OLD BUSINESS Nancy Jackson stated that as of January 1, 1990, the Motor Vehicle Department requires $1.00 processing fee for placards and they are renewable every three years. There is also a form that will require a doctors signature. (Copies of motor vehicle application form and bulletin are attached.) Debra reminded everyone that a decision had not been made yet on how to log the use of parking reminders. It was decided information should be noted such as - license number, where and when the reminder was issued, and by whom. Parking reminders have been distributed for use to: COD members, DRS office, City of Fort Collins Parking Enforcement and building inspectors. Nancy Jackson had prepared a rough draft of a letter to Leadership Fort Collins. Debbie Zeigler will type it and bring it to the next meeting for everyones approval. NOD Award - The application notebook sent to Washington D.C. was passed around for everyone to view. Debra Kaestner, Shirley Reichenbach and Lori Gehricke were all recognized for the work that went into the application. Two guests were present: Angela Byrne and Dr. Nicholas DeCilla. Dr. DeCilla said he is from the Los Angeles area in California. He is currently working in Transition Services - Occupational Therapy department at C.S.U.. He was the vice-president of the L.A. Commission on Disability. COD Minutes February 12, 1990 Page 2 NEW BUSINESS Snow removal ordinance/removal volunteers - Nancy Jackson said the Volunteer Clearing House will send volunteers to shovel walks at your home if you aren't able. She will bring in all of the guidelines LCSI established. It includes snow depth. Businesses should be able to include these guidelines in snow removal contracts. Susan Kirkpatrick had asked COD to draft an ordinance for council to consider, requiring clearance at ramps and parking spaces within 24 hours of snow. Things that are being questioned are - enforcement? Who will do it? Diane Rehner has proposed a group of volunteers to remove snow at ramps and parking spaces, if a business had neglected it. The business would then be billed and the money would go toward Fort Collins accessibility. A snow removal sub -committee was established. It includes Nancy Jackson, Arne Andersen, Shirley Reichenbach. The Handicapped Awareness Week at CSU and Information Fair was discussed. It will be held Saturday, March 3 at Foothills Fashion Mall. COD will sponsor a booth. Members discussed schedule arrangements, the physical challenge and pictures that will be taken. Nancy is coordinating supplies and volunteers. Debra called Wayne Younger at LeRoy's Lock and Key and he will provide door hardware samples as before. Nancy may pick these up the week before March 3rd. Lori and Roy volunteered to take pictures for a display tentatively titled, "What is wrong with this picture?". OTHER BUSINESS Plan Review - Members looked at plans and found some bathroom changes that reported she and Debra went to 281 N Shirley could not get into the Building hitting the walls. Since construction was changed with no problem. She also towel fixtures, levers, and thought the College. Engineering reported the ramp sure it is better when the permanent o the handicap parking space should be rel o The CDBG report and the architectural barrier removal report are attached. Shirley Reichenbach reported on the UBC code change committee. Proposed changes include: turning radius in bathrooms, ramps during temporary construction, fire sprinklers in group homes, elevator call button height. i COD Minutes February 12, 1990 Page 3 Tickler File Update - Access on north side of The Square - New management was contacted and they will investigate patching the asphalt. Dr. O'Halloran's office - 1020 Luke - Users of the ramp should write their doctor and ask that they fix it. Debra will look at it again. Jefferson Grill - Portable ramp has been proposed by management. County Cork - Is a legal use but are receptive to change and may make part of the building accessible. Chesterfield, Bottomsly & Potts - is a CSU interior design class project. McDonalds on S. College - stripes - no one knew if it has been fixed. Marriott - no report. Blevins - still inaccessible. Larimer County Courthouse - Shirley will check in February. Group Home Ordinance discussion with Warren Jones of Poudre Fire Authority. Warren would like the city to adopt the Appendix Chapter 12 Division II of the 1988 UBC which creates an R-4 occupancy for group homes that have 6 to 16 residents who are ambulatory and are together because of a common medical or mental disorder. It would specify exiting, smoke detectors, alarms and may be locally amended to require fire sprinklers. It would not effect the zoning requirements. Although it would add to the initial construction costs to install fire sprinklers, PFA feels it would definitely save lives. He asked the commission to think about this and get any comments to him. Debra Kaestner announced that David Herrera will be at the March meeting. He is with the Housing Authority. The meeting was adjourned. Applicants with permanent disabilities, as specified by a physician or the Director of the Division of Rehabilitation, qualify for the following options: Handicap license plates - applicant's name must appear as the owner or the co-owner of the vehicle the plates will be registered to. 2. Handicap parking placard - may be used in any vehicle the applicant is a passenger or driver of. Cost is $1.00 per placard. A restriction of one set of license plates and/or one parking placard per applicant is imposed. B. Applicants with temporary disabilities, as specified by a physician or the Director of the Division of Rehabilitation, qualify for the following option - 42-4-1109 (2.5): A 90-day temporary handicap parking placard. This option may continually be renewed for additional 90- day periods upon re -submission of a written statement from a physician or the Director of the Division of Rehabilitation. Qualifying criteria are listed below. All criteria require certification by a person fully licensed to practice medicine in Colorado. Persons who cannot walk without the aid of another person, a dog guide, a companion dog, a walker, a cane, crutches, braces, prostheses, or a wheelchair. Persons who are mobility impaired by best corrected central visual acuity of 20/200 or less in the better eye as measured by the Snellen Test, OR persons who have central visual acuity better than 20/200 with a limitation of the field of vision such that the widest diameter of the visual field subtends an angle of 200 or less. Persons who are restricted by a pulmonary condition to the extent that the Arterial Oxygen Saturation, on room air, at rest, is 90% or less, or the patient desaturates to 90% or less on mild exercise, OR who use prescribed portable oxygen during the day. Persons who have a cardiac condition to the extent that the person's functional limitations are classified as class III or IV according to the standards of the New York Heart Association. Persons who have a disabilty that would be aggravated by walking 150 to 200 feet under normal environmental conditions to an extent that would be life threatening. Options Available Permanent license Plates Only - Mobility impaired person owns and drives a vehicle. • Submit a completed application in the name of the handicapped person. • Enclose a photocopy of the title or registration to the vehicle • Authorization for plates will be sent to the applicant. Permanent license Plates and Permanent Placard - Placard Fee $1.00 - If a person has an additional impairment which makes it impossible to hang a placard in a vehicle, they may have one set of plates for their vehicle, and a placard for use when they are driven by someone else. • Application procedure is the same as for license plates, except that the fee for the placard must accompany the application. Permanent Placard - Fee $1.00 - For permanently handicapped people who do not own , or who own more than one, vehicle. • Submit a completed application in the name of the handicapped person. • A permanent placard will be issued which is to be placed inside the vehicle when the handicapped person is riding. • The placard is movable from one vehicle to another. Temporary Placard - NO Fee - For people who are temporarily handicapped to the degree described on the front of the form. • Submit a completed application in the name of the handicapped person. • A 90 day temporary placard will be issued which is to be placed inside the vehicle when the handicapped person is riding.
