College, all board members are welcome. • Pay -as -you -throw trash rates system is not working, in Phil Friedman's personal experiences. • The Humane Society newsletter has an article regarding the new dog park. The last sentence states that if the pilot project goes well, the next site considered will be Lee Martinez. • Phil Friedman attended a Prebles mouse meeting. • Jan Behunek announced his resignation from the NRAB effective immediately, due to time constraints. He stated it has been a pleasure being a member of the board and will miss the work. Phil Murphy expressed his appreciation for Jan's work on the board. Jan requested that NRAB agendas be mailed to him. • Rob Wilkinson has resigned his staff position with the City of Fort Collins. Natural Resources Advise, Board September 16, 1998 Page 2 • Kelly Ohlson will host a talk radio show Tuesday, September 22 from 8:20 to 10:00 for Phil Walker. Final Review of LUC Changes: New Regulations for Natural Areas and for Composting Facilities • Kelly Ohlson stated that it is necessary for the committee to meet and receive feedback regarding the September 5, 1998 memo from Tom Vosburg before a final recommendation can be made to the full board. • Of the ten issues originally on the list, nine are currently being addressed in some fashion. It may not be in the strength we were looking for, but at least there has been response and action. • Need another meeting with Tom Vosburg and then will come back to board for recommendations on each of the six points at the October 7 meeting. Scope of Work for Wildlife Corridor Study — Tom Shoemaker • Tom Shoemaker explained that NRD staff has been assigned to complete a project to assess wildlife movement in the Poudre River corridor in the vicinity of downtown. A memo was distributed outlining the study. • The purpose of the study is to characterize the value of the downtown river area as a wildlife movement corridor and make recommendations regarding the steps needed to maintain the corridor in the future. • The study will be completed for $15,000 or less. • An ad hoc committee consisting of Phil Murphy, Don Rodriguez and Kelly Ohlson will meet with Tom and develop a response. All board members are welcome to attend the meeting. Transportation Funding Proposal — Ron Phillips, Tim Johnson Tim Johnson presented on overview of the proposal. NRAB members expressed the need to know that the Choice Streets System will be implemented before the Board will recommend the Transportation Funding Proposal. It was agreed that the NRAB would definitely endorse the .36 cent sales tax and the reappropriation of the $2.25 million from the general fund to support the transportation fund, if the Choice Street system is implemented. Phil Murphy, Nate Donovan and Phil Friedman requested copies of the Choice Streets Plan. Natural Resources Advisory Board • September 16, 1998 r Page 3 Search & Rescue — Decision about request for variance • Documents distributed by SAR representatives at the September 2, 1998 meeting were discussed. • Edith Felchle stated that the May 8, 1998 meeting had been a fact finding meeting. Staff then worked on what they felt they would be able to do to meet the requests of Search & Rescue. • Phil Friedman suggested going back to the drawing board to figure out what was not understood; some of SAR's points are valid and should be listened to. • Kelly Ohlson stated that the City is willing to do it's part, to the extent of changing policy to accommodate S&R needs; it is not valid for SAR to claim that the City has not listened. • Nate Donovan moved that the draft staff recommendation be approved, with the addition of the following issues: This is a privilege, not a right. Clarify "sheriff authorized" activity. Permit can be revoked at any time. Dogs and handlers must be clearly identified at all times. The motion was approved unanimously. The meeting adjourned at 9:15 p.m.
