Nancy Jackson pointed out the 5th paragraph on page 2 of the July minutes;
asking for a change saying the cmm;sGion would like to interface with plan-
ning, not Nancy personally. With that the minutes append change were unanimously
John Daggett, Transfort Manager, passed out information packets to the Com-
mission that included a work schedule for the Transportation Develcpnent
Program (TDP)/CSU Transit Study, the Transfort Mission objectives Statement,
TDP calendar and an information letter to oammanty human service agencies.
He en=aaged Commission members to attend the scheduled meetimgs that Will
be taking place. He also asked for a ma ber to attend Am= meetings to
review draft UP. It is a 7:00 a.m. meeting and he Will let everyone know if
their temporary attendance is approved. goy Beauchamp volunteered to
represent COD on the Ad Hoc Transportation C omnittee.
Parking Enforcement - Nancy Jackson had suggestions to change the "parkung
reminder" to make it educational instead of pZmitive. Everyone thought
Nancy's ideas were good and Debbie will make up a rough draft and bring it
to the next mee g.

Program Cm=ttee - Gary, Arne and Greg did not meet. The group stressed
how iUPCrtant it was for then to start on the program and offered suggestions
such as having schools draw pictures stowing how Fort Collins is accessible,
an obstacle course for Scout Troop, and Nancy Jackson also suggested calling
Patty Sanchez at Cache la P udre Junior High and see if she would like to .
involve her Hone Economics classes. In the past she has taught a section on
disability. Greg will oohtact Arne and get started.
Guest List - Shirley is turning most of the guest list preparation over to
Debbie Zeigler. Shirley is unfamiliar with names of people on Boards and
Camnisslons and will meet with Debbie at a later time to go over it. Invita-
tions will be sent to the media this year. Last year's recipients will also be
invited.
Invitations - They will be the same as last year and will be sent out one
month before. They will go the printer Imra9iately.
Food - Rainbow bid $4.00/ea.
Cuisine, Cuisine - each item prices separately - cost too much
Golden Fear - $3.50/ea.
SUzanmes - $1.75/ea.
budgetMus th breakfast is being funded cut of the City Manager's budget and
been set up for the 1990 breakfast also. Shirley will try to get
more details out of aman nes showing what her breakfast would include and
then a decision will be made.
Publicity - Nancy Jackson turned in an outline that she and Bobbie Gaye made
up. Publicity announcements on wihere to pick up award recipient nomination
farms needs to go out right away.
Awards - Procedures and forms to nnri. Debbie will get them ready im wdi-
ately for the public to pick up, with a deadline for submitting of September
15, 1989.
Debbie Zeigler will verify that the Mayor has the breakfast date on his
calendar. Verified.
Transportation - Roy will call Care -A Van to alert them to schedule a driver
for October 6 beginning at 6:00 a.m..

Shirley reported that they reviewed the Opera Galleria at 149 N. College and
Phar-Mor at 4106 S. College. Greg reported that the placing of the handicap
Parking spaces does rot make sense at the Phar-Mor store. The spaces are
located at the far end of the parking lot. Debra said there is no way to

change this because it was done in the P.U.D. process and has already been
approved. Greg reported that after the meeting he went to see Tom Petersen
and asked if there was anyway the C3 missicn on Disability could be involved
in the P.U.D. process so that these things could be noted before approval. Mr.
Petersen told him that there was no place in the planning process for the
oamissicn.
Greg asked that the railroad crossing at Horsetooth and Mason be added to the
tickler file. Jim Underwood is the person to contact about the pedestrian
crossing but he will not return the calls.
Marriott - Shirley called and talked to Tracy. The material for extending the
stalls is in Denver and they arewaiting for delivery. Dana, from the Mar,
riott, called Debra and confirmed this.
Shirley got an address to write to K-Mart about striping their parking lot.
lacy Beaudmp said it wasn't a good address and he had a better one. He
will draft a letter and Debbie will type and send.
Western Sizzlin finished their restroaffi, but no one has checked then yet.
May D & F - accessible and works but no sigtage for disabled to find the
nestroom. It was pointed out that there is no signage directing for the
norrbandicapped either. The northwest ramp is too steep, but the northeast
ramp is goal.
Tire Iarimer Comity Courthouse installed a certain on the accessible stall. A
control is on the inside and Roy Beauchamp said it seems to work well. He
said the ramp on the Mental Health buildiq is bad and he's been talking to
rariner sty facilities about it.
Wal-Mart will be putting up backboards similar to King Soopers in front of
their parking --paces.
C mient was made regarding the Underpass on south Cbllege for the bike path.
The people that attended the opening ceramny thought it was great.
Greg asked about follow-up on the survey. Zoning needs to look at the survey
and mark whidi ones are legal vs. volunteer.

Bobbie Qr a had written a letter addressing the reason for missing meetings.
After disaission the C<nmission voted to ask Bobbie to resign and re -apply
when she would have more time to devote to the DOD. It was the general
conncensus that a majority of members is needed at each meeting. Decision was
also made to write Carol Rice asking if she is still interested in being on the
mission and if not to please turn in her resignation for the same reason as
stated above.

