Building Review Board
Regular Meeting - August 27, 1992

The minutes from the July meeting were approved.
Dennis Roley of Roley Custom Contracting appeared before the Board
requesting a Class E license and certificate with an exemption from
testing.
Mr. Roley stated the test he took in Summit County and the license
he holds there will allow him to build anything. Felix stated he
will contact Summit County and discuss the content and requirements
of the test.
Board member Johnson moved to approve Dennis Roley for testing for
a Class E license and certificate with the stipulation that per Mr.
Lee's approval of the Summit County test a test waiver be granted.
Board member Sutton seconded the motion. The motion passed.
Gary McKnight of McKnight Construction appeared before the Board
requesting a Class D & E license and certificate. Mr. McKnight
stated he was a lead man on a crew with his own company and worked
as an employee for Delehoy Construction as a framer. He did
residential as well as commercial construction in California.
Mr. McKnight stated he had plans to do residential remodeling and
building of smaller homes.

Board member Goldrich stated the job verification references were
not adequate for a Class E or D license. Board member Johnson
stated in the past this Board had acknowledged framing experience
for a Class D license.
Mr. McKnight withdrew is application for a Class E and requested
only a D license and certificate.
Board member Sutton moved to approve McKnight for testing for a
Class E license and certificate. Board member Johnson seconded the
motion. The motion passed.
Steve Parmley of Parmley Associates appeared before the Board
requesting a Class D license and certificate.
Board president questioned Mr. Parmley regarding a number of jobs
on his resume. Board member Cotterman asked Mr. Parmley what
licenses he held in other cities. Mr. Parmley stated he had a
contractor license in Longmont and Loveland, and a license in
Boulder. Only the Boulder license required a written test.
Board president Allison stated Mr. Parmley needcdmore job
verifications that showed structural work and experience building
a house from start to finish. Mr. Parmley indicated he could get
additional references. Mr. Parmley stated he built a "spec" home in
Longmont. Board member Sutton agreed that additional references
were needed.
Board member Sutton moved to deny Steve Parmley for a class D
license and certificate. Board member Froseth seconded the motion.
Mr. Parmley agreed to bring in additional references next month.
Yeas: Allison, Goldrich, Cornell, Cotterman, Froseth, Sutton.
Nayes: Johnson. The motion passed.
Steve Gurecki of HAP Construction appeared before the Board
requesting a Class C-1 license and certificate with a waiver of
testing. Mr. Gurecki stated he had plans to take the Aurora Class
B test very soon and if he passed that would like to be test
exempt.
Board member Johnson stated there were not enough job verifications
to support a Class C-1 license.
The Board discussed the project Mr. Gurecki has planned, a multi-
family complex with a small day-care on site. After the discussion,
Mr. Gurecki asked to change his application and requested a Class
C-2 license and certificate.

Board member Johnson moved to approve Steve Gurecki for testing for
a Class C-2 license and certificate; and if Mr. Gurecki presents to
the Building Inspection Department proof of testing and a Class B
license from Aurora, then he be test exempt. Board member Cornell
seconded the motion.
William Lanting of Lanting Construction appeared before the Board
requesting a Class C-1 license and certificate with a waiver of
testing.
Mr. Lanting stated he had plans to build single family homes in
Fort Collins. Mr. Sutton advised Mr. Lanting a Class D license and
certificate would be more appropriate for what he was building. Mr.
Lanting then changed he request to a Class D.
Board member Johnson moved to approve William Lanting for testing
for a Class D license and certificate. Board member Cotterman
seconded the motion. The motion passed.
OTHER BUSINESS
Felix reviewed last months meeting concerning the accessibility
issue.
Barbara Allison was present at the Board meeting. She shared some
concerns about the new licensing ordinance. Her concern was that
more responsibility would be placed on staff and licensing would
by-pass the BRB. The Board explained the new process. Ms. Allison
said her concerns were answered and left.
Felix asked for the Board's formal recommendation on the latest
draft of the new licensing ordinance. Board member Sutton moved to
recommend the proposed ordinance be adopted by City Council October
20, 1992. Board member Cotterman seconded the motion. The motion
passed unanimously.
