SUMMARY OF MEETING: The LPC approved the use of Monier Life S-shaped
concrete tiles as a replacement for the tile roof on the William Weischer House,
1304 S. College Ave. The 2006 work plan was approved with a change of wording
to item 2c, "properties within DDA boundaries."
CALL TO ORDER AND ROLL CALL: Commission called to order by Chairman Bud
Frick, with a quorum present at 5:35 p.m. at 281 N. College Ave., Fort Collins, Colorado.
Agnes Dix, Angie Aguilera, Alyson McGee, Earen Russell, and Ian Shuff were present.
Heather Donahue was excused. Carol Tunner and Joe Frank represented City staff.
GUESTS: Bob Siblerud, owner, 1304 S. College Ave.; Alan Ballou, LPC Applicant;
CSU student observers.
AGENDA REVIEW: None.
APPROVAL OF MINUTES: The September 28, 2005 meeting minutes were corrected
to read "September 28, 2005". Ian Shuff moved the minutes be approved as amended,
Alyson McGee seconded; motion passed unanimously 6-0.
PUBLIC COMMENT: Chairman Frick asked if anyone present wished to address items
within the purview of the Commission that were not on the agenda. He welcomed the
many CSU Tourism Planning student observers. There were no comments.
STAFF REPORTS: Carol Tunner introduced Alan Ballou, LPC member applicant, who
attended to observe the meeting.
Ms. Tunner informed the Commission that the owners of the Miller Block would like to
remove one of the plate glass windows to put in a plywood booth for ice skate rental
during the months of December, January and February. The request will be for this
winter only, and the owners will guarantee that they will replace the original window.
Ms. Tunner said that due to time constraints, the request will be handled
administratively.

The DDA agreed to fund $200,000 of the proposed Old Town ice skating rink. They

developed into a bike shop by Mikal Torgerson and Michael Jensen. Ms. Aguilera felt
the proposed exterior design was iron and metal heavy.
The DDA also asked Mr. Torgerson about the Austin's window project because they
were curious about the merits of saving old wood and glass versus creating a more
modern green building. Ms. Aguilera said she felt that the DDA did not have all the
information they needed about the benefits of restoration. She suggested the LPC work
to educate more about this issue, as well.
Ms. Tunner will provide the LPC with copies of a speech by Don Rypkema, who spoke
at the recent National Trust conference regarding sustainability and historic
preservation. He had many facts supporting historic window restoration as the best
sustainability effort. Ms. Russell will provide the LPC with an article about energy
efficiency and sustainability.
Earen Russell gave an update on the Romero House. She is donating her services as
a landscape architect. She told the LPC that a fence needs to be installed to
discourage vandalism. The current design is a white picket fence, similar to one on the
property in the 1950s.

CURRENT REVIEW:
1304 S. College Ave, William Welscher House —Replace Spanish Tile Roof with
Concrete Tiles, Conceptual and Final Review —Bob Siblerud, owner.
The William Welscher House, 1304 S. College Ave., is a former residential building that
Mr. Siblerud converted to commercial after he purchased it in 1977. The building was
designed in 1925 by Montezuma Fuller, and designated as a local landmark in 1996. Ir
1997, Mr. Siblerud used a Landmark Grant to hire a contractor to replace the
underlayment and broken tiles. The roof is now leaking due to the poor quality of the
work which did not apply for a building permit.
Mr. Siblerud would like to replace the original clay tiles with compatible concrete tiles he
chose. He showed the LPC his original clay tiles and two styles of concrete tiles — a
Monier Life S-tile with a profile close to the current clay tiles and a Villa tile with a
shallower profile but redder color.
Ms. Tunner presented her staff report with a slide show of the Welscher House roof and
other tile roofs around town. The chimney stucco is cracked, and the underlayment and
tiles are loose. In addition, pine debris and broken tiles are poor maintenance adding to
the problem. Ms. Tunner recommended restoration using clay tiles, unless Mr. Siblerud
can provide a concrete alternative the LPC feels is a good match.
Mr. Siblerud said the Monier Company recommended the concrete S-shaped tile, but he
did not like the color. The Monier Life S-tile was much browner than the red -orange of
the original clay tile. He felt the Villa tile was a better match to the current color, even

though the tile has a shallower curve. The LPC felt, on the other hand, that the Monier
Life tile was the better match of the two because of its shape. In addition, the LPC
thought the variation in colors in the Monier Life tile was more of a match, even if the
tiles were not as red -orange. Ms. Aguilera suggested he ask the Monier Company if
they can provide a better color match.
Ms. McGee remarked that changing materials was not necessarily bad, and does
happen from time to time, but that Mr. Siblerud should work to keep the spirit of the
original. Mr. Shuff and Mr. Frick said the roof does not appear to be salvageable. While
they would prefer to see clay tile as the replacement, they were not opposed to the
Monier Life tile. The current roof probably has been in use for 80 to 100 years and is
nearing the end of its life. The underlayment appears to be missing or very poorly
installed. Mr. Shuff thought the last roofer did not do a proper job, since a well installed
underlayment will prevent leaks even if tiles are cracked or absent.
Angie Aguilera moved to approve the replacement of the Spanish tile roof at 1304
S. College Ave. with clay tiles or concrete tiles as presented in the Monier Life S-
shape tile pattern. Alyson McGee seconded, motion passed unanimously, 6-0.

DISCUSSION AGENDA:
LPC Work Plan
The LPC discussed their 2006 work plan. Joe Frank reminded the LPC that in 2006 the
Demolition/Alteration Review process will no longer include residential properties.
Under Item 2 Incentives, Part C, Ms. Tunner recommended changing the wording to "for
properties located within DDA boundaries." Earen Russell asked if properties included
sites, landscapes or sidewalks. Joe Frank clarified that the definition depends on
whether the entire site or just the building was designated.
Ms. McGee said she would like to expand the Commission's education and awareness
work to include technical education outreach. Mr. Frick added that additional technical
education for the LPC would also be beneficial. Mr. Shuff suggested the LPC discuss
producing brochures for Building and Zoning on sensitive additions.
Agnes Dix moved the LPC approve the 2006 work plan, given Carol Tunner's
recommendation that Item 2c be changed to "for properties located within DDA
boundaries." Angie Aguilera seconded. Motion passed unanimously, 6-0.
