Shirley Reiduenbach asked for a change to the May minutes that world make them more easily understood regarding the placards. Debra Kaestner said that on the second page of the minutes, Carol Rice was concerned about accessibility at Hlevins, not Holtz. (Dick Valdez got two names for Carol to call at Fbudre R-1: the principal and the construction manager for P udre R-1. No further details were obtained.) Shirley Reiduenbach made a motion to approve the minutes of the May meeting with these changes. The motion was seconded and passed unanimously. Tickler File - Debra reported that the Marriott always has excises for why they haven't made the changes and continually ask for another mouth. Debra is workux with the inspectors and the Chief Building Official to decide if the contractor will be required to tear it out and install to eocle. Dave Siever talked to Facilities and they installed a handicap space next to the ramp. Lab a,y - Steve Sihite is working on changing the signage and the hardware. 281 N. College - Facilities and the architect have reviewed the feasibility of installing a ramp on the second floor. There are many obstacles to overcc mme and because it will not be a change of use and accessibility won't be required, that area of the seoond won't be accessible. Commission members asked if 504 would apply because it is a government building. 504 rules require programs be accessible. They do not require that every architectural barrier be eliminated, regardless of difficulty or cost. The emphasis is on making the program, as a Whole, accessible. • . - • . .. . .. Parking Enforcement - Debra explained that a copy of the memo to council is enclosed with each packet. Shirley said that she had tried to get in touch with Loren Maxey and he is on vacation. She and Carol wanted to get together with him to discuss the concepts of parking enforcement. 85% of the surveys have been returned and show that there are rnmmercus handicap spaces in Fort Collins. GYM volunteered to put data on computes and then Peter Barrress and Arms Fernan in the City Zoning office will determine whether the spaces are mandatory or voluntary. Commission members can lobby support from Council while waiting for a response. (Note: Council liaison has been transferred to Susan Kirkpatrick. Debra sent Susan copies of the Colorado Springs and Broward County programs at her request-) Debra had an announcement about a public infcrmmation meeting on July 11, 1989 at 6:30 p.m. at Northside Community Center. They will be discussing the North College Avenue trail c ins -sing. Businness Checklist - Roy's draft of a form to fill out and give to businesses telling them that their business is good for the handicapped to get around in or that there were problems that they wanted to bring to the owners attention was given to commission members. Debra asked what direction COD wished to take on this farm and asked for ideas to get it in final form. If City of Fort Collins or Cession on Disability is involved, approval will have to be given at a higher level for its use. Roy Beauchamp, who designed the form, told the Board that he had used this guideline at Wal-Mart (at their re%�), K-Mart, King Soepers, and Safeway to give information regarding accessibility. Many of the commission members liked the farm and thougint it would also he nice for the Building Inspection office to hand cut when asked what considerations should be given to accessibility. Shirley Reicihenbadn thought if Council doesn't like it, possibly Disabled Resources would back the project. Arne Andersen thought it was cumberscme, but would be a good educational tool. Heather Heafer didn't feel the City would want to take part in this form and suggested Shirley Reiclenbach bring it up at the Disabled Pascuree meeting and see what they thought of it. If not, possibly the Chamber of Commerce would help with it. NEW HDSINFSS Employee Develcpmenht will visit to talk abort disabled hired by the City. Minutes Page 3 Building Permit Plan Review - Debra Kaestnner will be happy to host sharing co miercial plan reviews with members of the commission to check for accessibil- ity. She asked that it be the same time and day every two weeks or once a month. It would be best to have two or three people (rnt necessarily m,.n;Gsion TMnbe*s) on the review cammittee. Shirley asked for a list of things that a plans analyst loop for when reviewing for accessibility be given to them before they get together. Debra said that she will set up meetings around 2 o'clock in the afternoon and notify those wishing to take part in it. Greg, Shirley and Lori. showed interest. Debra said another item at the last meeting was initiating final inspections by the aa, issim on commercial projects. A new supervisor of the inspectors will soon be hired and it will be discussed with him when he starts work. She will get back to everyone on that. Election of officers will take place in July. Arne Andersen will call and find out who is interested. A list of cammittees for the breakfast will be included in the minmrtes.
