Special Meeting
September 10, 1980
BOARD MEMBERS PRESENT: Norm Evans, Bernie Cain, Ward Fischer, Glen Johnson,
Harvey Johnson, Henry Caulfield, George Wallace,
Tom Moore, Ev Richardson, Tom Sanders (Alt.),
Chuck Turner (Alt.).
STAFF MEMBERS PRESENT: Mike Smith, Dennis Bode, Curt Miller, Jim Hibbard,
Ben Alexander, Steve Olson, Molly Nortier.
ABSENT: Ray Anderson, Ward Fischer not voting.
MEDIA PRESENT: Terri Cotten, Coloradoan; Mark Radke, KCOL;
Ron Kircher, KIIX.
The special meeting of the Water Board to discuss the request from PRPA to
supply potable water to their Rawhide Plant, was called to order by Vice-chairman
Norm Evans. The Chairman, Ward Fischer, did not chair the meeting, nor did he
participate in the discussion because of his involvement in obtaining water for
Platte River Power Authority.
After considerable discussion about the political and economic ramifications of
negotiating an agreement with PRPA, the following motion, with a subsequent amend-
ment included, was proposed by Everett Richardson, and seconded by Bernie Cain:
"If a favorable contract can be negotiated with PRPA, and the legal aspects re-
garding the Windy Gap Project are clarified, the Water Board recommends, in
principle, supplying domestic water to the Rawhide Plant."
The Water Board members were polled. The motion was defeated 6-4.
It should be noted that one of the concerns of the staff and the Water Board
was the stipulation by PRPA that Fort Collins guarantee the quality of the
water for the Rawhide Plant should an agreement be consummated with Platte River.
The Water Board members wished to go on record as not being opposed, in essence,
to supplying potable water to the Rawhide Plant. This led to the following
motion by Harvey Johnson, seconded by Henry Caulfield:
"The Fort Collins Water Board is in favor of PRPA receiving water service, and
they want to pursue the request, promptly, with PRPA, the City, the County,
and the East Larimer County Water District." The motion passed unanimously.
The meeting was adjourned at 1:10 P.M.
