JANUARY 7,1998 For Reference: Phil Murphy, NRAB Chair - 491-6303 Bill Bertschy, Council Liaison - 484-0181 Susie Gordon, Staff Liaison - 221-6265 Board Members Present Phil Murphy, Don Rodriguez, Randy Fischer, Jan Behunek, Ed Secor, Bill Miller and Kelly Ohlson (7:10 p.m.) Board Members Absent Craig McGee and Phil Friedman Staff Present Natural Resources Dent: Sally Maggart, Susie Gordon and Karen Manci The meeting was called to order at 7:05 p.m. Guests Sally Craig, Planning & Zoning Board Review and Approval of Minutes With the following changes, the minutes of the November 20, 1997 Special Meeting were approved as written: There was a question regarding the next to the last bullet on Page 2 regarding expansion. Staff clarified that expansion "may" occur. With the following changes, the minutes of the December 3, 1997 Joint Meeting with the Parks & Recreation Board were approved as written: Bill Miller said that the first paragraph on Page 3 should read "natural area" instead of "relocation" funds. He said that wording in the next to last paragraph on Page 4 should be changed from "reform" to reconvene". The minutes of the December 3, 1997 Regular Meeting were approved as written. AEenda Review • The Transfer Center Discussion and Recommendation was rescheduled for February. • There will be a work session in two weeks on the trail placement issue. • The Fossil Creek Reservoir Area Plan will be on the February 4 agenda. • Committee Reports will be after Announcements. Natural Resources Advisory Board November 6, 1997 Page 2 The Fossil Creek Plan will be discussed at the end of the meeting. Announcements Kelly Ohlson said that he would like to have heard about the news release regarding the proposed "dog park" before the newspaper called him. Phil Murphy suggested having the Natural Areas Committee meet to respond to the proposal. Ohlson said that information on the Sheldon Lake Restoration Project was in the Council packet. He said that he wants to be in the loop. Ed Secor noted that the Lincoln Institute Land Use Seminar was not brought to the attention of the board. Secor announced that there is a slide show on Fossil Creek Reservoir bird life at the Senior Center on January 26 at 7:00 p.m. Secor said that Tim Johnson is the contact person for the citizens' initiative to limit or prohibit development in flood plains. Committee Reports Growth Management: • Met December 9 to discuss the proposed future changes to the land use code. Topics that may deserve consideration: development in flood plain, rip rap, material and design standards and reporting standards regarding wildlife conflicts. Topics that need further action: managing trees on private property. • The next meeting is January 13. • Priorities will be set and brought to the board for consideration in March. Natural Areas: A meeting will be set. Solid Waste: Meets on February 2. Education: No report. Budget: No report. Futures: No report. Prairie Doe: No report. 1997 Annual Report, Susie Gordon The draft report was reviewed. It was suggested to eliminate the Sheldon Lake Project, and tie in the work plan to next year's report. Transfer Center Discussion and Recommendation, NRAB Postponed until February. Natural Resources Advisory Board November 6, 1997 Page 3 Prairie Dog Policy Recommendation, NRAB Karen Manci, Environmental Planner, said that there will be a Council study session on January 27. The NRAB and the Parks & Recreation Board will receive the revised policy by the end of January. It was decided to postpone the NRAB decision until the February 4 meeting. Fossil Creek Reservoir Bill Miller said that there has been a lack of information to the appropriate people in a timely fashion. He added that a lot of people are concerned about what is happening around the Fossil Creek Reservoir. Miller noted that the Larimer County Environmental Board made a motion endorsing the 1/4 mile buffer. Ed Secor noted that on January 12 at 6:30 p.m. at the Lincoln Center there will be a meeting on land use, with the Fossil Creek Reservoir Area Plan as one of the agenda items. It was announced that this meeting has been canceled and rescheduled for February 5. Review Action Log • Add that the Natural Areas Committee will form a response on the dog park to Parks Department by January 23. Include this in the February packet. • Add that staff will get information in the February packet describing the Sheldon Lake project. • Change de-Brucing to February packet. • Check management plans to see if dogs will be allowed on leash in the Cathy Fromme Prairie. • Susie Gordon obtained a copy of the draft Flood Disaster Recovery Plan Update that goes to Council January 20. She explained that it is an application to HUD for funding. One project of interest to the board if money is received and the project makes the short list is Spring Creek stabilization. This will be kept on the Action Log. Phil Murphy will read the draft, contact Gordon to set a meeting with Joe Frank, Advance Planning Director. • Memo to Stormwater done. Review Six Month Planning Calendar • Trash Districting tentatively set for May 12. Future Agenda Items • February 7: Fossil Creek Reservoir Area Plan; Transfer Center; and, Prairie Dog Policy Decision. • March 4: Land Use Code Recommendation. Adjournment The meeting adjourned at 8:46 p.m.
