Minutes - Regular Meeting - July 9, 1990

The minutes of the June 11, 1990 were unanimously approved.
Election of Officers -
Chairman - Shirley Reichenbach was elected by unanimous white
ballot for this office.
Vice -Chairman - Arne Anderson was elected by unanimous white ballot
for this office.
Member at Large - Nancy Jackson was elected by ballot for this
office. (Roy Beauchamp was also a candidate for this office.)
OLD BUSINESS
Newly elected Chairman Shirley Reichenbach discussed the purpose
of COD and detailed the goals of the commission. She also stated
that team building with other boards and commissions was on the
agenda for 1990. Shirley outlined projects the commission is
currently working on for the new members.
Snow Removal Action Plan -
Debra said she needed an endorsement from the commission on the
proposed action plan. Commission member Jackson made a motion to
accept the action plan as written. The motion was seconded by Greg
Funk. The action plan was approved.
Jody Kole with the city manager's office asked for a cover memo
stating why COD adopted this plan. It will be sent to all city
department heads.

Debra said she would show the snow removal slides to the new
members at the next meeting. Arne Andersen will chair the seminar
sub -committee. volunteers for this sub -committee are as follows:
Jeanne Morris, Mark Fetter, Nancy Jackson, Shirley Reichenbach.
The committee will put together a seminar on snow removal and
barrier awareness and write cover letters for snow removal
brochures, and public service announcements.
NEW BUSINESS
Mayor's Award Breakfast - Debra explained that the breakfast had
been eliminated because of lack of attendance and exposure to the
public. However, the awards will be continued and will be
presented at a city council meeting October 2. More public
exposure will be helpful to the cause. A proclamation will be
proposed designating October as National Disability Employment
Awareness Month.
She said the commission needs to start with a press release seeking
nominations. The nomination forms need to be updated. (Debra and
Debbie will do this.) Nomination forms need to be made available.

Shirley asked if there was a room available for a reception after
the Council meeting. Debra will check on that. The executive
committee will pick recipients. Jeanne Morris suggested we pick
five organizations that deal with disabilities and send
applications directly to them to increase the pool of applicants.
Also, a letter to the editor of the Coloradoan would be informative
for the public. The deadline for submitting nominations will be
September 3, 1990.
Debra will meet with city clerk about details of the awards
ceremony.
OTHER BUSINESS
Gary Nation's resignation letter was discussed. In it he asked
that the commission follow up with Employee Development for the
City of Fort Collins regarding statistics on how many handicapped
people are employed by the city. Debra called Jaime Mares and he
said the installation of their new computer has been delayed until
February 1991. Statistics will not be available until then.
Plan Review
Debra Kaestner explained the Planned Unit Development (PUD)
requirements and said Sherry Albertson -Clark of the city planning
office has added COD to the site plan routing list. COD members

will now be able to review these. The next plan review meeting
will be at 281 North College on Wednesday at 2:00 in the Building
Permits and Inspections office.
Ramp at 281 N. College - Tentatively the ramp will be installed on
the southeast corner. It will ramp to level area and ramp both
directions from that point. Mike Wilson said that would create a
bad situation for the blind, but a warning texture that can be
detected with a cane would be beneficial.
CDBG Report - No report this month.
Tickler File - Greg Funk said there is still no access at Palmer
Plaza and he is working with management to try and get one.
Library signs have been installed. Still working on the ramp at
Drake and Lemay and Stuart and College.
Nancy Jackson said she hasn't completed the letter to Susan
Kirkpatrick regarding support of using CDBG funds for the elevator
at city park center. She will work on that. She also reported on
progress by DRS gathering information about the number of
accessible units available in Fort Collins and waiting list
numbers.

GUIDELINES FOR THE AWARDS COMMITTEE
1. There has never been a limit to the number of awards issued
per category nor a requirement that says awards must be given
in every category. The 4 award categories are employment of
people with disabilities, persons who work to increase
community awareness about disabilities, improving the quality
of life for persons with disabilities, and the Dorothy Lasley
Memorial Award.*
2. The nomination forms and certificates should be reviewed for
needed revisions annually. After changes are made to the
forms (i.e. deadline dates, etc.) the Publicity Committee
needs to be notified immediately and preferably given copies
of the nomination information to refer to as they prepare
media announcements. (The Publicity Committee should forward
copies of media announcements to the Staff Liaison.) The
Staff Liaison needs to be notified immediately of any changes
on the certificates in order to place an order with the
printers.
3. The Awards Committee may want to restrict the number of
nominations submitted to a maximum of 3 per
person/agency/organization. This would eliminate receiving
large quantities of nominations and would encourage people to
select only top nominee candidates.
4. After the nomination forms are reviewed and selections made
by the Award's Committee, it is this committee's
responsibility to notify the people who made nominations
whether or not their nominees will receive awards. (If
letters are sent, the draft letters can be given to the Staff
Liaison to type on Commission on Disability letterhead
stationery.) It is particularly important that persons are
invited to the awards ceremony who have nominated people that
are award recipients.
5. The Staff Liaison needs to know immediately following the
selection of nominees the recipients' names and their award
category in order to print the award certificate and obtain
frames.
*The Dorothy Lasley Memorial Award has always been given to only
one recipient each year.
NOMINATIONS FOR ANNUAL MAYOR'S AWARDS
SPONSORED BY THE COMMISSION ON DISABILITY
1. Activities which are above and beyond an individual's normal
expectation or job description will be the criteria for consider-
ation.
2. Awards will be given in three categories:
a. Employment of persons with disabilities.
b. Persons who work to increase community awareness about dis-
abilities.
C. Improving the quality of life for persons with disabilities.
3. The recipient must have demonstrated commitment and involvement
with a Derson/persons who has/have a disability/disabilities.
4. Nominees must live within or be providing services to the disabled
community within the urban grown area of the City of Fort Collins.
5. Nominations are open to the public and may be submitted by indi-
viduals, employers, or organizations in the Fort Collins area. No
more than a total of three nominations may be submitted per per-
son/organization/or agency.
6. Deadline for entries is September 3, 1990.. Send completed appli-
cations to Commission on Disability, c/o City of Fort Collins,
Building Permits 5 Inspections, P.O. Box 580, Fort Collins, CO
80522.

NOMINATION FOR
DOROTHY LASLEY AWARD
Diagnosed at the age of two years as having juvenile rheumatoid
arthritis, which necessitated the use of a wheelchair for mobility and
later caused the loss of her eyesight, Dorothy Lasley worked tire-
lessly throughout her lifetime towards removing both architectural and
attitudinal barriers for citizens with disabilities. She was an
advocate for people with disabilities, donating countless volunteer
hours until her death in 1983. She worked tirelessly for equal
opportunities in employment, transportation, housing, education and
independent living.
Criteria for Award:
1. The nominee must be a person with a disability.
2. The nominee must be actively working toward increasing awareness
of the right of those with disabilities and improving their
quality of

nity through •voluntarism, organizational mem'oership and/or com-
munity leadership.
4. The person nominated must live within or be providing service to
the disabled community within the urban growth area of the City of
Fort Collins.
