NOVEMBER 19,1997 For Reference: John Fooks, AQAB Chair - 229-5225 Scott Mason, Council Liaison - 226-4824 Tom Shoemaker, Staff Liaison - 221-6263 Board Members Present John Schroeer, Harry Edwards, Eric Levine, Raymond Sons, David Gallup, John Fooks, Mandar Sunthankar and John Scanlon Board Members Absent Nancy York Staff Present Natural Resources Department: Brian Woodruff, Sally Maggart, Susan Caplan and Linda Devocelle Guests None The meeting was called to order at 7:04 p.m. Approval of Minutes With the following changes, the minutes of the October 22, 1997 regular meeting were approved as written: David Gallup clarified that on Page 3, fifth paragraph, he suggested looking at how a company moving into town is going to have a positive impact on air quality. He suggested encouraging companies to take steps to mitigate more vehicles. John Fooks said that Gallup went one step finther by saying the companies should be able to show what they did for us. Other John Fooks asked what the deliverables are as a result of Ken Waido's presentation last month on Projected Population Growth. Eric Levine said that Ken Waido expressed that he is losing confidence in the use of the 2.2 percent growth rate. Eric Levine made the motion that the Air Quality Advisory Board believes there is a need to evaluate the current 2.2 percent growth rate and does not have too much confidence in the models using the growth rate data. He would like to see if the Transportation Board would sign on for the Council review in January. John Schroeer seconded the motion. Schroeer proposed an amendment to the motion stating that it be imperative that we have reasonably accurate data that we have confidence in for the planning that we do. Air Quality Advisory Board November 19, 1997 Page 2 John Scanlon said that he understood from Tom Shoemaker that there are indicators in City Plan that would act as reality checks so there would not be problems. He questioned what the Board hopes to do by sending a letter to Council saying that the wrong number is being used. Edwards said that the amount is not the issue; the issue is the nature of the model. He said that the data is in conflict for the model. John Fooks proposed a friendly amendment to the motion that the City must be aware of the impact of the numbers on air quality goals. If the wrong growth numbers are used, we do not know if we are reaching air quality goals. The use of correct growth figures is essential to ascertaining if we are reaching state air quality goals. Eric Levine accepted the friendly amendments. The motion passed 7-0, with one abstention. Review Action List 1. Done 2. January 14 3. Done and ready for the Chair's signature. 4. January 14 1. Review Council Six -Month Planning Calendar November 25: Front Range Feasibility Study December 9: 2020 Regional Transportation Plan. The Board will have a presentation on this by Vicky McLane in December. Indoor Air Quality Issue Paper Linda Devocelle, Environmental Education Specialist, distributed lapel pins with the clean air logo. Devocelle said that she worked with David Gallup and John Schroeer on the paper. She said that the purpose of the issue paper is to look at what people are doing about indoor air quality and determine the City's role without duplicating the efforts of other agencies. Devocelle noted that the issues are listed on Page 3, IV. She said that what is happening in other agencies is listed on Pages 4 and 5. Page 10 has a brief description of what the Air Quality Action Plan says about indoor air quality. The issues are listed on Page 11. Devocelle noted that the committee felt strongly about producing a resource list of who to call. It was suggested that a CSU intern be hired to compile the list. Another suggestion was to call together a committee of experts to look at the top indoor air quality issues. Devocelle explained that regulation will be used as the last resort if there is a significant health risk ._ ` • • Air Quality Advisory Board November 19, 1997 Page 3 or if education is not doing the job. She added that a resource list for businesses dealing with air quality issues will be created, but the program focus will be on residences. Fooks asked what elements of the recommendations are not in the budget or proposed work plan. Devocelle explained that the Air Quality Action Plan says to review and incorporate this into the plan, but everything does not need to happen. She noted that most of the expense is in staff time, and it is not anticipated that additional funds will be needed. Fooks asked about the usefulness of the document. Devocelle responded that the last issue paper was in 1986, and the purpose now is to look at what has been done and determine if what is being done is appropriate. She added that the emphasis will be to coordinate work with other agencies. John Schroeer suggested a good forum to reach rental agencies would be at an annual meeting sponsored by Western Investors in January or February. He complimented Linda on the paper. David Gallup noted that the bottom line, located at the top of the paper, says that people spend 90 percent of time indoors, and short shrift has been given in terms of attention to ambient air quality. He added that more emphasis is needed on these issues, and the key is working with property owners and giving renters an opportunity to have questions addressed fairly, without prejudice. John Scanlon asked about the data collection mentioned on Page 11. Devocelle responded that an indoor air quality survey is done every two years to track the indoor air quality program. Scanlon asked how the survey monitors indoor changes. Devocelle said that the sentence is awkward and she would change it. Harry Edwards congratulated Devocelle on a thorough and useful document. He asked for the definition of"IAP" mentioned on Page 5. Devocelle responded that it stands for indoor air pollution, as defined on Page 1. Scanlon asked if CSU maintains an OSHA program. Devocelle responded that the information she received from the Colorado Department of Health is that OSHA is administered from CSU. She said that she would check on it. Scanlon said that there is a proposal regarding indoor air quality that OSHA put out in 1994 or 1995 that deals with the work place. He said that it is a good reference document and he would send a copy to Devocelle. Fooks noted that there are places that are self -insured and not subject to OSHA, e.g., the City, Platte River Power Authority, the County and State. He added that there are no inspections unless there is a claim. Fooks will contact the Risk Management Department for more information. Fooks recommended changing "committee" to "board", and bulleting the recommendations on the first page. Devocelle noted that there will be an Executive Summary, Chart of Agencies and Table of Contents. She added that the final draft will be presented to the Board in December for approval. Devocelle said that it will become an active part of the Air Quality Action Plan. Air Quality Advisory Board November 19, 1997 Page 4 1998 Work Plan In the multi -voting process, ten items received five votes or more. Four of the items with the most votes were: CNG/electric, Worst off road, Transfort and Monitoring. Fooks will develop a spreadsheet with the four items included, and will work through the rest based on the budget. Staff will write the 1998 Work Plan that is due in the Clerk's office by the end of November. Alternative Fuel Buses No presentation. Transportation Funding Task Foree Fooks reported that he is representing the AQAB on a task force created by John Fischbach to make funding recommendations for infrastructure needs. The group, composed of staff and citizens, will make a recommendation by January. Other The staff report and the Transfort ridership statistics were discussed. Fooks said that he will seek clarification on what "ytd" means in the statistics. He suggested that it might be time for Transportation staff to make a presentation. Eric Levine distributed articles on transit costs that were accessed from the internet. Fooks suggested forwarding them to Tom Frazier. Joint Chairs The meeting did not take place this month. Schroeer reported that the car care event at the mall last Saturday was very well planned by Lucinda Smith. The outside car maintenance check was canceled due to weather. Brian Woodruff distributed bumper stickers. The December meeting will be on the 17th instead of the 24th. Adiournment The meeting adjourned at 9:24 p.m.
