HomeMy WebLinkAboutBuilding Review Board - Minutes - 03/27/1997BUILDING REVIEW BOARD REGULAR MEETING March 27, 1997 1:00PM II Council Liaison: Ann Azari II Staff Liaison: Felix Lee II Chairperson: Mike Sutton 490-2161(w) 221-5641(h) The regular meeting of the Building Review Board was held on Thursday, March 27, 1997, in the Council Chambers of the Fort Collins Municipal Building. The following members were present: Brown, Cotterman, Sutton, Meleski, Hansch, Kreul-Froseth Members absent: Fisher Staff members present: Felix Lee, Building & Zoning Administrator Elain Radford, Building & Zoning Admin. Support The meeting was called to order by Chairperson Sutton. The minutes of the January 1997 meeting were approved pending revisions as requested by Board member Meleski. No meeting was held in February 1997. APPEALS: Dana McBride: Wants upgrade to C-2 contractor license. Already has a D-1 license and supervisor certificate. Appellant, Dana McBride, addressed the Board and presented a handout documenting his qualifications. He stated that he has a D-1 license from eight years ago which is not documented in his handout. McBride explained that he has not superintended a C-2 project and he is requesting that the Board consider his 28 years of experience in architecture and construction in lieu of the required C-2 project supervisory experience. He reiterated his documented work history including high school graduation in 1969 and one year of carpentry experience then, from 1970 to 1977 he mixed carpentry work and architectural drafting with two degrees. One degree is in architecture engineering from Wentworth Institute in Boston and the second is a B.S. degree in architecture from Ohio State University where he graduated in 1977. BRB March 27, 1997 Page 2 McBride continued that he moved to Fort Collins in 1977 and worked for various architects serving apprenticeships. He stated that in 1980 he took the three day of exams for architecture licensing and passed all phases of the exam on the first attempt. In 1984 he started his company, Environmental Design Architects, and his primary client from 1984 to 1989 was Strexon Development - which no longer exists. He explained that Strexon developed and built shopping centers of auto related type users, and during this time he worked with the developing company contractor to develop plans and provide contract administration which includes on -site field supervisory observation. He said his duties included preparing weekly reports for owners, verified the construction was completed, and verified payments to the contractor. McBride stated that he came before the Board in 1989 and was granted the D-1 license which helped him make the transition from architecture to construction over the past eight years. He explained that, at this point, he does no architecture work except that which supports his construction company. He referenced the list in his handouts of over 20 construction projects he has done over the past eight years. He clarified that what he is requesting is for the Board to consider his construction experience from the past twenty-eight years in lieu of superintending one C-2 level project. Board Questions: Board member Cotterman asked the appellant to confirm that in 1980 he passed the architecture test, became a licensed architect in the state of Colorado, and is still licensed. McBride confirmed this is correct. Board member Sutton asked the appellant to explain the projects he will be doing with the C-2 license. McBride replied that he presently has a 4 acre, 40 unit, multi -family project with Carousel Properties. He explained that he was approached by Jim Seifken of Carousel Properties and asked if he could do a multi -family project that looked like a particular house McBride has done. McBride stated that the project is called Oak Ridge Executive Village, approval from the Planning & Zoning Board has been obtained, they are presently working with the City to sign a development agreement, and they expect to break ground in about six weeks. He offered to present the plans for this project to the Board. Sutton asked if McBride is doing the architecture, all the construction documents, and development on this project. BRB March 27, 1997 Page 3 McBride confirmed this is correct. Cotterman stated that qualification requirements for the C-2 license includes submittal of two C-2 level verification documents and one D-1 level document. McBride replied that he has submitted the D-1 level documents and that his C-2 documents were submitted only as an architect - that he has provided many documents for contract administration and architectural services on C-2 level buildings. Cotterman explained that the C-2 license authorizes multi -family buildings no higher than two stories and asked if this would meet the appellant's needs. McBride stated the C-2 would meet his needs. Board member Kreui-Froseth stated that the Board can consider education in addition to a hardship and that similar situations have been presented to the Board in the past. Sutton confirmed that other architects in Fort Collins have been approved for the C-2 license. Board member Hansch asked McBride if he has taken and passed the C-2 level exam. Administrative support Radford confirmed that McBride passed the C-2 exam with a score of 75%. Board member Brown asked McBride if he has a reference from Strexon. McBride stated that he has a Strexon reference, from David Anastasio, in his original file for the D license from eight years ago. Brown stated he knows David Anastascio real well and it would have helped to have that reference in the appellant's handout packet. Cotterman asked Board member Kreul-Froseth if it is possible for someone to pass the architectural exam in the first sitting. Kreul-Froseth replied that her understanding is that it is a four day exam and that she has known one other person to pass it in the first sitting. BRB March 27, 1997 Page 4 Board member Meleski referenced one of the appellant's project verification documents and asked if he worked for Foundation Engineering directly. McBride replied that Foundation Engineering actually worked for him as consultants and were used as a reference. Meleski stated to the Board that he has no problem approving the appellant's request to upgrade from the D-1 and motioned that the C-2 license be granted. Cotterman seconded the motion.
