CALL TO ORDER
Chairperson Sollenberger called the regular meeting of the Fort Collins Housing Authority to
order at 7:35 a.m.
II. CITIZEN INPUT
There was no citizen input.
III. APPROVAL OF MINUTES
The Board reviewed the minutes from the February 24, 2005 regular meeting of the Fort Collins
Housing Authority. Commissioner Tharp made a motion, seconded by Commissioner Honn to
approve the minutes of the February 24, 2005 meeting. This motion was passed unanimously.
IV. OLD BUSINESS
Development Committee Update, Ridden Farm:
The Development Committee reported that our attorney has been directed to prepare a contract
for the land at Rigden Farm. The committee and staff believe it is important to have control of
the land by contract before the proper money can be spent on due diligence. Mr. Martell is
preparing a contract to be presented by FCHA and CARE Housing. Commissioner Honn
commented on appreciation sharing agreements.
V. NEW BUSINESS
2004 Year End Financials:
Ms. Brewen presented the Board with the 2004 year end financial statements and noted that the
auditors will be presenting the 2004 audit at the May board meeting. The board members had
many questions about how the Section 8 Housing Choice Voucher Program works,
demographics of the populations served, and the future federal funding pictures. Commissioner
Davis asked for census data in relation to needs vs. the number of families we are able to serve.
FCHC Property Analysis:
Ms. Brewen presented the board with an overview of the Fort Collins Housing Corporation's
property analysis by property/property type. She explained that the Corporation board is
reviewing the 2004 losses and discussing the potential sale of single family detached homes in
2005. Commissioners Sollenberger and Tharp expressed concerns over the sale of properties
solely for the purpose of covering operating losses. Ms. Brewen explained that the income
generated would be used to help cover deferred maintenance/modemization that has not been
funded over the past couple of years. She will pass on the concerns to the Corporation board.
VI. LEGISLATIVE ISSUES
Grocery Tax Repeal Affect on Affordable Housing_
Ms. Brewen updated the board regarding the letter to the Coloradoan editor opposing the repeal
of the grocery tax.
VII. MONTHLY ACTIVITY REPORT
The Board reviewed the Monthly Activity Report. Staff answered all questions.
Staff member Barbara Jensen gave a presentation on the Single Room Occupancy programs.
IX. ADJOURNMENT
Sollenberger adjourned the regular meeting of the Fort Collins Housing Authority
