The minutes from the August meeting were approved with corrections. Hank Lewandowski, of Lew Ltd. appeared before the Board requesting a Class C-2 license and certificate. Mr. Lewandowski currently holds a class D license and would.like to build an 8-plex. Mr. Lewandowski stated he is currently building an 8-plex in Greeley and Greeley has no requirements for licensing. Felix Lee stated the reason Mr. Lewandowski is appealing to the Board is he has not completed the 8-plex in Greeley and has no completed job verification forms. Mr. Lewandowski submitted an additional letter of reference and plans for the Greeley project. Discussion was held regarding the references Mr. Lewandowski submitted as well as his original packet dated back to 1989. Board member Sibbald moved to approve Mr. Lewandowski for a provisional license for this one project only. Board member Cotterman seconded the motion. The motion passed. Mr. Lee stated Mr. Lewandowski had to test'.' Election of Officers: Board member Cotterman moved to elect Mike Sutton chairman and Harry Cornell vice-chairman. Board member Goldrich seconded the motion. The motion passed. W Licensing Framing Contractors Ron Davis, a framing contractor in Fort Collins, appeared before the Board. He stated his concerns regarding the poor quality and lack of licensing and regulating of framing contractors. Mr. Lee stated if it ever came to be, that framers were licensed, a test would have to be established, a class of license would have to be established and although this could be useful, he feels not essential. The Board discussed what this license could entail. One idea brought up by Mr. Davis was to have a line added on the permit card having the inspectors rate each particular framing job. Overall consensus was rating was very subjective, and as the code presently stands, the supervisor on the job is responsible for the work on the job site. Mr. Lee stated he would not support having any grading done by inspectors. Board member Sibbald stated the quality of the work on each site is ultimately the general contractor's responsibility. Board member Sutton stated this topic could be discussed for hours and suggested no action be taken today. It was suggested to Mr. Davis that he get an association together to discuss these issues and to contact the National Home Builders Association. Code Review Update: Charles Cotterman, Mark Goldrich and Tom Sibbald served on this committee. Felix stated this committee did a tremendous amount of work, covered a great deal of material and was very productive. Felix distributed a brief outline of the changes recommended by the committee. It was decided the Board members would review these and discuss it at the next meeting. Felix reported he attended the Associated Contractors of Northern Colorado meeting and discussed upcoming code changes. The survey Felix mailed to contractors was also discussed. The 1992 Model Energy Code was discussed. Felix stated when the code becomes effective, an additional inspection will be necessary. Felix stated a special committee will be formed to review the Model Energy Code. An open meeting will be set to discuss the code changes. The meeting will be November 10, 1993, 7:OOpm at City Hall West in the CIC conference room. Tom Sibbald stated this would be his last meeting. He has been appointed to the Affordable Housing Board. The meeting was adjourned.
