HomeMy WebLinkAboutCommission On Disability - Minutes - 01/09/1989COMMISSION ON DISABILITY Minutes January 9, 1989 Co -Chairman Arne Andersen called the meeting of the Commission on Dis- ability to order at 6:30 p.m., in the C.I.C. room, 300 LaPorte Avenue. MEMBERS PRESENT: MEMBERS ABSENT: STAFF PRESENT Helen Barr Arne Andersen Nancy Jackson Roy Beauchamp Shirley Reichenbach Heather Heafer Nancy Cisar Barbara Guye Carol Rice Marilyn Maxwell Noreen Kenny Debra Kaestner Debbie Zeigler APPROVAL OF MINUTES The minutes of the November 14th meeting were unanimously approved. OLD BUSINESS Debra Kaestner asked that all breakfast sub -committee members send any lists or information they may have on their sub -committee. When they are all received, we will begin a procedure manual on the Mayor's Award Breakfast. Helen Barr had her secretary type all of the nomination forms to give to the 1988 recipients. As a matter of practice, these comments will be given to each recipient at the breakfast. All recipients names were mentioned in the "applause" section of the Coloradoan. C.O.D. Vacancies - Five applications have been submitted to the City Clerk's office. Interviews had not been scheduled at this time. Helen Barr submitted her resignation. She moved outside the urban growth area. She told the commission that she had enjoyed working with everyone and that she might be moving back to the city limits in about six months and would consider re -applying at that time. Access Investigations - Fort Collins Housing Authority - Problems with the handicap parking space cannot be pointed out at this time because of the snow. Debra is still working on this with Jim Klein. She agrees that there is a problem with the landing but doesn't feel she can require them to reconstruct it. COD Minutes Page 2 Museum - The problem was no striping on the handicap parking behind the museum. There are two spaces in the front, but the closest accessible entrance is at the rear of the building. Nancy Jackson and Roy Beauchamp talked to the curator at the museum and he indicated that he had written a letter to Steve White in Facilities indicating all of the accessibility problems and suggested the commission try to get a copy of that letter and discuss it with Steve White. Path to Fishing Pier at City Park - Debra pointed out that new asphalt has been laid and the problem no longer exists. Bridge/ramp at Bryan and Oak - When the handicap ramp on the south side was established, they worked with existing terrain which has not made it a good situation. Dick Valdez in the Engineering Office asked if it would be better to eliminate the handicap sign and have people use the bike lanes and the north side of the bridge. Roy Beauchamp said it would be safer to eliminate the sign. Subway Shop on Lemay - A ramp has been installed and it works fine. Springfield Professional Park - Debra was sent there to check out the lack of handicap spaces. She didn't find any problem. There are twenty-two handicapped parking spaces in this development. All building have at least one space, with some having up to four spaces. Wal-Mart was sited with having problems with their striping of handicap spaces. They put a diagonal stripe next to the parking space that is supposed to be used for lifts or hoists on vans. People are not used to this area and park in these spaces. It was suggested that signage be placed designating "lift area". Roy brought up the fact that interna- tional color for handicapped is blue. He would like to see a movement towards using blue paint for striping. It was discussed and decided this would be a good project for 1989. NEW BUSINESS 1989 Goals - Parking Awareness Program How often are parking lots required to be restriped? Who regulates parking lots? Are parking lots required to shovel snow from lots? - Shirley suggested newsletter regarding snow removal on lots. Nancy will bring snow removal policy to next meeting. Peter Barnes as guest speaker on parking lot requirements. Are striping colors regulated. - Suggestion and Appreciation Forms for Businesses Roy Beauchamp will draft a card for everyone to look at COD Minutes Page 3 - Parking Enforcement Card ',ica and Shirley Reichenbach will aeet with Loren ,:awe;' regarding increasing fines or invoking community service Debbie will find out what neighboring cities charge for fines News Letter - Debra asked for explanation of COD's participation in the handicapped news letter published by Bobbi Guye. Nancy Jackson said that Bobbi is the editor and the city pays for two publications a year. Debbie Zeigler requested that the city receive a copy of the news letter and asked if Commission on Disability should receive a by-line since it is incurring part of the cost. Ramp Programs - '88 Ramp Program Completed '88 CDBG Ramp Program - will bid and be constructed in -89 -89 Ramp Program is funded and Dick Valdez would like the C.O.D. to suggest areas in the City right-of-way which need access ramps. OTHER BUSINESS Nancy Jackson drafted a letter to Poudre Valley Hospital regarding the lack of accessibility in the third floor rest room stalls. Debbie will type and have Arne Andersen sign before mailing. Debbie Zeigler said that members had forgotten to call Care -A -Van and cancel for the December meeting. Bobbi Guye is the only member who can- celed. It is each members responsibility to cancel and set up rides with Care -A -Van. Also Care -A -Van will be running February 5th for the Boards and Commissions Banquet. Members need to call dispatcher to make reser- vations. The meeting was adjourned. Respectfully submitted, Arne Andersen, Co -Chairman 6j6 /cam Debra Kaestner, Staff Liaison 11 MEMORANDUM TO: The Honorable Mayor and Members of the City Council FM: Debra Kaestner, Permit Supervisor DT: January 13, 1989 RE: 1988 Commission On Disability Annual Report Primary goals and objectives accomplished by the Commission on Disability (COD) in 1988 focused on promoting public awareness and enhancing specific areas of the community for citizens with disabilities. As an advisory board to the City Council and City Staff, the COD continued its role in verifying enforcement of accessibility to buildings, advocating accessibility improvements, review of existing and proposed access ramps and locations, and recommended appropriate directional signage for City facilities. In addition the COD has advised Parks and Recreation Planning and Development staff during the design and construction phases of park development. The COD held two public awareness events. The COD sponsored the Old Town Physical Challenge on September 24, 1988, during Oktoberfest. The purpose of the event was to enhance awareness by a series of disability related activities. The community interacted with the disabled while performing these simulations. The most intensive public awareness effort was the Annual Mayor's Awards Breakfast held on October 7, 1988. The breakfast was well attended and thirty local businesses donated food and items to stage the event. The Larimer County Humane Society received an award for employing people with disabilities. Sue Flint and Forest Luellen were honored for increasing public awareness, and Jim Griffin, Bud Kamrud, Neal Smyth and both McDonalds were recognized for improving quality of life. This years recipient of the Dorothy Lasley Memorial Award was Victor Beebe. In June of 1988 staff liaison and support was transferred from Community Development to Building Inspection.
