AFFORDABLE HOUSING BOARD
Meeting Minutes
June 5, 1997

The meeting of the Affordable Housing Board began at 4:10 p.m., at 281 North College
Avenue, Fort Collins, Colorado. Board members present included: Chairman Bob
Browning, Bruce Croissant, Sylvie Glass, Joanne Greer, Susan Nabors, and Terry Wahl.
Chuck Wanner, City Council liaison to the Board was also present. Staff members present:
Ken Waido and Tom Vosburg.
Mr. Browning introduced Chuck Wanner as the new Council liaison to the Board, and then
opened up the meeting to public discussion.
The first speaker was Betty Maloney. Ms. Maloney brought up a previous meeting held on
June 4, 1997, between representatives of Weld and Larimer Counties working on a SUPER-
NOFA concerning housing for the homeless. The representatives for the two counties will
be working together on a grant application to HUD for a better possibility of receiving funds.
Ms. Glass indicated that there was a CORE group working on this, and that HUD grant for
quite some time, and that there are gaps that exist, and these gaps will be filled with plans
of services.
There were no other public comments.
Moved by Mr. Browning, seconded by Mr. Croissant: To approve the minutes of the
May 1, 1997, Affordable Housing Board meeting. Motion approved unanimously.
Mr. Browning switched the order of the agenda which was requested by Tom Vosburg.
City Plan/Land Use Code. Affordable Housing Concerns/Corrections.
Mr. Vosburg made a presentation regarding the Land Use Code Refinement Process. There
were a number of groups which raised concerns about the Code, and the potential
implications on housing affordability. One of these groups was the Homebuilders
Association who were contemplating having the Code brought to the voters for a citizen's
referendum. A workplan was developed to address and analyze the issues.
Recommendations will be made and reviewed, and there will be a series of clean-up
ordinances. An analysis will be developed in regards to affordable housing in relation to
density, construction costs, and lot development costs. Mr. Vosburg responded to questions
from the Board.
A discussion was held concerning the City Plan Land Use Code and Affordable Housing.
Development costs, development standards, benefits, and affordability were all issues. The
Code will be examined using a step-by-step and line -by-line process, focusing on the old

Code requirements, the LDGS, and the new Code requirements and standards. There was
clarification for the allocation of staff time on specific projects.
There are concerns about the costs and benefits contained in the Land Use Code. Mr.
Browning suggested getting estimates from the community to get a proper monetary figure
because the current $1,200 figure seems unrealistic. The City Plan Advisory Committee and
the Homebuilders Association will be working on the cost issues.
Mr. Vosburg clarified the recommendations that he would be addressing to Council from his
memo. He also pointed out the issues that the committee will be most concerned with. The
recommendations will be reviewed prior to going to Council and lead times to review these
items were discussed.
Analysis of the Increase in Street Oversizing Development Impact Fee on Affordable
Housing.
A discussion about the increase in Street Oversizing Development Impact Fee on Affordable
Housing was held. Rebates and affordability were topics of this discussion. Building permits
have increased and have affected affordability, and comparatives were made to neighboring
communities.
Annual Work Program Coordination Meeting.
Discussion on the work program coordination meeting was held. The Affordable Housing
Board will be included in discussions with the Boards and Commissions that are in the
Community Planning and Environmental Services area. The Board will send Terry Wahl,
Bob Browning, and Bruce Croissant to the meeting as representatives to discuss items of
mutual concern. Mr. Croissant suggested the creation of an Affordable Housing Board
calendar. The Board's mission statement was a topic of discussion.
Ms. Glass suggested starting a homepage and discussed costs and changes that are
affecting affordable housing. Comparatives were made with the costs of housing in previous
years.
A discussion on the agenda format was held.
The City will be taking applications and interviewing for the vacant City affordable housing
planner position.
Ms. Nabors reflected on her years as a Board member.
