Chairman Ward Fischer opened the meeting for discussion of the topic at hand, the options available to provide the basis for a recommendation from the Water Board on the Poudre Project Study. Bill Green, Project Manager from the Staff of the Colorado Water Conservation Board gave a brief presentation explaining the six potential decision options for the Cache La Poudre Study as well as the project alternatives which were summmarized in the Cache La Poudre Project Study Summary Report. Following his presentation, he answered a number of questions from Board members. Stan Case, a member of the Citizen Steering Committee, was asked to attend the meeting to offer some comments and suggestions to the Water Board. His ideas contributed a valuable insight to the discussion since he has substantial knowledge of the Poudre River and, as the former Light and Power Director, he possesses considerable expertise in the area of electrical power. Gerry Horak, liaison to the Water Board from the City Council was also present to offer comments and ideas. He, too, is a member of the Poudre Study Steering Committee. Each of the seven Board members present was given the opportunity to provide input into the discussion. Although the comments were varied all were incorporated in the final decision. Following the lengthy but productive discussion, George Wallace moved that the Water Board support, in essence, option No. four which recommends a broader study of the Cache La Poudre Basin to provide comprehensive analysis of alternatives to construction of dams in the Canyon. Dave Stewart seconded the motion and the Board voted unanimous approval. The Board directed the staff to draft a letter incorporating the substance of what had been discussed at the meeting and the suggestions for specific direction of the study.
