The minutes of the September 10th meeting were unanimously
approved with the following changes: page 1, 3rd paragraph,
Poudre Valley should not be listed as having good accessibility,
although they do have good parking and page 1, 2nd paragraph add
"Arne's committee is still working on the press release,
presentation and utility billing letter".
OLD BUSINESS
Debra replayed a video tape of the Mayor's Awards that took place
at the Council Chambers, Tuesday, October 2, 1990. Awards went
to Lisa Staggs, Richard Nolte, Shirley Reichenbach, and Bill Way,
recipient of the Dorothy Lasley Memorial Award. A reception
followed the ceremony. Debra received a phone call from Mayor
Kirkpatrick concerning the success of the Awards ceremony. Debra
also wanted to thank Jeanne for suggesting and arranging for the
signer for the hearing impaired during the ceremony.
Arne asked that members take a copy of the draft snow removal
program home and proof read it. He would like any input members
may have in order to come up with a final draft to include with
these minutes, or to do a separate mailing. One suggestion was
to add "strollers" to the 2nd paragraph with wheelchairs, etc..
Nancy is working on a story for the "City News" included with the
utility bills and has a rough draft. Debra stated that a final
draft would need to be put together and then sent to the City
Managers office for editing & printing. The Public Service
announcements are written. Debra sent a copy to Andrea Rieger
and John Ruiz with Streets asking if it was okay to list Streets
as a contact.

Arne scheduled another meeting for the Snow Removal Committee,
3:30, Monday, October 15th at 281 N. College, Building Inspection
Conference Room. Debra suggested that Arne call Mark Fetter to
see if he will be taking slides or if he wishes to be involved.
Debra also asked Roy Beauchamp to think of some good examples of
access. Roy suggested "Soundtrack Warehouse" and "Amigos". Roy
mentioned the problem that exists when the sidewalks are blocked
by road construction signs. Debra stated that those jobs are
contracted out by the City and suggested sending a letter to the
Safety Barricade Co. to point out the problem they create and ask
them to amend this problem. Debra will draft a letter and check
with Engineering to see who the letters should go to. Arne asked
if there has been any response to the letters that were sent out
to the snow removal contractors? At this time, there has been no
response.
Roy Beauchamp asked who was the person to contact on curb cuts.
Debra stated it is Craig Kitzman with Engineering, 221-6605.
Shirley mentioned Parking Reminders and it was discussed as to
whether or not people were keeping a log. She suggested next
time the reminders are printed to alter the design to provide a
perforated section that can be ripped off to make it easier to
keep a log.
Nancy mentioned the fact that there is no handicap access ramp in
front of the handicap parking space located at the "Opera
Galleria". Steve Burkett was informed of the problem and made a
note of it. Debra will contact Craig Kitzman.
NEW BUSINESS
Senior Citizen Center Project input forms were passed out.
Jeanne is serving on a committee to gather input for disability
related groups and is requesting these forms be completed by COD
members and returned to her no later than October 26. She will
compile them and pass them on to Jean Helburg, Recreation Manager
for the City.
Shirley has not yet received notice from NOD concerning this
years NOD Award. It was discussed as to whether or not COD would
like to apply this year, the 2 categories available being Total
Achievement Award and Project Award. Shirley suggested that the
Snow Removal Program might be a good NOD Award nominee. The
application would need to be in by the end of January (last years
deadline). Greg stated that it would be much simpler to focus on
1 project. Nancy stated that Loveland had included information
on COD's Snow Removal Project in their last

set of minutes and that they were very interested in the project.
Heather mentioned that C.S.U. has a program for snow removal for
elderly and handicapped. Roy suggested that the City News story
might include information on who to contact for individual snow
removal.
Arne discussed the Building Review Board meeting of September
27th concerning the variance for handicap accessible units at
Fort Ram Village. The state law states 1 in 7 units in a
multiple family project should be accessible. The applicants
were granted a variance to have 1 in 14, claiming it was a
hardship for them to have more accessible units as they rented
mostly to C.S.U. students and it was harder to rent an accessible
unit. Arne stated the applicants statistics and information were
not accurate and COD will probably file an appeal. Members
discussed the hardships claimed in the variance. Arne questioned
whether or not the trouble should be taken to file an appeal.
Shirley felt strongly that it should be done, if nothing else for
documentation purposes. Lori and Arne discussed possible
discrimination of the handicapped by Fort Ram. Shirley told of
her dealings with the leasing office at Fort Ram and how she was
not given any information after asking about handicap accessible
units. Nancy commented that if the appeal is reversed she would
not recommend that the applicant have to make up for past units
that were not made accessible, but to make it more dispersed
within the project.
Debra spoke about Cable 27 programming. She suggested doing the
Snow Removal slide show and seminar in front of the Cable 27
programmers and ask them to turn it into a short video to be
broadcast for the public. Debra wanted COD members to think
about it and she would send a memo to Cable 27 concerning this
idea.
Nancy commented on her idea of possibly getting nametags for COD
members to use at presentations, etc.. She also suggested that
they need to make City Council more aware of handicapped persons
needs concerning housing, etc. and that it might be a good idea
to have people with disabilities go to the council meetings to
voice their concerns. She handed out a flier from Fort Collins
area United Way concerning town meetings that will be held for
people to voice their opinions on human service issues. Shirley
will be attending the October 17th meeting at Rocky Mountain
High.
PLAN REVIEW
Greg discussed the plan review meetings of September and October.
The September meeting included: Foothills Auto Plaza, 3835 S.

College, Clarendon Hills Sub., Southridge Greens P.U.D.,
Horsetooth Commons, 3501 S. Shields, 1600 Specht Pt. Dr., and
Faith Evangelical Free Church. The problems identified were no
access ramps and handicap parking placement. The October meeting
included 1600 Specht Pt. again and concerned moving the handicap
ramp. Checker Auto Parts, 4100 S. College was also discussed and
a problem with the ramp for the parking space was found. Dollar
Rent a Car was reviewed and was determined to have a problem with
the handicap sign and also needed a handicap ramp. The next Plan
Review meeting is scheduled for November 8th.
Shirley questioned if it would be possible to send a letter to
local architects about recurring problems with handicap access on
plans and how to improve that. Debra suggested contacting Sherry
Albertson -Clark in planning to get her input concerning this.
Debra will invite Sherry to the November 8th Plan Review meeting.
TICKLER FILE
Drake & Lemay Intersection - Angela had concerns over the island
located in the right turning lane at northbound Lemay Avenue.
The island does not have a flat surface which makes it difficult
to balance a wheelchair on it. State traffic code makes it
necessary for the sidewalk to be at that location. It was
suggested that Angela use the Swallow & Drake intersection as a
crossing point instead. Debra would like her feedback after
using this. Members discussed other ways of resolving this
problem which Debra will bring up with Rita Davis.
Mini Mart, 1801 N. College - The manager asked Debra to write
them a letter concerning the concrete bollards and having them
removed. The P.U.D. site plan requires providing handicap
access.
Pic-N-Save - They have improved their handicap parking spaces by
changing the 4 original parking spaces into 2 bigger spaces.
1730 S. College, California Suites - There is no handicap ramp on
the premises. Debra will see if the site plan shows a ramp.
(Note: Debra checked the site plan after the meeting and no ramp
was required).
Homedco - Angela voiced concerns over their phones not working
properly, making it hard for her to place an order for delivery.

The next regular meeting of COD will be held on the second
Monday, November 12.
