The following items were discussed: Minutes Approved. Poudre Canyon Water Treatment Plant Study Chairman Fischer recommended that the Water Treatment Plant study be referred to the Engineering Committee which includes Norm Evans, Chairman, Ev Richardson, Dave Stewart, Tom Sanders, Mort Bittinger and Ward Fischer (ex-officio member). Dave Stewart suggested that the .first meeting be limited to the committee allowing them to iron out their thoughts priorto asking the consultants to participate. Mike Smith said that a meeting would be arranged as soon as possible first with just the Engineering Committee members and following that with Black and Veatch. Ditch Consolidation Update Dennis Bode explained that the City and the Ditch Companies have been working diligently the past few months trying to arrive at an agreement to implement a consolidation of the New Mercer and Larimer No. 2 Ditches. The next step will be to obtain approval from the Water Board and the City Council. Subsequently, the City hopes to take the proposed.. agreement to the stockholders of the two ditch companies in January. Mr. Bode went on to explain some of the main provisions of the agreement. Thus, Ward Fischer asked the staff to schedule a work session when a regular meeting is cancelled. Tom Sanders proposed that the Water Board be allowed to see the contracts with Anheuser-Busch which relate to the water and wastewater aspects before they be- come final. Following a lengthy discussion, Ev Richardson moved that a work session be scheduled on Tuesday, November 30th to review the Anheuser-Busch proposed contracts and make a recommendation to the Council. After a second from Dave Stewart, the motion was passed. Ward Fischer did not participate in the dis- cussion and abstained from the vote because he had been hired to do some work for Anheuser-Busch, some of which involved some of the water matters included with proposed contracts. He further stated that that he would decline to participate in any discussion and abstain from any votes regarding matters pertaining to Anheuser-Busch. Tom Moore revealed that he would limit his involvement with Anheuser-Busch decisions because the Company -has an option to purchase some of his land. Mort Bittinger and Dave Stewart also disclosed that their firms have been hired to do some studies for Anheuser-Busch and thus, although neither of them is personally involved in the studies, they will decline to take part in the decisions of the Board which involve Anheuser-Busch. Anheuser-Busch Slide Show City Manager John Arnold presented a slide show on Anheuser-Busch which had been prepared by City staff. During and following the presentation, the City Manager answered questions from Board members. Other Business Tom Sanders reported that he and other Board members had met recently with Councilman Gerry Horak to discuss the two -term limit for board and commission members. Dr. Sanders stated that, although Councilman Horak listened attentively and answered questions honestly and openly, the chance of the Council's decision being reversed is very minimal. However, Dr. Sanders said that he would continue to pursue the subject. Water Quality Study - Anheuser-Busch Tom Pitts, representing the Larimer/Weld Council of Governments, spent about 15 minutes describing the results of a study conducted by his firm on the effects of treated wastewater from the Anheuser-Busch Company on the Poudre River. The basic conclusion was that the Anheuser-Busch wastewater would have very little effect on the river. The increase in dissolved oxygen levels would be relative- ly insignificant. In addition Mr. Pitts explained that the brewery discharge would have less amonia than is found in the wastewater discharge from the City. Since there was no further business, the meeting was adjourned at 5:00 p.m. Water Board Secretary
