HomeMy WebLinkAboutAffordable Housing Board - Minutes - 05/01/1997CITY OF FORT COLLINS AFFORDABLE HOUSING BOARD Meeting Minutes May 1, 1997 Bob Browning, Chair The meeting of the Affordable Housing Board began at 4:10 p.m. at 281 North College Avenue, Fort Collins, Colorado. Board members present included: Chairman Bob Browning, Bruce Croissant, Sylvie Glass, Joanne Greer, Susan Nabors, Mike Nicely, Stacy Overton, and Terry Wahl. Staff members present: Ken Waido, Dickson Robin, and Timothy Wilder. Mr. Browning introduced Timothy Wilder, the new City Planner. Mr. Wilder said that he was going to be working on the Affordable Housing Outreach Program, and would be working in the Advance Planning office. Mr. Browning opened up the meeting to public discussion which started with a statement from Lou Stitzel. Ms. Stitzel stated that the Affordable Housing Board should look at all aspects of the preliminary interpretations of the City Plan. She said that one department should work with another, specifically on the issue of street oversizing and trying to deal with smaller area footage and higher density. Public utility setbacks have been changed from 8 feet to 15 feet; combined with streets and sidewalks, little remains for housing. Even though the departments are working together, it will be a difficult coordination. It should be looked at and checked on. There were no other public comments. Mr. Croissant said that he was not present at the last meeting, even though it was recorded that he was in the minutes. Mr. Browning asked for a motion to amend. Moved by Mr. Nicely, seconded my Mr. Croissant: To approve and amend the minutes of the April 3rd, 1997, Affordable Housing Board meeting. Motion approved unanimously. Increase in street oversizing development impact fee. Mr. Matt Baker introduced himself as being with the City Engineering Department, specifically oversizing. He spoke about the City's proposed modification for the street oversizing fee. He made a presentation regarding the modifications in August 1996. Council was presented with proposed modifications and asked for inflation adjustments and operational improvements. With the City Plan process Affordable Housing Board Meeting of May 1, 1997 Page 2 under way, Staff wanted to look at alternative modes of transit and street oversize impact fees. Mr. Baker brought his work plan regarding modifications to the street oversizing program to the Transportation Board, the Planning and Zoning Board, and to the Affordable Housing Board. He also has started public meetings and open house. He will finalize modifications and bring it to Council work sessions in June. Mr. Baker charted out street oversizing programs and fees, which has been a very successful program in Fort Collins. It's the City's responsibility to provide alternative transportation due to congestion and new development. The City needs to produce bike paths and wider sidewalks. More buses are needed as a mode of transportation. The City has to adopt a comprehensive transportation plan and a transportation funding program, as well as impact fees. Trip generation is used as a basis for establishing costs and traffic analysis. A discussion concerning the transit system, impact fees, and building permits was held. A rebate of capital expansion fees are possible to qualified affordable housing projects through an application to the City Managers office. Other cities in the area have their individual methods of assessing and collecting fees. A discussion was held on Affordable Housing prices and the street oversizing impact fees. Various taxes and fees are being examined, as well as the transit system. The Board discussed the rescheduling of the July meeting. Mr. Waido suggested it be rescheduled to July 10th due to the 4th of July holiday. Discussion was held. Moved by Mr. Croissant, seconded by Ms. Glass: To reschedule the next meeting to July 10, 1997. Motion passed. The City was contacted by Senator Matsunaka who is planning to make a presentation about some legislation; however it was unclear exactly what he would be covering. A brief discussion was held concerning Senator Matsunaka. HUD subsidized housing and Section 8 certificates and the problems with finding people who qualify for this type of housing was discussed. The meeting concluded at 5:20 p.m.
