
help the handicapped. He was so angry that he left the meeting without
listening to any of the commissions suggestions or explanations.

OLD BUSINESS
Mayor's Awards Breakfast - Simulations for Oktoberfest were discussed and
it was decided to use slides instead of a video because of the large
crowd, viewing would be a problem. Debra Kaestner and Arne Andersen will
set up simulations from 11:00 to 12.00 on September 24th. The simula-
tions are scheduled to run from 1:00 to 4:00. Carol Rice, Shirley
Reichenbach and Arne will be there all afternoon. We will schedule
everyone else at the next meeting. Arne will make a banner for the
event. It was decided to keep it simple to decrease the chance of inju-
ries. Shirley explained that there will be a fishbowl and people will
draw a disability out of it and then proceed to that event. Titles of
the events are: Touring Fort Collins, Need a Hand, For Your Eyes Only,
Slide Over Please, The Price is Right. Two wheelchairs will be needed.
Four roles of sod have been donated. There will be a threshold, ramp and
carpeting which have also been donated. Debbie Zeigler will pick up the
sod at Greenlawn Sod, 2808 NE Frontage Road - Contact Harlen Horst at
482-6574.
Awards - There hasn't been anyone pick up nomination forms yet. Helen
Barr talked to Bobbi Guye and she said that usually comes together after
all anouncements are out.
Program - Debbie Zeigler got a list of the companies donating to the
breakfast for the program and it was decided who the presenters would be.
Food - Shirley Reichenbach listed all of the food that has been donated
and expressed concern that there might not be enough quiche. Helen Barr
suggested calling Southwest Trail and Toppers. Shirley will have lists
for everyone at the October 3rd meeting showing where to pick up food
donations the night of October 6th. The Square said that we can use the
refrigerator there if we arrive after 8:30 p.m..
Guest List and Invitations - Debbie Zeigler passed out invitations and
said that the envelopes are addressed and they will be sent out on the
13th of September. We added Judy Siefke and Charlotte Kanode to the
list.
Publicity - Helen Barr said that she had finally heard the announcements
but thought that it would be a good idea for someone to call Will Huett
at KIMN Talk Show and give the event some advertisement. Carol Rice said
that she would call. We will have a press release after the breakfast to
congratulate the award recipients.
Transportation - Care -A -Van starts running at 7:00 a.m. but it will be
hard to get a seat at that time. Debbie Zeigler called Marje Walsh and
she said that they would make Care -A -Van available for Oktoberfest from
1:00 p.m. to 4:00 p.m.. Any calls or requests for advertisement to that
effect should be directed to the dispatcher.
Parking Enforcement - Shirley and Carol will get with Loren Maxey after
the breakfast and see about increasing the fine for people who park in

handicap spaces before they tackle having a parking enforcement team.
Fiddlers Green Update - Carol Rice went to a concert and was extremely
impressed. There is a special section for the handicapped and their
families. There is an attendant in this area who helps with anything you
need from getting drinks for you, helping you to the restrooms at inter-
mission, to providing you with plastic to protect yourself and wheelchair
during rain storms. It is easy to get into and the parking is good. She
recommended it to everyone.
NEW BUSINESS
Correspondence - All of the correspondence was passed out. Commission
members will read and ask questions at next meeting. Shirley asked if
anyone was going to the Atlantis Community meeting. She would like to go
if anyone is interested.
Wilderness on Wheels - Shirley brought pictures and told the commission
about her camping trip to this area. It has an accessible bath house,
platforms off the ground for tents that are wheelchair height, picnic
tables that your chair will fit under and grills that are easy to reach
in a wheel chair. There is a boardwalk that extends into the forest
about 1/4 of a mile. They hope to extend it to seven miles. She recom-
mends it to all.
October Meeting - The October meeting has been changed to Monday, October
3, 1988 at the CDBG Office at 200 W. Mountain at 6:30 p.m.. Parking is
available at the back of the building and you can enter through the rear
door.
