Eliminated the word "many" on the third page, 1st paragraph, referring to the number of accessible dwelling units the Housing Authority has. OLD BUSINESS Library parking and access - Debra Kaestner provided a copy of Rita Davis' work request, which is intended to enhance the parking and access in front of the Library. Snow Removal - Debra updated COD on staff action regarding snow removal from handicapped parking and access. 0 - COD sent a request to Council Liaison Susan Kirkpatrick to look into an ordinance for snow removal. 0 - Susan asked Jody Kole of the city manager's office to investigate the situation. 0 - Sub -committee is formed - the following people serve on this committee: Larry Schneider - Streets Andrea Reiger - Streets Tom Frazier - General Services Paul Eckman - Attorney's office Debra Kaestner - COD Staff Liaison Jody Kole - City Manager's Office t COD Minutes May 14, 1990 Page 2 A draft action plan was written and sent to Jody Kole for review. It proposes an active educational and informational program. The Street Department said before the snow season, they require contractors attend a class on snow removal. Brochures are given out at that time. It is proposed to draft a section for the brochure that would address parking lots and removal of snow from handicap parking spaces. This would also be a great time to show them our snow slides. It also proposes that COD create a seminar to show to service groups and businesses talking about snow removal and architectural barriers as a whole. All of this will have an effect on the 90-91 snow season. For documentation - take pictures in the exact same places as before and compare. If there is no progress, then look at an ordinance. Attorney, Paul Eckman said he would rather have fines assessed at that time instead of liens filed. All of this would, however, require a commitment from COD. Roy suggested the snow removal should be a separate seminar from architectural barriers. Lori disagreed, saying while you have a group together, go for it. Angela asked about help for snow removal from single family driveway, etc.. Ray Sanderson suggested she call Karen Hutchinson at DRS, the volunteer coordinator. NEW BUSINESS Debra reminded everyone that Building Inspection will be moving to 281 N. College as of May 21st. The next plan review meeting on June 6th at 2:00 p.m. will be at 281 N. College in the Building Inspection office. The Commission on Disability meeting on the filth of June will be held in the conference room near the elevator at 281 N. College. The building is located on the corner of Maple and N. College. Accessible parking is on Maple Street, access ramps are at the corner of Maple and N. College. The northeast entrance has an automatic door. New COD Members - Guests Ray Sanderson and Angela Byrne applied for vacant positions. There are currently four positions to fill. Bobbi Guye reached the end of her term; Gary Nation resigned; Carol Rice resigned; Nancy Cisar resigned. Other applicants for the commission are: Mark Fetter, Jeanne Morris, Alysa Stanton, Ross VanAmberg, Darcy Votipka and Mike Wilson. Interviews are being held this week with appointments on June 5th. New officers will be elected in July. A welcome letter has been drafted and will be sent to the new members. Accessible Housing Statistics - The April 26, 1990 variance request of the Building Review Board was discussed. A developer had come before the BRB to ask for relief from the law of requiring 1:7 COD Minutes May 15, 1990 Page 3 ratio for accessible housing units. Lori Gehricke, Roy Beauchamp, Bobbi Guye and Nancy Jackson were present at this meeting and spoke against the variance request. BRB members voiced displeasure at not receiving any hard statistics from either the COD or the architect that represented the builder. Nancy Jackson is now working on a list of available units and waiting lists at various apartments to have on hand in case another appeal comes to the BRB. Lori said her comments to the Board were aimed at condominiums, not apartments, therefore she felt she was ineffective. It was suggested Nancy Snow of the Civil Rights Commission might be able to provide some statistics. OTHER BUSINESS May review - PUD's, 281 ramp & signs Shirley, Lori and Greg went to 281 and recommended to Wendy Irving of City Facilities, areas where signage would be helpful. The signage should also have raised letters for braille users. The plan review committee showed the snow slides to Sherry Albertson -Clark, who is head of current planning in the Planning department. She has put COD plan review committee on the site plan review list and they will be receiving all submittals to review. COD now has a method to review PUD site plans. The committee looked at several at their last meeting. Craig Kitzman, Engineering, met with the plan review committee to discuss several options for improving the curb ramp at 281 N. College. CDBG REPORT Lori asked if the reports we get from Neighbor to Neighbor could have dates for each request showing when they were first put on the list. Debbie Zeigler will call and see if this can be accomplished. The question was raised as to COD input on the park where Kentucky Fried Chicken used to be. This brought up the question, are we in the flow chart for park planning review? Debra will check with Craig Foreman or Leslie Beckman. Angela had several requests - 1) She felt automatic doors were needed at Foothills Fashion Mall. Debra explained that there is one at the south entrance by the Food Court, one at the east entrance by J.C. Penneys and one is being installed with some current remodeling at the north entrance by Delfannies. 2) She was concerned about crossing Lemay between Drake and Swallow at Centennial. On Drake, the pedestrian button is in the island and not accessible. Everything at Swallow is accessible, but is south 11 • COD Minutes May 14, 1990 Page 4 of Centennial. She thought a light between the two streets would help. Debra explained the Traffic department probably wouldn't install another light when the Swallow light worked and was so close, and a crossing light too close to Drake would cause traffic to back up. Debra will check with Traffic about moving the pedestrian button to the corner so that a person does not have to get to the island to press the button. Roy Beauchamp visited the Sound Track store and said it is nicely accessible. Webergs had some isle problems but were happy to change them when Roy pointed them out. Shirley reminded everyone to keep track of the places parking reminders were handed out. The Black -Eyed Pea has added 3 spaces in their parking lot. K- Mart restriped and have 4 nicely striped spaces. There are problems with the Burger King ramp. Roy will be getting more information on those ramps and passing it on to us.
