Roll was answered by: Gustafson, Huddleson, Lancaster, Cuthbertson. Board members absent: Anastasio, Perica, Wilmarth Staff Liaison: Peter Barnes Council Liaison: Susan Kirkpatrick Staff Support Present: Peter Barnes Ann Reichert The minutes of the regular meeting of March 12, 1992, approved as Published. Appeal 2023 - 404 South Washington Avenue by Greg Owsley, owner, approved. ----- The variance would allow a homeoccupation to be conducted in a detached building in the NCL zone. Specifically, the variance would allow a 1-chair in -home hair salon to be in the existing detached garage, instead on in the house. ----- Petitioner's hardship: The house is an older house which is fairly small. The only room available would be in the detached garage. If the garage were attached, as is common in newer subdivisions, a variance would not be required. Zoning Administrator Peter Barnes explained that Home Occupations are permitted in every area of the City. One of the stipulations to holding a license is that the business be conducted entirely in the home. This home is located in the older part of town, and most of the homes were built with detached garages. • S Zoning Board of Appeals April 9, 1992 Page 2 Owner, Greg Owsley, appeared before the Board. He stated their home is small with only two bedrooms. The plan is to have the hair salon open only four days per week with one client at a time. The driveway is long enough to park three cars in it, and they plan to plant honeysuckle along the driveway. Mr. Owsley stated they love the old neighborhood and want to raise a family there. If plans changed and they wanted to move, converting the garage back to a garage would be easy. Bink Owsley, owner of the home, appeared before the Board and explained she had all the rules and regulations for an in -home salon. No one was present in favor or in opposition to the appeal. Board chairman Huddleson stated that if the garage was attached to the house a variance would not be needed and because this is an older neighborhood, there was a disadvantage. Board member Gustafson asked Mr. Barnes if all requirements would be met to acquire a home occupation license if this variance was granted. Mr. Barnes stated they would. Board member Lancaster stated this was a straight forward case. He moved to approve Appeal 2023 for the hardship stated. Board member Gustafson seconded the motion.
