HRC Members Present: Parker Preble, Paige Backlund Jarquin, Elaine Boni, Jack Coleman,
Caroline Tu Farley, Joann Ginal, Maryanne Ingratta, Moin Siddiqui, Lester Washington

I. Call to Order
Meeting was called to order at 5:30 p.m.
II. Public Input
Maryanne moved that public input be allowed during the Human Rights Protection Ordinance
(HRPO) discussion as there were individuals present who wished to speak on that topic. Lester
seconded. Motion passed unanimously (9-0).
III. Agenda Review
Maryanne requested that the HRPO discussion be moved up on the agenda to follow Approval of
Minutes. Members agreed.
Lester requested that the Media and Community Recognition committee report follow the guest
speaker as he needed to leave the meeting for a short time. Members agreed.
IV. Guest Speaker
Joann Ginal introduced Ron Uthmann, Director of the Office of Emergency Management. Ron
explained that while he is a Poudre Fire Authority employee, most of his work is done for the
City. His office is taking a business plan approach to emergency planning which is common to
private enterprise, but not government. Ron commented tl*t flash floods are probably the City's
biggest risk, but the City's Stormwater department is working to mitigate this risk.
V. Media & Community Recognition Committee
Lester reported that articles for the Coloradoan should be submitted two weeks before the end of
the month. Pat Ferrier is now the contact at the newspaper. Members should email articles to
Lester and the committee will decide which articles will be submitted.

VI. Human Rights Protection Ordinance (HRPO)
Maryanne reported that she shared a copy of the HRPO and a copy of her article with the
Northern Colorado Multicultural Corp (NCMC). (iimoved that Maryanne's article be sent
to the Coloradoan. Jack seconded. Motion passed unanimously.
Parker reported that the HRC is going to present strategy tactics to the Task Force on September
14. Discussion continued on how to present to City Council. Kelly will check on time limits for
the HRPO agenda item. Kelly advised that September 23 is the deadline for the resolution
paperwork.
Public input included persons speaking in favor of the HRPO and those opposed.
VII. Approval of Minutes
Maryanne commented that the minutes were very concise. Elaine moved that the minutes be
approved as written. Maryanne seconded. Motion passed unanimously (9-0).
VIII. Committee Reports
A. Executive Delegation
Parker said that he would arrange to get business cards printed for those members who didn't
have them, if they will let him know.
Caroline asked the members if they wanted to try to keep meetings to two hours or extend the
time to two and a half or three hours if there is a guest speaker. Consensus was to try to adhere
to a two hour meeting and include the time frame for each item on the agenda.
B. Education and Community Outreach
Parker announced that the Connect People Create Community Conference will be held from 8-5
on September 17 at the Summitview Community Church. Elaine reported that she and
Maryanneewill be speaking and asked members to attend if possible to support the event.

Joann reported that Larimer County is sponsoring a business symposium on September 23 which
is free and open to the public.
C. Government Relations
Elaine thanked Paige for facilitating the translation of the police complaint process into Spanish.
Elaine will write a thank you note to the translator.
Maryanne reported that the diversity census is on hold due to other current projects.

IX. Liaison Reports
A. Northern Colorado Multicultural Corporation (Maryanne)
No further report. Discussion included under HRPO item.
B. NIOT Alliance (Jack)
No Report. Discussion will follow under new business.
C. Latino Action Council (Paige)
Paige reported that there was interest in creating a resource guide for Northern Colorado.
D. Interfaith Council (Moi
Momreported that the i week in October there is a confluence of sacred holidays from
several religions. On September 29, at 7:30 p.m. in the Lincoln Center's Canyon West
Room there will be a joint service. There will also be programs on October 2, 8, 11 and
16. Moin will e-mail information to other members.
E. ERACISM Film Series (Caroline)
CAM) i uu distributed August 18, Eracism minutes and a film series schedule.

XII. New Business & Announcements
A. HRC/NIOTA — Healing Institute of Racism
Jack presented information on the Healing Institute of Racism. Due to time limits, Jack
did not complete his presentation. Elaine moved to give Jack five minutes at the next
meeting to finish his presentation and then have members vote on support of this
program. Lester seconded. Motion passed 8 - 1. Jack will send a website link to
Members for additional information.
B. Homeless
Paige reported that homeless individuals have moved to the northern part of Fort Collins
and wondered if the HRC should address any of their needs. Elaine said she would
contact someone to speak at a future meeting for more information.
