MINUTES OF THE MEETING OF THE WATER BOARD Held November 3, 1969,
in the City Manager's Office.
Due to the resignation of President Ward Fischer, Norman
Evans was appointed as acting President during the vacancy of this office.
Present: Acting President Norman Evans, Board.members Fred Fein,
Dugan Wilkinson, Owen Moore and EvePit Richardson.
Also present were City Manager Coffey, Director of Finance
Charlie Cain, City Engineer Roy Bingman, Superintendent of Water and
Sewer Eddie Hilgenberg and Ward Fischer.
The meeting was opened by the City Manager. He advised the
Board that he had received the first phase report from the ECI on the
Six Cities Water Study and had turned this over to Norman Evans for his
summary and recommendations.
Norman Evans submitted a very fine report, indicating that
• there could be as much as 96,000 acre feet of water or as little as
37,000 acre feet obtained 1the Western Slope, also that the first
phase study was the hydrological report and felt that it would be n&c-
essary for the cities to engage the engineers for the second phase,
which would include the preliminary design of reservoirs for further storag
of water -for the east side of the mountains, however, before tha.s
could be accomplished, there considerable legal technicalities that

must be worked out. This sacead phase at udy would cost in the neighbor
hood of $35,000, to be divided among the six cities.
There was considerable discussion regarding the Azure reservoir
and the Green Mountain storage area, and it was the consensus of those
present, that this second phase program be instituted as soon as
possible. Norman Evans stated that the computer study be made by Bittinger
and Associated. The City Manager advised the Board that there been

There being no further action, the Board adjourned.
