SPECIAL MEETING MINUTES

Board Members Present: Denise Rogers, Michelle Jacobs, Kevin Brinkman, Pete
Tippett, and Jon Fairchild. Kay Rios delivered her comments in person prior to the
meeting.

Council Members Present: None.
Guests: None.
The September 15, 2005 special meeting was held to develop recommendations to
the Community Development Block Grant Commission regarding funding for CDBG,
HOME, and Affordable Housing projects listed in the Fall Competitive Process.
Denise Rogers called the meeting to order with a quorum present at 5 p.m.
The following seven applications were considered by the Board: HO-1: Supportive
Housing Development, HO-2: Home Buyer Assistance Program, HO-3: Larimer
County Home Improvement Program, HO-4: Fort Collins Housing Authority Village
on Cowan, HO-5: Fort Collins Housing Authority Village on Plum, HO-6: Willox
Lane Affordable Housing, HO-7: Neighbor to Neighbor Crabtree Apartments Rehab.
HO-1: Supportive Housing Development was given a ranking of 1 and 2 by
Michelle Jacobs and Denise Rogers, respectively. Ms. Jacobs and Ms. Rogers both
felt the project would serve an underrepresented segment of the population by
providing accessible housing. Other Board members ranked the project lower due
to their concerns that the Harmony Road location would limit marketability and
transportation options.
The project had an overall ranking of 4 at the beginning of the meeting. Ms. Jacobs
and Ms. Rogers felt that the relatively low ranking could give the impression that
the City and the Affordable Housing Board do not believe accessible housing is a
priority. With this in mind, the Board agreed to move HO-1 to an overall rank of 3.
HO-2: Home Buyer Assistance had an overall ranking of 1.

HO-3: Larimer County Home Improvement Program received an overall rank
of 2. The Board felt the program was not asking for too much funding, and
provides a valuable service to the community. In addition, the program needs
funding to help secure state funds.
HO-4: Fort Collins Housing Authority Village on Cowan Rehab was the first of
two Housing Authority projects presented. Maurice Head informed the Board that
of the two projects, Village on Cowan has a more immediate need for rehabilitation.
The Board agreed, and ranked HO-4 fourth.
H-05: FCHA Village on Plum (formerly Sleepy Willow) was ranked sixth
overall. The project is entering its final stage of rehabilitation. The Board gave the
project a fairly low ranking because they felt that improvements at this point are
for appearance and marketability, and that other projects have more pressing
needs.
HO-6: Willox Lane Affordable Housing would provide a new Affordable Housing
development on the north side of town. Denise Rogers gave the project a rank of
7 due to the current high vacancy rates in Fort Collins. She and other Board
members felt that protecting and maintaining current affordable housing stock was
of greater importance at this time. The overall rank was seventh.
HO-7: Neighbor to Neighbor Crabtree Apartments Rehab has asked for funds
to repair water damage and renovate the kitchens of two fourplexes. Michelle
Jacobs felt the project deserved a rank of 4, since water damage could potentially
cause mold that would need professional removal. Peter Tippett pointed out that
water damage to the building could affect future insurability. The project received
an overall rank of 5.
At the Board's request, Maurice Head will ask Neighbor to Neighbor about
the nature of the water damage and their insurance coverage.
Final Recommendation
The Affordable Housing Board recommended the following funding priorities for the
Fall CDBG Competitive Process:
1. HO-2
2. HO-3
3. HO-1
4. HO-4
5. HO-7
6. HO-5
7. HO-6
Denise Rogers will attend the Thursday, September 22, 2005 meeting of the CDBG
Commission to present the Affordable Housing Board's recommendations.
