A suggestion was made to prepare a simulation type program for May 1990 during barrier awareness week. Regarding the 1989 breakfast; the only negative comments were lack of media coverage and attention and the poor quality of the catering. Suggestions for improving the awards cere- mony include: Present the awards in frames; Prepare a program that identi- fies the council liaison and previous Dorothy tasley award recipients, --as well as description of the award. Handicap Parking Reminders - A motion was passed to have staff prepare a rough draft now that all comments have been received. The full scale rough draft should be ready for the January COD meeting. Work to be completed on the project includes: Develop a program for use of the reminders; Get the approval from City Council to have the reminders printed and used; Develop a recording system for those who leave a reminder on illegally parked vehicles. The recording system should indicate the parking space,'time, license plate, etc. Using the data an analysis of the impact of the program could be determined. 11 COD Minutes November 13, 1989 Page 2 Tickler File - McDonalds at 2401 S. College - Debra has spoken to managers regarding striping the access ramp so that cars parked in the adjacent spaces will park clear of the ramp. McDonalds will look into doing this. Marriott at 350 E. Horsetooth - The extension of the women's water closet compartment is under construction as of 11-6-89. Larimer County Courthouse - The women's toilet compartment in the acces- sible restroom has been completed with an automatic curtain to allow for clearance in front of the water closet. Disabled American Veterans at 1311 S. College - The hole in the handicap ramp on the north side of the building as been repaired. The handicapped parking spaces and sidewalk ramp are volunteer and not required by the PUD which was approved in 1974. Dr. Davis at 1025-27 Garfield - The building does not have a curb cut or handicapped parking spaces. The PUD was approved in 1977 and there is none required. Dr. O'Hallaran at 1020 Luke Street - The access ramp has a dangerous dip in it. Debra will check it. The Square at 3500 S. College - The access ramp on the north side has a dangerous dip in it also. Debra will check it. NEW BUSINESS By-law change - A motion was made and approved to change section F-1. of the COD by-laws. The approved motion was to hold the meeting during normal business hours. The time was left open to be determined by Heather after she checks her spring class schedule for conflicts. ( Note: Heather phoned on 11-15-89, and 1:00 to 3:00 p.m. is good for her. ) Other by-law issues were discussed. Do the COD by-laws need to define a quorum for meetings since we are not a decision making body. A discussion then ensued regarding the lack of attendance at COD meetings by members. Susan Kirkpatrick, City Council Liaison, has instructed COD to overlook the attendance policy in the boards and commissions manual. This creates a "catch-22"— for COD -.- There is a regular group of members who attend meetings and do the work; who would like to see an infusion.of new enthusiasm. City clerks office will accept applications but does not advertise for applications unless there are openings. Additionally, the City Clerk's office purges the application files annually and notifies the applicant should they want to re -apply. Because there are no openings there are no applicants. Because there are no applicants there is no need to clean house of members who do not attend. Because there is no house cleaning there are no openings and attendance remains low and a few people do most of the work. Staff was instructed to bring this to the attention of Susan Kirkpatrick. There will be further discussion of by-laws at the next meeting and members should be prepared by reading the by-laws. COD Minutes November 13, 1989 Page 3 1990 Workplan - The draft workplan enclosed with the agenda was discussed. Staff was instructed to submit that plan with the following additions: NOD award and pursue sponsoring an event in May in conjunction with Barrier Free Week. NOD Award - The National Organization on Disabilities, which the City of Fort Collins is a member, has�sent out a request for award applicants. This is an annual cash award to encourage local initiative to improve the lives of people with disabilities. A motion was made and passed to form a COD sub -committee to review the application requirements and possibly apply for an award. Roy, Lori, Shirley and Nancy Jackson volunteered. Johnie Pearson, of the City Managers office, will be asked to help with the appli- cation. Foothills Fashion Mall - Janet Jones of FFM management office contacted Debra because she wants a few volunteers from COD to help her identify and fix accessibility problems at the mall. Roy, Lori, Nancy J. and Angela Byrne volunteered. Debra will contact Janet and give her these names and phone numbers and Janet will coordinate the meetings. OTHER BUSINESS Plan Review - The plan review sub -committee met on October 25 and reviewed the remodel of Bissetti's and the new Weberg Furniture store. No signifi- cant problems were found. There will be no plan review meeting on November 22. The next meeting will be December 20. Fishing Pier - Dedication of the Handicapped Accessible Fishing Pier at Sheldon Lake will take place at 4:00 p.m. on Tuesday November 14, 1989. CDBG, ABRP, and Engineering ramp program reports were attached to the agenda but not discussed at the meeting. NO KETING IN DECEMBER NEXT,KETIN6 JMARY 8, 1990, 1:00 TO 3:00 P.M.