TRANSFORT
MISSION STATEMENT
The Mission of Transfort is to provide mobility as a public service to the citizens of Fort
Collins according to the following fundamental principles:
1. Transfort will meet current and future needs of the transportation dependent -
this group includes the elderly, physically and mentally disabled, and all other
members of the general public who have travel or mobility limitations.
2. Transfort will provide a market -driven system consistent with available resources,
recognizing the appropriate services may be supplied by various methods and/or
agencies.
OBJECTIVES
o Develop a transportation system which emphasizes innovation, coordination, and
improvement of existing services.
o Provide transportation to employment and shopping areas; medical and educational
facilities; senior citizen and minority housing areas; and to other major civic activities
according to demand.
o Provide those services which maximize ridership within available financial resources.
o Monitor performance and analyze cost ensuring the proper service is used to meet the
need.
o Involve citizens, City Council, and management in changing policies, planning and
operating procedures, and institutional relationships.
o Coordinate planning with Colorado State University to insure the transportation impacts
of the students and staff are examined.
o Support a variety of alternative methods of transportation to reduce peak period travel
by single occupant autos and to reduce air pollution.
o Investigate the use of alternative fuels which have the potential of reducing air pollution
and lessening the dependency on fossil fuels.

Dear ^ F1 ^ ;
I am writing you to let you know that the City of Fort Collins is embarking on a study of importance to citizens in the
community. Transfort, the City's transit division, will be preparing a new five-year plan for transit services (bus service, senior
and disabled transportation, carpooling, etc.) in the Fort Collins area during the next four months. The plan is known as
the Transportation Development Program (TDP) and will detail the types and kinds of transit services available in the City
over the next five years.
The TDP is being developed in the context of the City's Strategic Plan/Mission for the Transfort Division. A copy has been
attached for your review. The Strategic Plan was brought before City Council in April of this year.
The City recently awarded a bid to TDA Colorado, Inc. of Denver to prepare the new TDP and the firm has begun work
collecting data from many sources. It is, however, very difficult to include all those who might be interested or effected by
the plan, so I am asking for you help to ensure that all voices will be heard and that all transit needs are assessed during
the study.
Please consider this a formal request for your input and invo vement in preparing this new five-year plan. There are several
scheduled events which are planned to give you ample opportunity to provide the consulting team with your information
or concerns. The events include public hearings/forums during the course of the development of the plan. But we would like
you to feel free to contact City staff directly if you have questions, concerns, or comments about the process or the plan.
Please contact me at 221-6851 directly and I will assist you with your needs. We will also be sending out updates periodically
to keep you informed of the developments of the new five-year plan.
The new TDP will provide the basis for both future planning and funding of transit projects. Transit projects currently
include 1) the fixed -route bus system (Transfort), 2) transit services to both seniors and the disabled which are purchased
through Care -A -Van, Inc. and provided by both Care -A -Van and the SAINT Program, and 3) a carpool matching program
for both the City and northern Colorado (Commuter Pool). These are not necessarily the projects which will be included
in the new plan, but they are likely to be continued. New transit projects or programs can also be added at this time, but
it is essential that they be included in the new TDP. (Note: transit projects eligible for federal funding are those which serve
the public and fit the definition of "mass transportation.")

III. Mayor's Award's Breakfast Announcement
A. Obtain confirmation from Guest List Committee whether invitational
tickets will be issued to the general public including the number of

Breakfast to encourage public's participation.
B. If general public isn't invited to this year's event, attempt to
obtain press coverage at Pre -Breakfast Event with story prepared by
newspapers (including pictures) announcing the Mayor's Award's Breakfast.
C. Retain copy of coverage for COD's file.
D. Consider utilizing Columbine Cablevision for a Pre -Breakfast interview/
discussion of specific COD members to explain the purpose of the event.
1. If art contest is used this year, include children to explain
their pictures "How is Fort Collins Accessible".
2. If obstacle course is used this year for scouting organizations
only, have some of them explain their experiences with the obstacle
course.
IV. Post Breakfast Article
A. Prepare a press release thanking key people involved in the Breakfast
event and announcement of the winners of this year's awards and contests.
B. Explain purpose of event in press release and what it accomplished.
C. Make copy of press release for COD's file.

COMMISSION HOSTS AWARDS BREAKFAST
The Commission On Disability will host its Annual Mayor's Awards Breakfast
from 7:00 to 9:00 A.M. on Friday, October 7, 1988, in the Forum Room at the Square,
3500 S. College, to coincide with the National Employ The Handicapped Week.
Community awards will be presented to individuals, business enterprises,
organizations or agencies having . exhibited outstanding dedication to persons with
disabilities in the areas of employment, increasing public awareness or improving
their quality of life.
A special recognition, the Dorothy Lasley Award, will also be bestowed upon
an individual with handicaps, who best exemplifies the indomitable spirit of
Dorothy in promoting equal opportunities in every aspect of their community.
The Commission On Disability functions as an advisory body to the Fort Col-
lins City Council on issues concerning the handicapped community, and meets on
the second Monday of each month at 6:30 P.M. in the CIC Room of the City Hall
West, 300 W. LaPorte Ave. Visitors are always welcome and new members are en-
couraged. For added information, call 221-6760.

Dear Commission Members:
It is with much regret that I have missed so many meetings of the Commission On
Disability during the past few months. However, it has been mainly due to either
bad weather or a conflicting schedule.
Unfortunately, the Front Range Exceptional Equestrians program, which I "master
mind" is having classes on Monday nights this year instead of Tuesday nights as
before, and although there are times I don't need to attend, when I do it is of-
ten on COD meeting night. This situation will continue thru November 13, another
COD meeting night.
As my schedule stands now, I can only attend the October and December COD meet-
ings for the rest of this year, although I will gladly help with anything con-
cerning the breakfast or other areas where I might contribute. At any rate, I
will make every effort to complete my term, which expires on July 1, 1990.
Please let me know if you consider my explanation as excused absences or would
you prefer that I resign so you can replace me with someone who can attend more
regularly. I will abide by your decision.
