The meeting of the Affordable Housing Board began at 4:05 pm. in .the Community
Planning Conference Room, 281 North College Avenue, Fort Catlfh, Goforedo. Board
members present were Chair Bob Browning, Susan Nabors, S Yia Glass, Terry Wahl,
Mary Cosgrove, Susan Wagner, and Bruce Croissant>.,>Boar m.e...rriaer:;Joanne Greer

Public comment was solicited. Ms. Maloney, from 0%.AAffordable Housing Task`Force,
stated that a committee of the Affordable Housing Task F(a net that morning on housing
in the area. They had been asked by the County to me up. with one specific plan on
mobile home parks. Some suggestions were made ie the„meeting; the committee will
review the suggestions and prepare a formal plan tb bring back=a4,ahe Task Force.
Mr. Browning solicited suggestions or changes to August 1, 1996, ttlmutes. Ms. Cosgrove
indicated they needed to change the top page of the minutes, and the motion was moved
and seconded.
The first item of discussion was the proposedrevisions to the Human Rights Ordinance.
A packet of information was distributed to each"memberand Mr. Bob Lenk was present for
any questions and discussion.,:
Mr. Cosgrove requested that„Mer Lenk summar¢e the most substantial changes. Mr. Lenk

mobile home or md.bile home space cannot be rented because of race, religion, or other
issues$, they.wanf to make sure that this issue is included in the definition of housing.
Mr. X.Ow tang had some questions relating to the issue of discrimination because of marital
status. Mr. Lenk indicated that he would double-check this matter with the attomey who
has been working on this proposed ordinance.
Ms. Nabors questioned Section 13-6 (D). She inquired from a legal standpoint, when the
conditions are delineated, how to enforce a higher standard on a financial institution than
federal law. Mr. Lenk responded that they are a legal jurisdiction and can enforce

ordinances that aren't covered by federal law.

Principles and Polices. Mr. Joe Frank, Advance Planning Department Director, was
introduced.
Mr. Frank indicated that the current process stage of City Plan is called Principles and
Policies, of which the Board received a raw draft, which was used for the purpose of
beginning discussions with the City Plan Advisory Committee. The purpose for the

meeting with Affordable Housing is to get some input, not for a recommendation.
Mr. Frank gave an overview of the process in which it will go through in implementing the
City Plan and how the principles and policies plays an important role. Once the principles
and policies plan gets adopted it will be used to make decisions about regulations and also
implementing the City structure plan. 1A

The next item on the agenda discussed was a possible relocation policy. Mr. Paul
Eckman, at the City Attorney's Office, was introduced to the Board. Mr. Eckman distributed
a memo, to be considered confidential, which discusses the pros and cons, and the cases
that support and do not support the issue. Mr. Eckman has made an interpretation of the

legal issues involved with a relocation ordinance dealing with manufactured housing in our
community. Ms. Cosgrove inquired as to whether this will stand legally.
Discussion was held concerning this issue and the outcome of other court actions. Mr.
Eckman said the bottom line comes down to a question of fundamental fairness; whether
it is fair to grant a financial benefit to this class of persons who own mobile.home parks,
to pay money to meet the affordable housing needs of those persons Q o are being

Ms Nabors tnquired as to what the criteria would be. Mr. Robin stated income must be 80
percent and=you must qualify for private mortgage, and the cost of the house must not
exceed $123,000. Discussion was held on the down payment required and the flexibility
of the payment amount, when payment is due, and interest. Mr. Robin stated these things
may vary depending on the individual situation or extenuating circumstances.
Mr. Robin indicated that there are approximately five to ten households at Pioneer Mobile
Home Park that refuse to leave.

relocation of the tenants at Pioneer Mobile Home Park. Thirteen hundred out of the block
grant and $750 from JDM was allocated to each tenant of Pioneer towards their relocation
costs.
